Objectives
Develop recommended procedures for documentation and
reporting of post- installation Government and ESCO
Operations, Maintenance, Repair & Replacement
Activities.
Highlights
• Date Formed: January 15, 2004

• Last Working Group Conf. Call: 1/18/05
• Expected Completion Date: 1st quarter, 2005
• Tasks Accomplished
– Guidance for Planning for O&M in ESPCs
developed; pending approval from the Steering
Committee
– O&M WG actively involved with the modified O&M
and R&R language in IDIQ and R/R Matrix
– Example Checklists Developed
Major Accomplishments
• Developed a ESPC-specific O&M guidance
document for the first time, with input from
government and industry
• Outlined the process for allocation of O&M and R&R
responsibility
• Outlined the process for development of detailed
O&M and R&R responsibility and reporting
requirements
• Listed steps to be taken if ESCO (ultimately
responsible for O&M and R&R) is not performing
O&M activities
– Make agencies aware of the cost and resource implications
at the time of the contract if they decide to perform O&M
activities
Key Issues
• Planning for O&M in ESPCs is a guidance,
not contractually binding document
• References DOE’s Super ESPC Contractually
Binding Documents – Latest IDIQ and
Attachments to illustrate the O&M process to
be followed under a specific contract
• The guidance document will have to be
adapted by DOD services
