and/or communities gain control of their
circumstances and achieve their own
goals, thereby being able to work
towards helping themselves and others
to maximise the quality of their lives.

 ADVOCACY
○ Advocacy is an activity by an individual or group
that aims to influence decisions within political,
economic, and social systems and institutions.
○ Advocacy can include many activities that a
person or organization undertakes including
media campaigns, public speaking,
commissioning and publishing research.

Executive Order 292 of 1987
and was reorganized under
Republic Act 7160.

Mandate

rehabilitate the physically
and mentally handicapped
and socially disabled
constituents for effective
social functioning;

(2) Provide an integrated welfare
package to its constituents on the
basis of their needs and coordinate
the service facilities required from
such departments or agencies,
governmental and non-
governmental, which can best
provide them;

(3) Arrest the further
deterioration of the socially
disabling or dehumanizing
conditions of the disadvantaged
segment of the population at the
community level; and
