Local Government Code of 1991 Sec. 3 (h): There shall be a continuing mechanism to
enhance local autonomy not only by legislative enabling acts but also by administrative &
organizational reforms.
1 Serve as the guide for higher LGUs, NGAs & other service
providers to determine the kind of policy & program
intervention needed.

2 Induce awareness of the city/municipal government of


the present state of performance of its component
barangays

3 Provide the city/municipal government with vital data


inputs in the accomplishment of data requirements of
their own LGPMS

4 Raise awareness of the barangay government & officials


on their level of performance
