TERRORISM IN THE

PHILIPPINES
The group has been designated by the United
Nation and many individual countries as a terrorist
group responsible for many human rights abuse and
war crimes. The group proclaimed itself a worldwide
caliphate. As such, it has power over religious,
political and military authority over all Muslims
worldwide. Many Muslims and Non-Muslim groups
criticize the idea and reject their claim over the said
title.
 The following Philippine-based terrorist
group have pledge allegiance to the Islamic
States.
The Abu Sayyaf Group which literally
means “Bearer of the Sword” was founded
by Abdurajak Abubakar Janjalani, a Filipino
Islamic Scholar who was among those who
volunteered for training and fought with the
so-called International Islamic Brigade in
the soviet-occupied Afghanistan. The group
which emerged in 1991 is largely based in
Abdurajak Abubakar Janjalani
the southernmost island of Sulu and Basilan.
Just like the MILF, the ASG seeks to
establish a separate theocratic Islamic state
not only in Mindanao but in the entire
country. It adheres to a more radical brand
of Islamic fundamentalism compared to the
MILF.
 The death of Abdurajak Janjalani on
December 18, 1998 in a clash with the
government forces, marked a turning point in
ASG operations, shifting from its ideological
focus to a more general kidnappings, murders
and robberies as the younger brother
Khadaffy Janjalani rose to succeed Abdurajak.
Subsequent leader Khadaffy was on the FBI’s
Khadaffy Janjalani
most wanted terrorist list until his death in
September 2006. Khadaffy’s death was
officially confirmed on January 20,2007
through DNA analysis.
The ASG’s international notoriety earned prominence
after the group became involved in a series of kidnapping
incidents victimizing foreign nationals in the island resort of
Sipadan, Malaysia and Dos Palmas in Palawan, Philippines.
Significantly, the capacity of the ASG to mount terror attacks
particularly bombing operations was greatly bolstered by its
association with the Jemaah Islamiyah (JI) and other militant
jihadist that have based themselves in Mindanao. The
bandit's links with both local and foreign threat groups, the
sharing of technology and expertise in the course of their
relationship have made the ASG a more dangerous
organization despite its decreased strength, seemingly
fragmented disposition and organizational problems.
Following the deaths over the last
decade of a number of its key senior
leaders, including former Emir, Khadaffy
Isnilon Hapilon
Janjalani, in September 2006, ASG has
continued to fragment. It remains unclear
whether a single figure now leads the group.
However, a number of key leadership figures
have extensive operational experience and
are capable of conducting their own
independent operations – including
Radullan Sahiron, Isnilon Hapilon, Yasser
Igasan and Khair Mundos.

ASG-SULU ORGANIZATIONAL STRUCTURE
ASG-SULU ORGANIZATIONAL STRUCTURE
ASG has been responsible for the planning and
conduct of terrorist attacks and kidnappings against a
wide range of targets including Philippine security
forces, foreign and local interests in Western
Mindanao, Sulu Archipelago and Sabah State. Recent
attacks are motivated by financial gain rather than
purely political, religious or ideological purpose.
Kidnapping incident perpetuated by ASG is
usually in Basilan, Sulu, Tawi-Tawi, Zamboanga City
and other areas in Western Minadano. Westerners and
other wealthy foreign nationals, as well as local
politicians, businessmen and civilian feature are
among the broad range of kidnap targets.
 ASG’s Engagement in Terrorist
Attacks
Significant attacks which have been claimed by, or reliably
attributed to ASG, have included the following:
* 23 April 2000: Kidnapping of 21 people, including 10 foreign
tourists, from the Malaysian resort island. This kidnapping was
resolved in 2001 when the ASG received a $15 millionransom;
Some of the hostage victims were German Marc Wallert ,
Frenchman Stephane Loisy , Finns Seppo Franti and Risto Vahanen
* 28 August 2000: Kidnapping of an American Jeffrey Schilling in
Zamboanga City, whom the ASG believed was a CIA spy. Schilling
was rescued in April 2001;
* 27 May 2001: Kidnapping of 20 people, among them were US
citizens Martin and Gracia Burnham and Guillermo Sobero and
Filipino citizen Regis Romero from the Philippine tourist resort of
Dos Palmas in Palawan Island in which several victims were
subsequently murdered.
 * 2 October 2002: bombing of a Karaoke Bar in Zamboanga
City killing four people, including a US soldier and injuring 24
others;

* 27 February 2004: bombing of Superferry 14 in Manila Bay


which is estimated to have killed over 100 people;

* 14 February 2005: three near-simultaneous bomb blasts in


Makati City, Davao City, and General Santos City killed at least
seven people and left approximately 150 injured;

* 10 August 2005: two bombings in Zamboanga City wounding


eight people
27 March 2006: bombing of a convenience store in Jolo killing
nine and wounding 24 when extortion demands were not met; a

* April 2007: kidnapping of seven workers who were


subsequently beheaded when a ransom wasn’t paid. The seven
men were Roger Francisco , Nonoy Ampoy, Louie Teodoro, Toto
Nillas, Dennis Delos Reyes, Wilmer Santos and Crisanto
Petrocenio.

* 05 December 2011, Australian national Warren Richard
Rodwell was abducted from his residence in ipil, Mindanao. In a
January 2013 proof-of-life video by Mr. Rodwell uploaded to
youtube, his captors stated he was being held by members of
al-harakat al-islamiyah (asg) and that money gained from his
kidnapping was to be used for future operations. Mr. Rodwell
was released by his captors in march 2013.

 * 12 July 2011: two US nationals Gerfa Yeatts Lunsman and her


son Kevin were kidnapped near Zamboanga city by ASG
militants

 * 01 February 2012: Swiss National Lorenzo Vinciguera and


Dutch National Ewold Horn were kidnapped at Tawi-tawi
islands. Following their initial abductions, Philippine authorities
stated that the victims were seen in the custody of ASG
militants.
Ansar Al-Khalifa (Supporters of the Caliphate) from Sarangani and
South Cotabato, had their logo posted sometime on August 2014 by
Mohammad Jaafar Sabiwang Maguid @ Tokboy Maguid in one of his
Facebook accounts. Mohammad Jaafar Bin Mas’owd dubbed himself as one
of the mujahedeen (literally, “struggler” or “striver”). On August 14,2014,
Mas’owd claimed that his group posted a video showing allegiance to the
group. The group of Maguid is a self-declared IS sympathizer, equipped with
high powered firearms and established their training camp at Sitio
Sinapingan, Brgy. Butril, Palimbang, Sultan Kudarat.
Tokboy, who was allegedly a former MILF member is a resident of
Brgy. Panang , Maasim, Sarangani Province, an escape from Baluntay
Provincial Jail, Alabel ,Sarangani, charged for the crime of Robbery with
Homicide, Two counts of Attempted Murder, Three counts of Frustrated
Murder, and Two counts of Murder before the 11th Judicial Region, Justice on
Wheels, Maasim, Sarangani, Province and a case of Murder at Branch 271,
Pasig City.

At the end of 2015, the group has an estimated 60
members who remain at large. Excluded from this number were
the eight AKP elements who were killed during the November
26, 2015 encounter with the government security forces in the
group’s main camp in Brgy. Butril, Palembang, Sultan, Kudarat
Based on the numerous documents recovered from its
camp, the group is still organizing, recruiting, indoctrinating and
targeting students and out of school youths. It has papers
emphasizing ways and means to establish an Islamic caliphate in
the Philippines and how to generate funds, allowing the conduct
of criminal activities and violence against non-Muslims to
support the caliphate.
On December 20,20165, a video was released, entitled
“Training Camp”, showing terrorist, believed to be members of
the group conducting training in an area in Mindanao.
The killing of Indonesian national
identified as Ibrahim Ali @ Abu Fattah/Huzaifa,
who is said to be the Morsid( spiritual adviser)
and Mujahideen Indonesia Timor(MIT) liaison in
the Philippines during the November 2015
military operation in Sultan Kudarat is an
indication of such linkage.

brought from Abdul Basit Usman and Zulkipli Bin
Hir @ Marwan, a homemade Barret rifle and
plans to buy more firearms to be sent to
Indonesia.
Currently, Mohammad Jaafar Sabiwang
Maguid was neutralized in Angel Beach Resort,
Barangay Kitagas, Kiamba, Sarangani Province in
a law enforcement operation at 12:10 AM, January
5, 2017 by the joint elements of CTIC-NICA,
Sarangani PIB, 3rd Company RPSB 12, Sarangani
PPSC, RID 12 and Kiamba MPS along with three
(3) arrested cohorts.

Another Filipino Islamist terrorist group Bangsamoro
Islamic Freedom Fighters (BIFF) swore allegiance to IS and
Baghdadi alongside Abu Sayyaf Group. BIFF splintered out of
Moro Islamic Liberation Front (MILF) in 2008. The MILF fights
for the liberation of Mindanao from the Philippines and to
establish an Islamic republic in southern Philippines. BIFF
opposes MILF-government peace talks and stresses over the
continuation of decades old armed struggle against the
Filipino government.
BIFF spokesperson Abu Misry Mama confirmed the
allegiance and said, “We have an alliance with the Islamic
State and Abu Bakr al-Baghdadi …. But if they need our help,
why not?"
BIFF is led by Al-Ustaj Umbra
Amiril Kato and its estimated strength is
few hundred with no consolidated
terrorist infrastructure. Sixty-seven (67)
year old Kato studied in Saudi Arabia
and adheres to Wahabi/Salafi school of
thought, an obscure ideology ISIS also

The Philippines Army
spokesperson described BIFF a band of
extortionists in a statement issued after
BIFF announcement of pledging
allegiance to IS and rejected rumors
about BIFF sending Filipino Muslim youth
to Syria and Iraq for training at IS-run
training camps.
BIFF is a separatist group that promotes the use
of armed struggle to achieve an independent Moro
(Muslim) state in the Philippines. The group is believed
to have been formed in late 2010 by splinter elements of
the Moro Islamic Liberation Front (MILF) who refused to
abandon the use of violence and seek reconciliation with
the Philippine government.
Based around the restive Maguindanao
province, and has historically conducted attacks
throughout much of central and western Mindanao. The
group routinely confronts Philippine military and police,
but has also targeted civilians with the aim of disrupting
peace talks and ceasefire negotiations. Additionally, the
BIFF has also targeted local villages leading to the
displacement of tens of thousands of residents.
BIFF consists of approximately 300-500
members, recent counterterrorism efforts have appear to
have diminished the group’s size and capabilities.
Operations this spring killed more than 150 BIFF fighters
and captured another dozen, including senior leaders,
field commanders, and explosives experts. This
reportedly resulted in the neutralization over of 50
percent of the BIFF’s ranks, the capture of bomb factories,
and the seizure of enclaves or safe havens in different
Maguindanao localities. Also, BIFF founder Ameril Umbra
Kato died in April of natural causes, and the health of
BIFF spokesman Abu Misri Mama appears to be in
decline after suffering a stroke this November.

Re Kidnapping-For-
Ransom Cases in
Mindanao
In Mindanao specifically in the provinces of Zamboanga
Peninsula, Basilan, Sulu and Tawi-Tawi (ZAMBASULTA) areas.
Kidnappings in ZAMBASULTA areas were tagged as Terrorists Related
Kidnapping-For-Ransom (TR KFR) which was perpetrated by Abu Sayyaf
Group (ASG) and became a virtual cottage industry by terrorists, MILF
and rouge Islamist extremist. Their common incentives are for financial
gain in which part of the ransom money they get will be spent in buying
more firearms, recruitment, future atrocities and for personal gains. The
terrorists are not motivated by ideological goals and their Islamic
belief.

Kidnapping incidences in Mindanao became a tri-border issues.


Victims who were taken from places outside the Philippine jurisdiction
specifically in the countries of Malaysia and Indonesia were brought to
the provinces of Sulu or Tawi-tawi. The ASG have deployed some of their
comrades in targeted areas of Malaysia and Indonesia that were
frequented by tourists and businessmen for this purpose. Victim/s were
transported to Sulu using a fast craft and evading government forces
with the support of civilians along their way.

In 2013, there were 29 Kidnap For Ransom Cases (KFRCs)
with 39 kidnap victims (KVs). Of the 39 KVs, there was only one
foreign national victim who was taken outside the Philippine
territory in Pom Pom Sabah, Malaysia near the Sulu island group
in the name of Ahn Wei Chang. They were in a resort with her
husband in the said place when gunmen attacked them however,
Chang's husband was killed during the kidnapping. She was
found by Philippine marines at a village near Talipao, a town on
the remote Philippine island of Jolo where Abu Sayyaf Islamic
militants are known to operate, and was taken to a local military
hospital for a medical check-up

In 2014, there were 24 Kidnap For Ransom
Cases (KFRCs) with 38 kidnap victims (KVs). The
KVs were snatched from Mindanao or outside
Philippine territory and brought to Sulu. Of the 38
KVs, seven were foreign nationals and 32 were
Filipinos.
The most notable incident in 2014 was the kidnapping of two German and
Chinese nationals; Stefan Victor Okonek and Henrike Dielen at the vicinity of Rio
Tubbataha, Palawan on April 17 and Gao Hu Yuan on April 2 in Semporna, Sabah,
Malaysia. The ASG demanded Php1B for the release of the two Germans but was
lowered to Php250M. Allegedly, the KVs were released at Brgy Kadday, Mampallam,
Patikul, Sulu on October 17, 2014 at about 8:40 PM, after the kidnappers was paid of
Php250M. Later that date at about 3:25 PM, a private plane with tail number RPC 8576
landed at Jolo airport, Sulu. Two foreigners got off the plane carrying ten bags and were
fetched by two pick-up trucks (Estrada) which proceeded to Camp Teodulfo Bautista,
Brgy Bus-bus, Jolo, Sulu. For the Chinese KV, she was kidnapped in Sabah, Malaysia
together with Ms Marcelita Tamalla, a Filipina, and they were brought in Sulu. The
kidnappers demanded Php100M and after 15 days, the ransom was increased to
Php500M plus Php10M to be given in one week. No report on the negotiation since it
was done backdoor. On May 30, 2014, both were released along Parang shoreline, Jolo,
Sulu. During the debriefing, Ms Tamalla averred that on the day they were released, they
were fetched by three Malaysian Police onboard a speedboat and travelled directly to
Sandakan, Malaysia and from Sandakan, they traveled to Kota Kinabalo.

The most controversial of all the KFR incidents for the
year was the abduction of John Ridsdel and Robert Hall,
both Canadians and Kjartan Sekkingstad, a Norwegian
together with Marites Flor, a Filipina at the Island Garden
City of Samal , Davao del Norte on September 21, 2015. Both
Canadians were beheaded ,one after the other, after
Canadian government refused to pay the ransom of Php1B
each which was lowered to Php300M. Marites Flor was
released without paying any ransom and subsequently,
Sekkingstad was released allegedly after paying Php80M.
Moreover, Hong Nwi Seong, a Korean, died while in captivity
due to his illness but paid Php8M, Bernard Ghen Ted Fen
was killed for failure to pay the ransom and his companion
Thien Nyuk Fun was released allegedly after paying
Php30M. Two Filipinos, Zyniel Jay Garban and Brgy
Chairman Roberto Boligao, were also killed for failure to
pay ransom. Two Philippine Coast Guards, SN2 Villaruz and
SN1 Pagaling escaped.
Upsurge of KFR incidents for 2016 was very noticeable. There were
28 KFR cases with 77 KVs; 24 were Indonesians, 32 Filipinos, 12
Malaysians, 6 Vietnamese, 1 Korean and 2 German. Below is the status of

For the period in review, statistics show that the ASG became increasingly
active due to the luring easy big ransom. This came from foreign victims outside the
Philippine borders in the South for the past years especially the year 2016. More than
hundred million pesos ransom money was paid by families or organization of foreign
victims to ASG. Moreover, the substantial amount of ransom worsen the situation
because the ASG does not settle for a lower ransom. This was shown by a series of
beheading of the foreign victims. The group also took advantage of the social media
to broadcast their threats or beheadings to pressure the victims’ family, their
government and to get international attention and support from ISIS in the Middle East.

Most incidents of KFR involving foreign


nationals, uses a backdoor negotiation route especially if
the KVs where Malaysians or affiliated with the Malaysians.
Foreign personalities intruded the Philippine sovereignty
because they were operating/negotiating on their own
without coordinating with the Philippine authorities. This
holds true in the case of the Jurgen Kantner who was
kidnapped on November 6, 2016, at Tanjungluuk, Pisuk,
Sabah together with his friend Sabrine Merz. Two German personalities were
intercepted in Sulu by the authorities bringing with them the
ransom money for the release of KV
Kanther. They were Stephan Michael
Bottge with German Passport No.
C901k2GS and Hans Werner Schaab with
German Passport No. C2Z99YC4M. KV
Stephen Michael Bottge Kanther was beheaded because the Hans Werner Schaab
ASG, through ABU RAMI, claimed that
they were shortchanged. But beforehand, the German counterparts pledged that
their government will not heed to the ASG
As of this date, the downtrend of the incident of
kidnapping in Mindanao and even outside Philippine territory
was attributed to the massive and continuous police and
military operations against the ASG and tightened security
measures of the government forces implemented in the areas
of ZAMBASULTA. In the present year, ASG suffered a great lost
in terms of human and logistical resources.
Also, the role of local government in ZAMBASULTA was
critical in the prevention and or resolution of kidnapping cases
in their localities. For instance, Sulu Province was the safe haven
for kidnappers wherein most of the victims taken by ASG from
other provinces and outside the Philippine jurisdiction were
brought thereat. KFR case perpetrated by ASG requires a multi-
agency approach. Though the PNP is the main player in dealing
with terrorism-related cases, the support of other government
agencies and LGUs are necessary. Leaving the PNP-AKG to
work on its own, resulting to unsolved KFR cases.
