GOAL
By 2030 reduce the global maternal mortality ratio to less than 70 per
100,000 live births”
Important continuation of MDG Target
One main lesson of MDG (data on maternal mortality rates) is disregarded
Data of MMRs are highly unreliable.
The use of the indicator Skilled birth attendance with addition to MMRs
Lack of death registration System
Implementation of death and birth registration systems as an important part
of the data revolution proposed by the Sustainable Development Solutions
Network
Target 3.4 REDUCE MORTALITY FROM NON-
COMMUNICABLE DISEASES AND PROMOTE MENTAL
HEALTH
Reduce by one-third pre-mature mortality from non-communicable diseases
(NCDs) through prevention and treatment, and promote mental health and
wellbeing by 2030
Countries should use their national implementation plans to specify their own
national target values to implement target 3.4
Healthy life expectancy (HALE) indicator be used instead of common
indicator in target 3.4
Target 3.6 REDUCE ROAD INJURIES AND
DEATHS
By 2020 to halve global deaths and injuries from road traffic accidents.
The target is overambitious
National implementation plans will need to set targets based on national
conditions.
SDGs’ considered indicator “Number of road traffic fatal injury deaths per 100
000 population” is a highly relevant proxy but fails to register injuries from
road traffic accidents.
Conclusion
The level of ambition is likely unrealistic, given the current operationalization
of the goal.
It is likely unachievable by 2030 and is not reflected by most of the targets of
Goal 3
Many targets aim at combating specific diseases rather than promoting
healthy lives
Finally, almost all means of implementation explicitly refer to developing
countries only, which goes against the aspired universal character of the 2030
Agenda.
