Introduction
What is climate change ?

Climate change is a long-term changes and variations in the expected patterns of


average weather of a region (or the whole Earth) over a significant period of time as
well as the effects of these variations on the planet, human life and society in general.

Almost nowhere else are the signs of climate change as visible as in Pakistan. The
poor rural population is hit hardest by the radical changes in their environment.

Sindh Government Vision !
o Climate Change Resilient Sindh capable to deal with present and future climate &
development challenges on sustainable basis.

o Strong Sindh Specific Climate Change Policy effectively addressing climate issues in the
province ( In line with NCCP)

o Climate Compatible Development, Institutional Reforms and Capacity Building of


Sindh Government to deal better with climate and environmental degradation
Rationale for Robust Provincial Climate Policy
o 18th Amendment to Pakistan Constitution allows provinces to develop strategies /
plans on actionable points including climate change

o Other provinces also have their separate climate policies already. i.e. KPK

o Sindh is more prone to climate change due to its unique climatic, demographical &
socio-economic profile and having different eco-systems requiring government to
steer the crisis

o Honorable Supreme Court/Water Commission has recommended for Climate Change


wing, SCCP will substantially fulfills the gap
Back ground and Present Status
o National Climate Change Policy 2012 and its Implementation Framework at
federal level

o NCCP IC (under Fed. Minister MOCC, Secretary ECC&CDD being a


member)

o PCCP IC (under chairmanship P&D Deptt.) to implement NCCP Plan

o ECC&CDD has no effective role / strategy despite being focal point on the
subject in the province, SCCP and its action plan will help bridge this gap
Sindh Climate Change Policy
o SCCP (draft) is now ready to address climate change in Sindh keeping in view
SDGs (Sustainable Development Goals) and Climate Compatible Development
regime
o Provincial ( more specific) climate policy in line with NCCP to address climate
change in Sindh
o Policy (draft) has different adaptation and mitigation measures etc. (Draft
shared)
o Policy (draft) covers urban planning, capacity building, climate finance and
other important policy components etc.
Way Forward
o Sindh Climate Change Policy Approval from Sindh Govt./ Cabinet (Formality)

o Sindh Climate Change Act 2019 & Rules ( as per requirement)

o Establishment of Sindh Climate Change Authority / Directorate within the deptt.

o Implementation framework/ Action Plan for proposed SCCP

o Support from partners/UNICEF in developing implementation framework
