SgNB Change
 In 3GPP, intra-SgNB change (cells under the same gNodeB after the change) and inter-SgNB change (cells under differ
ent gNodeBs after the change) are supported. It can also be intra-frequency SgNB change and inter-frequency SgNB c
hange.
 SgNB change scenarios in 5G RAN1.0: Intra-gNodeB, inter-gNodeB, and intra-frequency.

Coverage-based Intra-frequency SgNB Change
 In 5G RAN1.0, only coverage-based intra-frequency SgNB change is supported.
 After an EN-DC UE sets up a radio bearer, the eNodeB sends the UE the Measurement Configuration message containi
ng the configuration for intra-frequency measurements. The UE performs related measurements based on the configurati
on.
 If the measurement configuration is updated when the EN-DC UE is in connected mode or completes a SgNB change, th
e eNodeB sends the RRC Connection Reconfiguration to notify the UE of all or partial of the updated measurement confi
gurations. In other cases, the initial measurement configuration will be used.

In 3GPP, measurement configurations can be delivered by the MeNB or SgNB in EN-DC networking. In 5G RAN1.0, the
control plane is supported only on the MeNB. This section describes only EN-DC networking in which the control plane is

 For RAN1.0, in NSA networking, the measurement configurations of a SgNB to UE and the measuremen
t reports from UE to SgNB are both delivered by the LTE eNodeB over the X2 interface.

Change Decision and Command Delivery


 Upon receiving a measurement report from the MeNB, the SgNB evaluates the results in terms of whether the MeasI
d is correct and whether the neighboring cell is a known one and adds the cells that meet the criteria to the target cell
list.
 The SgNB selects the cell with the highest signal quality and initiates a SgNB change toward the cell.
 The MeNB sends the SgNB change command and then UEs perform the SgNB change after receiving the command.

Change Failure Handling


Failure during admission
1. SgNB change towards the next cell in the reporting list.
2. If the SgNB change toward all the cells in the list fails, the gNodeB waits for the next measurement reports

Failure during RRC Reconfiguration


If an RRC Connection Reconfiguration message that contains the SgNB modification or SCG change failure IE is reported when a
SgNB change fails, 5G RAN1.0 only supports this message to be delivered by the MeNB to UEs,
UEs reestablish RRC connections.

Measurement Event Report Configurations

Hysteresis and Time-to-Trigger


• Hysteresis and time-to-trigger are key parameters for UEs to decide whether to report an
event. These parameters directly affect the SgNB change performance. The two parameters
are defined in the measurement configuration for related events.

Triggering Quantity and Reporting Quantity


• The quantities Reference Signal Received Power (RSRP) and Reference Signal Received
Quality (RSRQ) are used to measure the NR cell quality. Based on the RSRP, the RSRQ
takes interference into consideration. The triggering quantities and reporting quantities for
events are configurable. The options are RSRP, RSRQ, or both.

• In 5G RAN1.0, only the RSRP-based reports are supported.
