Why Showcase of Integrated development approach:

• Speed of implementation flood safety components (faster)

• Dikes and coastal defenses as catalyzer of more live-able areas
• Socio-economic benefits and revenues vs cost balance (integrated)
• Access to additional funding and financing sources
• Stakeholder commitment to development options (DKI, Communities,
PUPR, Major Land Owners)
• Lift on actual development inputs and fund commitments of parties
• Bigger contributions to overall urban and economic development
Objective: value added improvement of
coastal defense upgrade in Sunda Kelapa Area
• Develop flood safety with added value which can be used as an additional financing / funding source to
APBN/APBD and has key stakeholder support
• Added values = additional funds and financing facilities:
• Land development / reclamation = potential revenues for cross subsidization + revitalization of local economies (community
based improvements)
• Use dike development for area upgrade (pro-poor dikes) and tap into funds / financing for slum improvement, social
housing, resilience (climate change)
• Options for social housing and area upgrades
• Options for improving the drainage / sanitation of adjacent areas
• Improvement resilience of exposed communities
• Use coastal defense upgrade for improving tourism / heritage locations and tap into funds for improving tourism facilities
• Apply innovative financing and procurement schemes to the flood safety infrastructure of dikes, flood gates, pumps, canals…

• Can we identify the value added technical integration options?!

• Urban water management and dikes, retention areas and pumps
• Housing and dikes?
• Area upgrade / greenification, environmental upgrades and recreation
• Dikes and heritage / tourism locations

Key Issues: Urban Kampong
Improvement
WATERFRONT CORRIDOR AND SOCIAL CENTRE

A multi-use sustainable social centre is proposed as one

of the main aspect of the Kampung Improvement Program in
Kampung Luar Batang. The space is proposed to be alocated
adjacent to the dike as a showcase to the community of how
the dike could also functioned as a social space, apart from its
main function as flood protection. The space should
embodies several of public features that was currently lacking
in the kampung, such as children playground, sport area,
small stage for performace or public meeting, etc.
Community involvement in the design process is highly
encourage to capture the needs and aspiration of the
community regarding public facilities that could upgrade their
quality of life. The space should also be design in such a way
so it could be a time-share multi-use facilities.

WATERFRONT CORRIDOR

THE WATERFRONT CORRIDOR spans along the dike from the

kampung Luar Batang to the north side of the site planning area. The
main idea is to create a walkable public corridor. This public waterfront
corridor should also able to host other activities to promote a more
livable vibrant space (commercial, sport activities, recreation, etc) and
create economic opportunities for the community.
Along the approx 2km corridor, there should be a public hubs
functioned as a transition space to enhance the corridor’s walkability.
