 The connection between poor nutrition
among elementary school pupils and
absenteeism, dropout and poor class
performance as well as the effectiveness of
school-based nutrition and health
interventions in improving school
performance are well-established in the
literature (Taras, 2005).
 At present, the department targets severely
wasted (SW) pupils and wasted (W) pupils for its
school-based feeding program where they are
served one heavy meal for 120 days.

 In the City Schools Division of Cabuyao, the total


number of SBFP beneficiaries was 3, 249 during
the SY 2018-2019. The total budget allotted for
the program was P7,017,840.00.

 991 beneficiaries came from the Baclaran,


Mamatid and Pulo Elementary School of Cluster
1.
 A small number of program evaluation of the
SBFP has been undertaken, although, none
was yet conducted in the City Schools
Division of Cabuyao as well as its nearby
divisions. Given the now much expanded
scale of the program with budget amounting
to millions of pesos, however, the researcher
believed that a process evaluation study is
needed to help the division implement the
program more effectively and efficiently.
 The reviewed literature revealed the positive
impact of feeding program to school-age
children with regards to nutritional status,
academic performance and class attendance
with varying level depending on different
factors such as modality of delivery and
duration among others. It also emphasized
the desirability of embedding the program to
education sector since it an activity that
connects the basic need for food with the
fundamental need for education among
young generations.
 Numerous studies were cited focusing on the
impact of various feeding program to the
academic performance and nutritional status
of beneficiaries but very few were found that
focused on the evaluating the process with
which the program is implemented.
The study seeks to evaluate the conduct of School-
Based Feeding Program in the public elementary
schools in the Cluster 1 of Division of Cabuyao.
Specifically, it aimed to answer the following
questions:
1. What is the level of program implementation of
the participant schools of SBFP in terms of:
a. nutritional status improvement of
beneficiaries,
b. liquidation of funds?
2. What are the gaps in the actual implementation
and the guidelines as given in DO no.15 s. 2018
and DO no.37 s. 2017?
3. What action plan can be proposed as an
offshoot of the study?
 The study is to be conducted in the Cluster 1
of City Schools Division of Cabuyao and will
focus on the 3 public elementary schools
within the cluster namely Pulo Elementary
School, Baclaran Elementary School and
Mamatid Elementary School. Respondents of
the study are the 3 School Heads, 3 SBFP
coordinators, 3 school nurses, purposively
selected pupil-beneficiaries and their
parents. It will focus on the conduct of SBFP
during the SY 2019-2020 only, although,
available and necessary data from the earlier
years of implementation may also be utilized.
 Sampling
 Purposive sampling will be used for the pupil
beneficiaries and their parents. Pupil
beneficiaries who were already beneficiaries
of the previous school year’s SBFP will be
used as the respondents of the study to be
able to determine the improvement in their
nutritional status as well as the common
practices they do in the conduct of the
program. However, for the School Heads,
SBFP coordinators and school nurses, all of
them will be schedule interviewed.
 Data Collection
 First, a written permission to conduct the study
will be secured from the Schools Division
Superintendent, District Supervisors and School
Heads of the participating schools. Next, letter to
the parents will be distributed informing them of
the conduct of the study and written permission
will also be secured. Schedule to conduct the
survey and interview will be asked from the
School Heads. On the scheduled dates, the survey
questionnaire will be distributed and interview
will be conducted. Answers to the survey will be
encoded and statistically treated using mean
percentage while answers to the interview will be
transcribed and interpreted.
 Ethical Issues
 Letter to the parents will be distributed and
permission to include them and their child in
the study will be secured. For the interview,
respondents will be informed that it will be
audio recorded and they have the right to
refuse to answer or continue with the
interview. Personal information are to be kept
confidential and identity will not be divulged
in the study.
 Data Analysis Plan
 The results of the five-point Likert scale
survey will be statistically analyzed using
weighted mean and standard deviation to
determine the pupil-beneficiaries’ and
parents’ evaluation on the level of program
implementation of the SBFP while scheduled
interview will be transcribed, coded, analyzed
and interpreted to determine the gaps in the
actual implementation and the prescribed
guidelines.

 Upon determining the gaps in the
actual implementation and the
guidelines in the conduct of SBFP, the
researcher intends to prepare an action
plan to address those gaps and submit
it to the division office. A district SLAC
will also be conducted to disseminate
the information to the concerned
school personnel.
