DESIGNATION OF TERRORIST

ORGANIZATIONS IN THE PHILIPPINES

Background
 DFA received a letter from the Australian Embassy in Manila dated 07
September 2017 addressed to Executive Secretary Salvador C. Medialdea on
the inclusion of Islamic State East Asia (IS-EA) which includes Islamic State-
Philippines (IS-PH) and other groups, as terrorist organizations under the
Australian Criminal Code.

 Australian Attorney-General George Brandis also made the official

announcement on 08 September 2017.
Background
 Pursuant to R.A. 10168 or ”The Terrorism Financing Prevention and Suppression Act of
2012”, the DFA published on its website the Designation of the CPP/NPA and other
Groups as Terrorist Organizations:
 CPP/NPA – Presidential Proclamation No. 374 dated 05 December 2017
 Other Terrorist Organizations – List provided by the Australian Attorney-General
 Asharul Khilafa Philippines
 Bangsamoro Islamic Freedom Fighters-Abubakar
 Bangsamoro Islamic Freedom Fighters-Bungos
 Dawlah Islamiyah

 Islamic State Lanao
 Islamic State-Philippines

Security Council: Co-sponsorship of ISI Affiliate
Nominations to the UN Security Council 1267 ISIL and
Al-Qaida Sanctions List

 U.S. Government plans to use the term “ISIL-Philippines” in its nomination for
the group to be included in the UNSC 1267 ISIL and Al-Qaida Sanctions Lists.
 In using this term, the U.S. Government referred to the DFA Diplomatic Note
No. 19-1505 dated 22 April 2019, which published the Australian Attorney-
General’s designation of IS-East Asia, including IS-PH and other groups
operating in the country, as terrorist organizations.
 Based on the information gathered by NYPM, ISIL-East Asia would not be
acceptable to China, Japan, and South Korea, while ISIL-Southeast Asia would
not be acceptable to ASEAN Member States
Ways Forward

 During the inter-agency meeting on 21 February 2020, the body composed of

DFA, NSC, NICA, ATC-PMC, PNP, DND, DOJ and AFP collectively agreed to use
the term “Daesh-inspired Local Terrorist Groups operating in the country”.

 Inclusion in the agenda for the 7th Philippines-Australia Bilateral Counter-

Terrorism Consultations of the topic “Listing of Islamic State East Asia (IS East
Asia), which includes Islamic State-Philippines (IS-Philippines) and other
groups, as terrorist organizations under the Australian Criminal Code”
