Cargo Ship Safety Construction


Certificate
• Part of HSSC
• Surveys include the following
• INITIAL: before ship is put in service
• ANNUAL: within 3 months of Ann. Date
• INTERMEDIATE: within 3 m either side of
the halfway date of cert. replacing the 2nd
or 3rd annual survey
• RENEWAL: not more than 5 yrs

Cargo Ship Safety Equipment
survey (SEC)
• Issued by MCA valid for 5 years
• Part of HSSC
Surveys reqd
• INITIAL: before ship is put in service
• ANNUAL: within 3 months of Ann. Date
• PERIODIC: within 3 m either side of the halfway
date of cert. replacing the 2nd or 3rd annual
survey
• RENEWAL: not more than 5 yrs
• Two inspections of the outside of the ships

SEC contd
• It certifies that ship surveyed under SOLAS requirements
• Complied with SOLAS fire safety systems, appliance and fire control
plans
• LSA and equipment of lifeboats, liferafts, rescue boats in
accordance with SOLAS
• Ship provided with LTA and radio installations used in LSA in
accordance with SOLAS
• Navigation equipment, means of embarkation for pilots, nautical
publications in line with SOLAS
• Lights and shapes, means of making sound signals and distress
signals in line with SOLAS
• Operates with limits of trade area specified
• Mandatory annual surveys have been carried out and whether an
Exemption Certificate has or has not been issued.

• MSF 1102 is issued by MCA surveyor following the survey. It should be retained on board with the ship’s papers.
Cargo Ship Safety Radio Certificate
(SRC)
• Under HSSC
• Issued by Class
• Valid for 5 years
SRC contd
• INITIAL: before ship put in service
• PERIODIC: within 3m before or after each
anniversary date
• RENEWAL: of interval not more than 5
years
• ADDITIONAL: following repairs or
renewals

• It certifies that ship has been surveyed in
accordance with SOLAS chapter IV
• Complied with SOLAS requirement for
radio installations
• Whether an Exemption Certificate has or
has not been issued.
SRC contd Supplement document
Form R
• Form R (A Record of Equipment). It lists:
1. Particulars of ship (Name, call sign and
number of persons with required qualifications
to operate radio installations)
2. Details of Radio facilities (VHF, MF R/T, DSC,
Navtex, EGC, Inmarsat etc)
3. Methods used to ensure availability of radio
facilities (duplication of equipment, shore
based maintenance or at sea maintenance
capability)
International Oil Pollution
Prevention Certificate (IOPPC)
• Under HSSC
• Valid for 5 years
• Issued by Class
• Initial survey done by MCA
IOPPC contd

• INTERMEDIATE: within 3 m either side of
the halfway date of cert. replacing the 2nd

IOPPC contd
• It certifies that ship has been surveyed in
accordance with Reg 6 of Marpol Annex I
• The survey showed that ship’s structure,
equipment, systems, fittings,
arrangements and materials and the
conditions are in all respect satisfactory
and ship complies with relevant provisions
of Annex I
IOPPC (Initial survey)
• Items inspected include:
1. Plans, specification and other technical
documentation to verify ship and
equipment comply with regulations
2. Oil pollution prevention equipment to be
type approved
3. Certificates, ORB, manuals and other
documents
4. Condition of ship and equipment.

International Load Line
Certificate (ILLC)
• INITIAL survey before ship put in service
• ANNUAL: Within 3m of anniversary date
• RENEWAL: At intervals not exceeding 5
years
ILLC certificate
• It certifies that the ship has been surveyed
and that freeboards have been assigned
and load lines shown on the certificate
have been marked in accordance with the
Load line convention 1966. Annuals are
endorsed on the back of the certificate.

• Normally issued by Class
• Only MCA issue exemption certificates
and give exemptions
Load line Survey
• The survey ensures:
1) That no alterations have been made to hull or
superstructures that would affect the calculations
determining position of the load line
2) Fittings and appliances for the protection of openings,
guardrails, freeing ports and means of access to crew
quarters are correctly and permanently indicated
3) The freeboard marks are correctly and permanently
indicated
4) Statutory Stability, loading and ballasting information is
provided.
Load line Survey items
• Hatchways
• Openings in the ship’s sides below the freeboard deck
and in the sides and ends of enclosed superstructure
• Machinery casings
• Companionways and deckhouses
• Freeing port shutters
• Ventilators and air pipes
• Special fittings for ships marked with timber load lines
• Any departures from recorded conditions of assignment
• Positions of load line marks and deck line
A certificate will be cancelled if..
• 1) Material alterations have been made
• 2) Fittings and appliances are not
maintained
• 3) Certificate is not endorsed
• 4) Structural strength of the vessel is
lowered
Conditions of assignment
• These are conditions relating to
construction, arrangement and stability
which a ship must comply in order to be
assigned freeboards
Record of conditions of
assignment
• This is issued with a load line certificate. It includes
details of fittings and arrangements approved for the
ship, ships name;POR;nationality;Official no; freeboard
assigned to ship of Type (A,B, or B with reduced or
increased freeboard); classification; date and place of
initial survey; sketches of side profile, superstructure
deck and freeboard deck to show disposition of
superstructures, trunks, deckhouses, machinery casings,
extent of bulwarks, guard rails and wood sheathing on
exposed decks, hatchways,gangways and other means
of protection for crew, cargo ports, bow and stern door,
side scuttles, scuppers, ventilators, air pipes
companionway and other items effecting seaworthiness.

Assignment (contd)
• It also includes tabular reports of
1) Doorways in superstructures, exposed machinery casings and deckhouses
protecting openings in freeboard and superstructure decks.
2) Hatchways at positions 1 & 2 closed by portable covers and secured weathertight
by tarpaulins and battening devices
3) Hatchways at position 1 and 2 closed by weathertight covers of steel fitted with
gaskets and clamping devices.
4) Machinery space opening
5) Ventilators on freeboard and superstructure deck
6) Airpipes on freeboard and superstructure decks
7) Cargo ports and similar other openings
8) Scuppers, inlets and discharges
9) Side scuttles
10) Freeing ports
