NHA is custodian of the Highway assets of Pakistan¶s


road network committed to provide a safe, modern and
efficient transportation system. As the cornerstone of
tomorrow¶s Highway network, National Highways function
as the backbone of Pakistan¶s transportation system, play
an important role in the development of micro and macro
economy and also enhance the national integration by
increasing the social and economic dependence between
the Provinces.

National highway improvement program was started to address the


increasing degradation of Pakistan's national highway system by
Government of Pakistan with assistance of World bank providing
74% funds

This program aimed to achieve following objectives.

4 The rehabilitation and improvement of about 550 km


of highways
4 The resurfacing of 306 km of highways
4 Safety improvements at some 15-20 locations
4 Tree planting along the project corridors
4 Improvements in budgeting and road maintenance
policies, streamlining of business processes and
corporate strengthening of NHA.

4 Ñverall objectives of the project were to advance the policy
reform in Pakistan so as to create an enabling environment for
the efficient and sustainable development of the national
highway network.

4 support growth in trade by improving the regional connectivity on


the Asian Highway Network thereby contributing to economic
growth and poverty reduction.

4 Aim of the project was to facilitate the preparation and adoption


of cross border agreements

Improvement of Pakistan's highways network will not only facilitate
easier access to ports and encourage commercial growth, it will
also play a major role in the Government's efforts to improve the
physical infrastructure so critical for the overall development of
the country. Pakistan's National Highways Improvement
Program, of which this Bank assisted project forms a part, will
also help decrease road user costs by 5%, resulting in a saving
of about Rs189 billion (approx US $3.2 billion) over a six year
period.

Government of Pakistan has created National Highway


Board for monitoring the development, evaluation and
maintenance of these federalized roads by provincial
Highway Departments.

4 Traffic management problem due to heavy volume of


traffic.
4 Progress on EDR projects have suffered due to abnormal
rainfall giving rise to massive land slides.
4 The damages due to slides increased the quantum of
work on þ-17.
4 The EDR have to be kept open for traffic as diversions
cannot be constructed due to limited space constraints
