GeoHazard Mapping Assessment
Program
• The Geohazard Mapping and Assessment Program is a ongoing
priority program of the DENR, which is being implemented by the
Mines and Geosciences Bureau (MGB).
• The Mines and Geosciences Bureau (MGB) is the primary government
agency under the Department of Environment and Natural Resources (DENR),
pursuant to Executive Order No. 192 on June
1987.

National Disaster Risk Reduction
& Management Council (NDRRMC)
• responsible for ensuring the
protection and welfare of the people
during disasters or emergencies.
SEC. 6. Powers and Functions of the NDRRMC. The National Council,
being empowered with policymaking, coordination, integration,
supervision, monitoring and evaluation functions, shall have the following
responsibilities:
• (a) Develop a NDRRMF which shall provide for a comprehensive, allhazards, multisectoral, inter
agency and communitybased approach to disaster risk reduction and management. The Framework
shall serve as the principal guide to disaster risk reduction and management efforts in the country and
shall be reviewed on a five(5)year interval, or as may be deemed necessary, in order to ensure its
relevance to the times;
• b) Ensure that the NDRRMP is consistent with the NDRRMF;
• (c) Advise the President on the status of (disaster preparedness, prevention, mitigation, response and
rehabilitation operations being undertaken by the government, CSOs, private sector, and volunteers;
recommend to the President the declaration of a state of calamity in areas extensively damaged; and
submit proposals to restore normalcy in the affected areas, to include calamity fund allocation;
• (d) Ensure a multistakeholder participation in the development, updating, and sharing of a
Disaster Risk Reduction and Management Information System and Geographic Information System
based national risk map as policy, planning and decisionmaking tools;

Department of Science and
Technology (DoST) have not
issued adequate guidelines
on interagency
coordination.
NDRRMP
• The National Disaster Risk Reduction and Management Plan (NDRRMP)
fulfills the requirement of RA No. 10121 of 2010, which provides the legal
basis for policies, plans and programs to deal with disasters. The
NDRRMP covers four thematic areas, namely,
• (1) Disaster Prevention and Mitigation; DOST
• (2) Disaster Preparedness; DILG
• (3) Disaster Response; DSWD
• (4) Disaster Rehabilitation and Recovery –NEDA
OFFICE OF CIVIL DEFENSE(OCD)
• One of the five (5) bureaus of DND (PD No. 1 as implemented by
LOI No. 19, s1972, and DND Order Nos. 737 1972, and DND
Order Nos. 737 and 737 and 737A, s1973
• The Office of Civil Defense formulates and implements the
NDRRMP and ensures that the physical framework, social,
economic and environmental plans of communities, cities,
municipalities and provinces are consistent with such plan.
