A CASE STUDY CONDUCTED IN GREENDALE RESIDENCE

ABSTRACT

Housing refers to the construction and assigned usage of


houses or buildings collectively, for the purpose of sheltering
people- the planning or provision delivered by an authority, with
related meanings.
This study is to analyze the improvements that is needed
in the Housing project. And how will the researchers comply
immediate solutions according to the existing problems that
Greendale is facing right now, together with the goal to help the
end users/ family to have a better living.
The case study/ research will tackle only the
problems the Greendale is facing right now. The general
objective of the study is to identify the problems in
Greendale and give a proper solution according to the
standards of building housing projects and improve it for a
better quality of living.
BACKGROUND OF THE STUDY

Home is an important place to feel good, a place to gather

with family or friends and for moments of restful retreats. It is the

place where one lives permanently, especially as a member of a

family or household. Home is where the whole family safe and

secured against the environment and surroundings. Everybody has

the right to feel at home.


As the rapid growth of population of the country,
the economic growth is also increases and as well as the
number of homeless families. For about 106,651,922
people ended in 2018 and with an increase of about
1,731,922 people compared to 2017. This is one of the
major problem of the country all throughout the year.

In Tacloban City, being a 1st class highly


urbanized city in the Philippines and serves as the
regional center of the region of Eastern Visayas. The city
is also an autonomous from the province of Leyte,
although it serves as its provincial capital.
Tacloban as a city and sole capital of Eastern
Visayas region is increasing in terms of economic
development. With that, the city also is increasing when it
comes to its population. From 2015 census, the city
population reaches for about 242,089. In this case, an
increasing number of homeless families and illegal
settlers that the government is dealing with. Due to fast
growing city in Region 8, the government conducts many
programs to deal with the certain problem.
Housing programs in which the government have
been proposed is an absolute solution for the needs of
the people or family of the city.
Way back in 2013, the resettlements of residents living
near the shorelines and livelihood is a problem. Presidential
Spokesperson Salvador Panelo said the Presidential Assistant
for Special Concerns, the oversight official for the Yolanda
rehabilitation project reported that as of December 31, 2017, a
total of P146.156 billion was released to implementing national
government agencies, government owned and controlled
corporations and local government units

The government has been relocated some 1,039


families from danger zones to permanent housing site which are
located in Northern part of Taloban at North hill Arbour in san
Roque Village, Guadalupe Heights and the Greendale
Residences 1 in Suhi Village.
As years passed by, the problems in Greendale residence

are starting to arise. The distribution of water is by scheduled

and some residents cannot accommodate due of its limited

supply. The disposal of garbage in which the truck collectors

are sometimes delayed. The lack of light posts and the security

of the housing project is not safe due of not having a proper

parameter fences. The problems that have been sited are just a

brief example of what the community in Greendale were

experiencing nowadays. And these problems need an

immediate solution.
STATEMENT OF THE PROBLEM

Housing project are where the low income families


and/ or homeless family allocated. It is a common sense/
understandable to give it a proper planning in order to
organize every family and give them a better quality of living.
THE FOLLOWING ARE THE IDENTIFIED PROBLEMS:

• Drainage system
• Light posts
• No sidewalk from main entrance
• No proper drop off and waiting shed
• MRF
• Locate possible source of water
• Security in phase 3 is not well implemented (housing accessories
have been taken. This happen because some of the owners do not
occupy the unit because for some reason.)
• Security and safety is not consistent.
• Chapel
• Water supply is limited. (by schedule only)
• Lack of open spaces
• Some unit encroached towards sidewalk (some family did not acquire
permit before extending their units.)
• Some owner of housing unit let their house be rented by other family.
• This housing project doesn’t have a perimeter fence.
• Water pumps/deep well don’t function well.
• Garbage collection one or two weeks only (also it is not consistent).
• They do not have a proper function hall.
• Some unit in phase 3 are not finish yet.
• Setbacks are not consistent because they build first the housing unit
instead of road networks.

• To identify the problems in Greendale Residence, and

• To gather possible or solutions of the following


problems.

LITERATURE

Republic Act 9003- Solid Waste Management Act of 2001

An act providing for an ecological solid waste management


program, creating the necessary institutional mechanisms and
incentives, declaring certain acts prohibited and providing penalties,
appropriating funds therefor, and for other purposes.

This reference is used as a guide and will be incorporated


by the researchers in seeking solutions for the stated problems
above concerning about health, environment, and proper garbage
disposal.
BP 220 - Economic and Socialized Housing

BP 220 “Economic and Socialized Housing” is authorized to establish and

promulgate two levels of standards and technical requirements for the

development of economic and socialized housing projects/units in urban and

rural areas through Housing and Land Use Regulatory Board and from those

provided in PD 957, PD 1216, PD 1096, and PD 1185.

This reference will be used a guide in identifying whether the

Greendale Residence I abided the standard sizes of the subdivision base on

the implemented guidelines of this Law. From road, amenities, facilities, and

also the standard dimensions and spaces of all house units.


Presidential Decree 957 - Subdivision and Condominium

Buyer’s Protective Decree

This Decree aims at regulating the sale of subdivision lots and

condominiums and providing penalties for violations thereof. It

prescribes the power of the National Housing Authority on regulating

the real estate trade and business and matters regarding the

registration of projects.
BP 344 - Accessibility Law

BP 344 or Accessibility Law. An act to enhance the


mobility of disabled persons by requiring certain buildings,
institutions, establishments and public utilities to install
facilities and other devices.
This reference is will be used as a guide in
promoting solutions based on the data or problems gathered
on the said study. This will be also incorporated in their
proposals if necessary.
PART 3: METHODOLOGY

In this chapter, the methods that has been used in the

collection of data will be discussed accordingly. It explains the

research design, sampling techniques, data collection methods,

and the instruments that’s been used. The evaluation has been

carried out using two systems of data collection techniques, field

survey and literature review. The observation method, literature

review and interview method are used to collect both qualitative

and quantitative data.


OBSERVATION METHOD

This method allows for the study of the dynamics of a


situation, frequency counts of target behaviors, or other behaviors
as indicated by needs of the evaluation. In manner of providing
good source of additional information about a particular group can
use video to provide documentation. The data captured during the
observation can include objective as well as subjective information,
as it is possible for observers to accurately record the amount of
time taken to perform particular activities and the errors that they
make in use. A comprehensive field survey of the existing
conditions and problems on the housing project area of Greendale
Residence barangay Suhi, San Isidro was conducted in this study.
INTERVIEW METHOD

This method of collecting data involves


presentation or oral-verbal stimuli and reply in terms of
oral-verbal responses. In this study, due to short budget
and the distance between the place of the study, the
researchers decided to conduct the survey by using this
method. The instruments used in collecting the data are
the unstructured questionnaires that has an open ended
questions where the respondents may create their own
response.
OCCULAR INSPECTION METHOD

An ocular inspection was conducted to


know the day-to-day lifestyle of all the residents in
Barangay Suhi, San Isidro, Tacloban city. And to
identify the problems that hinders their daily living
of every residents and to make actions by having a
concrete solution that could benefit the community
in particular.

RECOMMENDATION
TO DESIGNER
A challenge is to design a house units
whether it is a Low-cost, mid, or a High-end unit. A
design that is sustainable and follows with the
standard dimension for the comfortability and
safety of the end users.

TO CONTRACTOR
home is a place where family lives for the
rest of their lives. Standard materials and a good
quality of construction must be a challenge. For no
one knows when are calamities will occur at least,
they have homes to shelter them.

TO FUTURE DESIGNER
As the population of the city/country
continues to grow, a more housing programs will
be implemented. A challenge is to seek or search
for a design and an approach base on what the
past and current problems occurred in most
subdivision.
