The Piping Department Working Procedure (DWP) shall apply to all jobs
performed by Piping Department.
If there is a need to modify the Project Piping Execution Plan (PEP) (Refer to
Attachment 1) to suit Project needs, prior agreement is to be agreed between
Piping Department Manager and Project Manager.
This procedure does not cover work of personnel contracted out to work within
other organization.

2.1. General
Piping Department is a part of Design engineering and consulting center (DEC) of
the Company (PVE). Piping Department is managed by Piping Department
Manager. Piping Department Manager reports directly to the deputy director of
DEC and director of DEC.
5. ORGANIZATION
Piping Department Manager has the rights to delegate any tasks to any of his
staffs, whomever he deems fit to deliver the job.
The Piping Expert will be part of the Piping Department. They are responsible for
the tasks as listed below:
Assist and guide other Piping Seniors on all projects as instructed by Piping
Department Manager.
Assist Piping Department Manager to clear any issues arising from project.
Conduct Piping Internal Design Review (aka 3rd party review) as instructed by
Piping Department Manager.
The following lists are common tasks and responsibilities of every Teams:
Prepare his Team Manpower Planning.
Assist Piping Department Manager in the Department’s Resources
Management (i.e. appraisal, training, promotion and etcetera).
Perform all internal activities as instructed by the Piping Department
Manager.
Ensure Flow of General Information for all personnel under his responsibility.
Manager assignments of all personnel under his Team to relevant projects. In
particular, he ensures that all activities are performed by staff with adequate
technical capabilities.
Monitor the usage of budget, schedule and quality given to him the projects.
Nominate Lead form his Team to work on projects.
Provide additional Staffs to projects (if the need arises) during the critical
phases of the Projects.
Assist Piping QAR, WP, Training and Proposal Team in preparing Department's
Proposal Preparation.
Manage continuous improvement of knowledge level in his Team.
Follow-up of methods and production tools used outside the
company to propose improvements.
Ensure that all the latest and relevant International Regulations and Standards
is used on all projects that his Team is involved in.
Monitor the Application of method and procedures relevant to his Team.
Manage the validation and follow-on of software's used by his Team.
Conduct Piping Internal Design Review (aka 3rd party review) (see para 8.6)
as instructed by Piping Department Manager.
Perform Yearly appraisals of his Team.
The Piping Stress analysis and Pipe Support Team is responsible for:
Interface with IT Department with regards to Piping Stress Analysis Software,
CAESAR II on the licensing and usage.
Prepare and approve Piping Stress Analysis job specification.
Prepare and approve piping Stress Analysis Report
Prepare and approve all piping support documents and drawings.
6.1.8. Secretary
The Secretary reports directly to Piping Department Manager and is responsible
for:
Manage all administrative works for all Piping Department Staff (e.g. annual
leaves, medical leaves, travel request, time-sheets, claims, and etc.).
Manage dispatch and filing of correspondence.
Prepare correspondence relating to department general activities.
Prepare correspondence relating to projects not organized in task forces.
In charge of the filing for general documents.
NB: For projects organized in task forces, the Project Team shall provide the
secretarial resources needed by the Project Piping Team.

Handling Procedure ".
8. DESIGN CONTROL
8.1. General
The Design Control is described in the General Working Procedure PVE-DEC-GE-P-06
"Design Control Procedure ".
In particular for Piping department, the following shall apply.

8.5. Design review
Project Design Review Procedure is defined in the General Working Procedure PVE-
DEC-GE-P-11 "Checking, Review and Approval of Engineering Deliverables Procedure".
During the all stages of Design Review, it is the responsibility of all three (3) Piping
Teams (Design, Stress and Material) with the assistance of Project Piping Lead to review
the major documents/drawings produced by the Department. If he is not able to perform
this task, he shall delegate this to Specialist or Senior Piping Engineer/Designer.

9.2. Checking
Refer to General Working Procedure PVE-DEC-GE-P-03 "Engineering Document
Control Procedure", for the assignment, qualification and responsibility of the
checker and originator.
Guidelines for review and checking of piping documents/ drawings are given in the
Department Working Procedures PVE-DEC-PI-P-02 "Design Engineering Control
Procedure for Piping".
9.3. Changes
For revision status and change identification on documents/drawings, refer to
General Working Procedure PVE-DEC-GE-P-04 "Design change control procedure”.

I. DEFINITIONS OF PHASES
Piping & Layout activities can be split into three phases:
• (After Phase 0 : Feasibility & Basic design, normally before contract
signature)
• Phase I Basic Design Phase: Design specification, standards and plot plan) for
Client's approval, Piping Preliminary Studies development. All equipment
based on preliminary information is located and major process piping routing
incorporated in drawings/3D design models.
• Phase II Detailed Design Phase: Design of piping models and deliverables
based on P&IDs issued IFD by modeling all large bore process lines and
utility lines and taking into account IFD engineering drawings/models of other
disciplines and preliminary selected Vendor's drawings/information.
• Phase III Issued for Construction IFC: Completion of design models and
issuance of IFC deliverables.

I. DEFINITIONS OF PHASES
Each engineering phase has the following steps:
1. Design and modeling (Phases I through III)
The engineering disciplines work together to complete all work defined for a
specific step as per the required milestones date.
2. Design Review (Phases I through III)
The design developed in each phases is reviewed to ensure that all required
work is complete (and/or pending points clearly identified), that it meets all
contractual requirements and that the Layout is in accordance with good
engineering practices.
3. Interference Check (Phases II and III)
Upon completion of the design review incorporating comments, a complete
interference check shall be performed on the integrated 3D design models.
The interferences shall be validated by resolving all 'hard' clashes
simultaneously approving some of the 'soft' clashes as outlined in the model
review procedure..
Modeling
• Configure the reference database of the selected 3D system in accordance
with Client's requirements and taking into account the final documentation
files to be transferred to the Client.
• Input piping classes database in 3D System.
• Develop preliminary equipment models.
• Define safety and maintenance access envelopes based on ergonomics.
• Initiate modeling on pipe rack.
• Start modeling main process critical lines and utility lines (> DN150) with
generic piping classes if project piping classes are yet to be established.
• Model all equipment maintenance with Safety/Egress access and drop zones.
Deliverables
• Job specifications.
• Design standards (piping, support, tracing).
• Constructions standards (piping, support, tracing).
• Piping classes & piping specifications IFD.
• Plot plans IDC (issued for inter discipline checks).
• Plot plans IFD (issued for design) IFA (issued for approval).
• Routing of pipe rack (with loads) (internal document between Civil/Structural
and piping groups).
• Studies (pipe routes for main process lines and utility headers, validated by
stress analysis).
