1. OBJECTIVE

This document defines the organization, tasks, preparation of documents,


drawings & specific working procedures adopted in the Piping Department.

2. SCOPE OF APPLICATION

 The Piping Department Working Procedure (DWP) shall apply to all jobs
performed by Piping Department.

 If there is a need to modify the Project Piping Execution Plan (PEP) (Refer to
Attachment 1) to suit Project needs, prior agreement is to be agreed between
Piping Department Manager and Project Manager.

 The requirements stipulate herein may be tailor to meet specific project


requirements in a form of “Piping Department Quality Control Plan”.

 This procedure does not cover work of personnel contracted out to work within
other organization.

2.1. General
Piping Department is a part of Design engineering and consulting center (DEC) of
the Company (PVE). Piping Department is managed by Piping Department
Manager. Piping Department Manager reports directly to the deputy director of
DEC and director of DEC.

2.3 Piping organization chart on major projects


Piping Project Organization Chart is defined according to the requirements of
projects or proposals. The hierarchy is determined by the Piping Department
Manager. This is shown as in Figure 2.
Piping Lead to be appointed by Piping Department Manager.

6.1. Piping department organization chart


All Tasks assign to each post below are subject to change by Piping
Department Manager.
6.1.1. Piping department manager

The Piping Department Manager is responsible for all the organization,


management and performances of this department.

He is also in charge of Department’s future planning, career path and yearly


appraisals of all of his staffs.

Piping Department Manager has the rights to delegate any tasks to any of his
staffs, whomever he deems fit to deliver the job.

6.1.2. Piping Expert

The Piping Expert will be part of the Piping Department. They are responsible for
the tasks as listed below:
Assist and guide other Piping Seniors on all projects as instructed by Piping
Department Manager.

Assist Piping Department Manager to clear any issues arising from project.

Conduct Piping Internal Design Review (aka 3rd party review) as instructed by
Piping Department Manager.

Assist in Department’s Proposal Preparation as instructed by Piping Department


Manager.

Assist in Department’s Training as instructed by Piping Department Manager.

6.1.3. All piping Team – common responsibilities

 The following lists are common tasks and responsibilities of every Teams:
 Prepare his Team Manpower Planning.
 Assist Piping Department Manager in the Department’s Resources
Management (i.e. appraisal, training, promotion and etcetera).
 Perform all internal activities as instructed by the Piping Department
Manager.
 Ensure Flow of General Information for all personnel under his responsibility.
 Manager assignments of all personnel under his Team to relevant projects. In
particular, he ensures that all activities are performed by staff with adequate
technical capabilities.
 Monitor the usage of budget, schedule and quality given to him the projects.
 Nominate Lead form his Team to work on projects.
 Provide additional Staffs to projects (if the need arises) during the critical
phases of the Projects.

3.1.3. All piping Team – common responsibilities

 Guide and assists any staff reporting under him if required.


 Assist Piping QAR, WP, Training and Proposal Team in preparing
Department's Yearly Training Plan.
 Assist Piping QAR, WP, Training and Proposal Team in preparing
Department's Design Guidelines, Standards, Work Procedures, Checklist and
etcetera that is relevant to the Section.

6.1.3. All piping Team – common responsibilities

Assist Piping QAR, WP, Training and Proposal Team in preparing Department's
Proposal Preparation.
 Manage continuous improvement of knowledge level in his Team.
 Follow-up of methods and production tools used outside the
company to propose improvements.
 Ensure that all the latest and relevant International Regulations and Standards
is used on all projects that his Team is involved in.
 Monitor the Application of method and procedures relevant to his Team.
 Manage the validation and follow-on of software's used by his Team.
 Conduct Piping Internal Design Review (aka 3rd party review) (see para 8.6)
as instructed by Piping Department Manager.
 Perform Yearly appraisals of his Team.

6.1.4. Piping Design & Layout Team

The Design & Layout Team is responsible for:


 Verify input data from project board, client and relevant parties.
 Prepare plot-plans, equipment layouts and all piping design activities for
proposals.
 Assist Piping Lead for their technical tasks if there is a need.
 Monitor all Design and Support team under him.
 Ensure that standard pipe supports are adequate to the particularities of each
project.
 Conduct site survey and gathering information to serve for design.
 Prepare engineering master documents register (EMDR)
 Model all piping systems by 3D software.
 Prepare piping layout plan, elevations and section drawings.
 Prepare Piping Isometric Drawings for all lines.
 Prepare and update all piping as-built drawings.
 Build databases for Piping Department / DEC

The Piping Engineering Team is responsible for:
 Review Client’s documentation and ensure they are implemented on the
project.
 Select applicate standards, codes and specification and incorporate them in
job specification.
 Prepare summary of piping class
 Establish piping material specifications and piping standard assemblies
 Provide data for piping components to 3D Administrator
 Prepare valve datasheet and special item datasheets.
 Prepare Material Requisition (MR)
 Prepare Technical Bid Tabulation (TBT)
 Review vendor data document and drawings.
 Prepare job specification for piping fafrication, inspection and testing.
 Follow-up on new piping materials available in the market.
 Provide mechanical data for line list and supervises all MTO activities. This
includes piping insulation, painting, pressure & NDE testing requirements.

The Piping Stress analysis and Pipe Support Team is responsible for:
 Interface with IT Department with regards to Piping Stress Analysis Software,
CAESAR II on the licensing and usage.
 Prepare and approve Piping Stress Analysis job specification.
 Prepare and approve piping Stress Analysis Report
 Prepare and approve all piping support documents and drawings.

6.1.7. 3D Administration Team
The 3D administration Team is responsible for:
 Prepare piping and equipment database/library/specification for 3D Model.
 Perform Piping and equipment clash checking.
 Prepare piping clash report
 Prepare 3D implementation procedure.
 Perform Equipment, Piping and pipe support 3D modeling.
 Conduct Client Model review.
 Interdiscipline modeling and coordination.
 Extract relevant report/document/drawing from 3D system.
 Maintain stability of 3D system.
 Report to piping department manager about license situation: expired date,
how many users used…
 Study all software module to prepare the guide to training, guide for piping
designer
 Study and apply software utilities.
 Study and apply new design software.
 Build databases for Piping Department / DEC

6.1.8. Secretary
The Secretary reports directly to Piping Department Manager and is responsible
for:
 Manage all administrative works for all Piping Department Staff (e.g. annual
leaves, medical leaves, travel request, time-sheets, claims, and etc.).
 Manage dispatch and filing of correspondence.
 Prepare correspondence relating to department general activities.
 Prepare correspondence relating to projects not organized in task forces.
 In charge of the filing for general documents.
 NB: For projects organized in task forces, the Project Team shall provide the
secretarial resources needed by the Project Piping Team.

6.2. 1 Piping lead Engineer
He reports directly to Piping Department Manager.
He is responsible to the Project Team for all tasks performed by the Piping Project
Team (including Material and Stress, where coordination is concerned) relating to
the project scope of work.
He is the focal point of contact and coordination within the Project Team (Please
refer to Figure 2). He shall assist the Project Manager and Project Engineer to
furnish them with the latest Piping Progress and Input.
He assumes the technical responsibility of all piping design and piping support
activities for his project.
In the case of Stress and Material engineering activities, Stress and Material Lead
Engineers shall take responsibility for their technical aspects. They shall liaise with
the Piping Lead for scope and schedule related activities as well as co-ordination
with Project Team and Client.

6.2. 1 Piping lead Engineer


He shall undertake the following responsibilities:

Budget, planning & schedule


 Develop Piping Manpower & Man hour Planning with Deliverable List in
coordination with Planning and Piping Department Manager at the early stage
of the Project.
 Review Project Level 2 and 3 schedules. Then, provide feedback to Project or
Planning Team if requested.
 Prepare and identify Project Progress Milestones based on the Schedules
given by Project team.
 Perform the Periodic Piping Progress Measurement.
 Endorse the timesheets and request for leave of his piping team
(OPTIONAL).
 Review Project Contract (Require contract from Project to summarize all
Piping Deliverables).

Work execution
 Review Project scope documents and arrange for access or issue copy of
relevant documents to his piping team for reference and implementation. Any
subsequent revisions are duly circulated his piping team.
 Prepare and review Job Specifications, Piping Standards (Design and
Construction), Design Instruction and other relevant documents (with the help
of Piping Material and Piping Stress Lead) to be in line with Project
Deliverable List.
 Issue Work Instructions specifically for the project. This is to be distributed to
all of his Piping Member.
 Develop Piping Isometrics Checking, & IFC Issue Schedule based on Level 3
schedule. Following that, he shall establish Weekly Isometric Progress
Tracking System.
 Review all Vendor Data in Piping Job Scope.
 Ensure the Project Document Distribution Matrix is relevant for the activities
of piping team.

Work execution
 Conduct Progress Meetings at regular intervals with his piping member.
 Prepare Progress Reports input as required by the Project Team.
 Attend Project Coordination Meetings and Client Review Meetings when
required.
 Coordinate with Sub-Contracting Department to provide Piping MTO and
necessary Job Specification for Fabrication and Construction contract
 Prepare Internal and Client Scope Change Requests and issue to Project Team
for approval.
 Raise or review DCNs or FDMs of key documents.
 Provide clarifications to Field Engineering Queries and arrange for 'As-Builts'
isometrics where it is required.
 Liaise with his Piping member on issue which requires technical expertise,
updated methods and procedure.
 Review and approve all documents and drawings issued by the Piping Design
and Pipe Support Members.

6.2.1. Piping lead Engineer


Work execution
 Develop key plans for his area/unit/module.
 Execute the tasks relevant such as: Progress follow-up, task assignment,
planning, coordination with other disciplines.
 Organize internal design and model reviews at regular intervals for his
area/unit/module (i.e. weekly) in preparation for the formal model reviews by
the Project Team.
 Ensure the targets are achieved as planned (e.g., Equipment Layout Issue
Date, Isometrics issuance based on latest P&ID's, 30%, 60% & 90% Model
Review and etc.).
 Submit all documents to be issued for review and signatures prior to official
issue.
 Ensure that all technical issue progressed are solved consistently and aligned
with the project requirements.
 Supervise the work of Piping Designers under his team in terms of progress,
consistency of work and provide guidance if needed.

Work execution
 Verify technical documents relevant to his team (e.g. ITB assessment and etc.)
 Ensure of VDR & VDI completion for his project.
 Prepare Hand over to all documents to be issued for review and signature
prior issuing to the Project.
 Verify all IFC isometrics issues are as per the latest revision of P&IDs issued
at that moment of time.
 Ensure that relevant information are cascaded to Piping Designers assigned to
him
 Answer to site queries whenever required.
 Ensure that the documents are archived in accordance with the procedures.

Quality and HSE
 Issue the Piping Discipline PQP (if required by Project Team). He has to
maintain the quality of work is produced as stated in Piping DWP and by the
COMPANY.
 Distribute all correspondence within the piping member.
 With regards to filing, please refer to para IX.7.
3D Model reviews
 Assist Project Team (if required) and attend all 3D Model Reviews organized
by Project Team.
Archiving & close-out report
 Archive of project documents after the job completion.
 Compile all project statistics on matters relating to Piping progress and
deliverables from the start of the project, with regards to man hour spent vs.
budget including all design change orders, material summary report final
weight vs. budget and other salient features of the project.

6.2.2. Senior Piping material Engineer
He reports directly to the Piping Lead for all his piping material activities on a
project.
He supervises and provides technical guidance to all pipe material engineers
reporting to him and is responsible for all technical aspects such as:
 Review Client's documentation and ensure they are implemented on the
project.
 Review the Project Document Distribution Matrix.
 Analyze the Project Procurement & Construction requirements.
 Select applicable standards, codes and specifications and incorporate them in
job specifications.

 Clash checking and approval of clashes.

8.1. General
The Design Control is described in the General Working Procedure PVE-DEC-GE-P-06
"Design Control Procedure ".
In particular for Piping department, the following shall apply.

Piping Lead of each project shall be in charge of this for his project, with reference to
General Working Procedure PVE-DEC-GE-P-06 " Design Control Procedure ".

The input data required by the Piping Department to perform its activities and produce its
contractual deliverables at the various stages of the projects are shown in General

8.5. Design review
Project Design Review Procedure is defined in the General Working Procedure PVE-
DEC-GE-P-11 "Checking, Review and Approval of Engineering Deliverables Procedure".
During the all stages of Design Review, it is the responsibility of all three (3) Piping
Teams (Design, Stress and Material) with the assistance of Project Piping Lead to review
the major documents/drawings produced by the Department. If he is not able to perform
this task, he shall delegate this to Specialist or Senior Piping Engineer/Designer.

indicated hereafter.
9.1. Approval and issue

Control Procedure".

9.2. Checking
 Refer to General Working Procedure PVE-DEC-GE-P-03 "Engineering Document
Control Procedure", for the assignment, qualification and responsibility of the
checker and originator.
 Guidelines for review and checking of piping documents/ drawings are given in the
Department Working Procedures PVE-DEC-PI-P-02 "Design Engineering Control
Procedure for Piping".

 For revision status and change identification on documents/drawings, refer to

10. IMPLEMENTATION AND DISTRIBUTION


10.1. Implementation
This DWP comes into force on the date of issue without retroactive effect. The
Department Manager, Department QAR and all three (4) Piping Teams shall
ensure that it is effectively implemented in the department.
10.2. Distribution
This procedure is distributed under controlled conditions to authorized personnel
under the supervision of the PVE Corporate QA Manager.
10.3. Procedure filing
The original copy of this procedure is file with QA Department.
A master copy of the original is kept by the Piping Department QAR. He shall
up-date it constantly with all required modifications (if any) before the original is
revised again and issued in the next revision, if necessary.
10.4. Revision
Each revision of the present procedure shall be written, checked, approved and
distributed under the same conditions as the initial issue.
10.5. Information security
This DWP is classified as "Class B-Confidential" which means it shall not be
disclosed to non-PVE personnel without prior authorization.

(The Piping Execution Plan (PEP) shall be used on all projects involving Piping.
For customization of this PEP to suit Project needs, see para 2.0)

I. DEFINITIONS OF PHASES
Piping & Layout activities can be split into three phases:
• (After Phase 0 : Feasibility & Basic design, normally before contract
signature)
• Phase I Basic Design Phase: Design specification, standards and plot plan) for
Client's approval, Piping Preliminary Studies development. All equipment
based on preliminary information is located and major process piping routing
incorporated in drawings/3D design models.
• Phase II Detailed Design Phase: Design of piping models and deliverables
based on P&IDs issued IFD by modeling all large bore process lines and
utility lines and taking into account IFD engineering drawings/models of other
disciplines and preliminary selected Vendor's drawings/information.
• Phase III Issued for Construction IFC: Completion of design models and
issuance of IFC deliverables.

I. DEFINITIONS OF PHASES
Each engineering phase has the following steps:
1. Design and modeling (Phases I through III)
The engineering disciplines work together to complete all work defined for a
specific step as per the required milestones date.
2. Design Review (Phases I through III)
The design developed in each phases is reviewed to ensure that all required
work is complete (and/or pending points clearly identified), that it meets all
contractual requirements and that the Layout is in accordance with good
engineering practices.
3. Interference Check (Phases II and III)
Upon completion of the design review incorporating comments, a complete
interference check shall be performed on the integrated 3D design models.
The interferences shall be validated by resolving all 'hard' clashes
simultaneously approving some of the 'soft' clashes as outlined in the model
review procedure..

files to be transferred to the Client.

• Start modeling main process critical lines and utility lines (> DN150) with
