Key Calculation Principles

Principle diagram When the following conditions are all met, it is determined that overshoot
coverage occurs at a grid:
 The MR ratio of cell A as the primary serving cell at the grid is greater than threshold A.

 The distance between base station A and the grid and that between base station B and
the grid are compared. The difference between the distances is greater than threshold C

UMTS Feature Introduction

* UMTS Problem Area Recognition

HUAWEI TECHNOLOGIES CO., LTD. Huawei Confidential Page 16

Feature Description
Summary
This feature automatically discovers problem areas and helps users optimize
and analyze KPIs of the problem areas.
Benefits
This feature provides a micro network monitoring method. Traditional monitoring
methods can only identify abnormal cell-level KPIs and cannot detect the
situation that the cell-level KPIs are normal but lower-level KPIs are not.
Application scenarios

providing the number of problem areas.
 Improving the problem area identification efficiency, quickly locating problem
areas, and performing network optimization based on the
identification results.
 Further analyzing the problem area if the network health score of the
area is low.

UMTS Feature Introduction

* UMTS Intra-Frequency Neighboring Cell Analysis

HUAWEI TECHNOLOGIES CO., LTD. Huawei Confidential Page 28

Overview
Summary
• Proper neighbor relationship can ensure that a UE at the edge of a serving cell can be handed over in a timely manner
and that the handover gain is obtained. This helps reduce intra-network interference, improve the quality of service
(QoS) of the network, and ensure stable network performance. This feature provides the suggestions on determining
intra-frequency neighboring cells as missing or redundant neighboring cells and helps customers optimize neighboring
cells.
Benefits
• UMTS network characteristics determine the following basic networking scenario: intra-frequency cell networking at
the same network layer, and inter-frequency cell networking between different layers. The UMTS network system is a
self-interference system. Therefore, intra-frequency neighboring cell optimization plays a vital role in network
optimization.
• Data sources of this feature include neighbor relationships (synchronized from the U2000) in MRs and configuration
files and engineering parameters. The feature checks whether any neighboring cell of the test cell is missing or
redundant and whether the priorities need to be adjusted. It also provides the recommended priority sequence of
neighboring cells. By comparing the suggested priorities and the configured priorities, customers can optimize UMTS
intra-frequency neighboring cells of the current network in batches. This reduces DT and manual analysis costs and
improves the network optimization efficiency.
Application Scenarios
• Neighboring cell optimization after network adjustment: If the neighbor relationship changes due to the network
deployment, migration, and expansion, neighboring cell optimization is required.
• Periodic network-level neighboring cell optimization: Due to network adjustment generated by the change of network
scale and subscriber distribution, neighbor relationships on the overall network need to be checked and optimized
periodically.
• Neighboring cell optimization in some areas: Neighboring cells are optimized for cell clusters or VIP areas with poor
KPIs in a centralized manner.

Operation Details — Confirming Neighboring Cell
Among Possible Neighboring Cells
The Discovery correlates neighboring cell information of the primary serving cell and engineering parameters based on the UARFCN and
scrambling code information of neighboring cells to confirm neighboring cell IDs. Sometimes, the Discovery may find multiple possible
neighboring cells based a UARFCN and the matching scrambling code. In this case, users need to manually confirm the correct neighboring cell.

Users can query the possible neighboring

UMTS Feature Introduction

* UMTS Network Performance Analysis

HUAWEI TECHNOLOGIES CO., LTD. Huawei Confidential Page 36

Overview (1)
Summary
This feature provides functions, such as access failure analysis, call drop analysis, soft handover
analysis, inter-frequency hard handover analysis, and inter-RAT handover analysis.
Benefits
This feature detects network performance problems, analyzes root causes of the problems, and
optimizes networks. The functions provided by this feature can support network optimization and improve
optimization efficiency.
Application Scenarios
1. Identifying problem areas and cells. During the routine network O&M, areas where exceptions
frequently occur are located by GIS rendering, or abnormal cells are obtained based on the top-N cell
information.
2. Analyzing problem areas, cells, and subscribers. Based on the types of problem areas or cells, sub-
types of problem areas and cells where exceptions frequently occur are located, and further analysis
is performed. Top-N subscribers in a grid or cell are viewed to identify whether the exception is
caused by terminal or network problems. Based on CHRs, further analysis is performed.

UMTS Feature Introduction

* UMTS Complaint Analysis Support

HUAWEI TECHNOLOGIES CO., LTD. Huawei Confidential Page 46

Overview (1)
 Summary
Based on the control-plane data (such as call logs and MRs) generated during
subscribers' calls, this feature allows users to restore information about call service
quality, RAN environment, and key signaling procedure from the time and space
dimensions, helping engineers locate and resolve history call problems.

 Benefits and Application Scenarios

Restores historical call records from time and space dimensions, quickly locates
complaint problems, and reduces drive test (DT)-based recurrence to improve
operators' efficiency in handling subscriber complaints.
 Handles complaints.
 Analyzes bottom subscribers.

Overview (2)
 Feature Introduction
 Provides geographic observation of abnormal events experienced by a single
subscriber.
 Users are provided with statistics on the distribution of root causes of abnormal events.
 Users are provided with the CDR correlation and drilldown of abnormal events.
 Users are provided with CDR trace playback of abnormal events (only for VIPs).
 Provides CDR query of a single subscriber.
 Users can query and export all CDRs (normal and abnormal CDRs) of a single subscriber.
 Users can drill down the following detailed information about CDRs:
– Signaling (Common subscribers provide signaling before call release and VVIPs provide all-signaling
and code streams.)
– MRs (Intra-frequency MRs, inter-frequency MRs, inter-RAT MRs, and UE TxPower MRs)
– RABs (CS RAB setup/release, PS RAB setup/release, and RAB process statistical data)
– Other RRC CDRs (RRC setup, RRC release, and RRC process statistical information)
 Users are provided with the CDR trace playback (only for VIPs).
 Users are provided with geographic observation correlation of abnormal events for
abnormal CDRs.

UMTS Feature Introduction

* UMTS VIP Analysis

HUAWEI TECHNOLOGIES CO., LTD. Huawei Confidential Page 54

Feature Description
Summary

This feature is designed for subscribers of companies (organizations) or subscribers of specific groups
that show the same characteristics. It identifies call data of VIPs based on the international mobile
subscriber identity (IMSI) reported by UEs during voice services, and analyzes the data. This feature is
used to proactively ensure the network performance in hotspot areas or problems-frequently-occurred
areas where VIPs are located, and analyzes VIP calls deeply. This helps engineers quickly identify and
locate possible network problems experienced by VIPs, ensures good service experience of VIPs,
improves their satisfaction, and avoids important subscriber loss.

Application scenarios
Application scenario 1: VIP or VIP group routine performance monitoring
Periodically monitoring the service usage of VIPs or VIP groups and identifying active cells during routine
network operation & maintenance (O&M) to detect network problems in a timely manner, improve the
VIPs' or VIP groups' experience, and retain key subscriber groups.
Application scenario 2: Guaranteeing network performance during major events
Monitoring network performance for key subscribers during major events, such as leader inspection or
sports meeting to ensure activity smooth development.
