THEEMPLOYMENT OF
STUDENTS 2020
Republic Act 10917 series of 2016
What is SPES?
 An Act to help poor but deserving students
pursue their education by encouraging their
employment during summer and/or christmas
vacations through incentives granted to
employers, allowing them to pay only sixty
per centum of their salaries or wages and the
forty paid by the government prohibiting and
penalizing the filing of fraudulent or fictitious
claims, and for other purposes.
Objectives
 The Special Program for Employment of
Students is DOLE’s youth employment-
bridging program which aims to provide
temporary employment to poor but deserving
students, out-of-school youth, and dependents
of displaced or would-be displaced workers
during summer and/or Christmas vacation or
any time of the year to augment the family’s
income to help ensure that beneficiaries are
able to pursue their education.
Nature of Work
 PFOs and PESOs shall encourage all participating
employers particularly the local government units
(LGUs), other government agencies, academe and non-
government organizations to provide SPES
beneficiaries with work and activities related to their
education/courses/field.
 SPES beneficiaries particularly those 15 to below 18
years of age, should not be engaged to any hazardous
work or undertaking as provided under existing child
labor-related laws, rules and regulations. Their hours
of work shall not be more than eight (8) hours a day
nor more than forty (40) hours a week and shall not
be made to work within the period 10:00 pm to 6:00
am.

Registration/Application Period
 Registration shall be based on the required pre -
employment qualifications as to AGE, GRADES and
INCOME. The original copies of the required documents
should be presented for validation and authentication of
PESO Manager/Coordinator upon registration/application.
 Only applications with complete pre-employment
documentary requirements shall be accepted. DOLE
will not be liable for the approved government share
of SPES beneficiaries who have been found
disqualified as to the pre-employment qualifications

Eligibility
 At least 15 upon the application but not
more than 30 years of age.
 Students must have obtained passing grade
on all subjects from 1st Grading to 3rd
Grading Period.
 For OSY the must be duly certified as OSY.
 Combined Net Income after TAX of
parents does not exceed the regional
poverty threshold(Php. 139,200.00/yr).
Eligibility
 Declared occupations of parents in the
submitted photocopy of Birth Certificate
and school/course where they are currently
enrolled should be taken into consideration
during evaluation process.

Employment Period
 Employment period shall in no case be
less than twenty (20) work days nor
more than seventy-eight (78) work days.
Employment during Christmas
implementation shall in no case be less
than ten (10) work days nor more than
fifteen (15) work days.
