How to login TO the auction site?
Steps:
1) Type https://auction.buyjunction.in in the address bar of your internet browser.
2) Enter your user id and password. Then click on “ENTER”. (Do not click on digital signature check box)
Note :- Kindly log in only through internet explorer (Version 11 and above), Mozilla Firefox. Please ensure
that Java 1.7 or above is installed in your machine. Link to check & Update java version has been provided
on the home page itself.

How do you generate your new password if you have forgotten it?

1) You need to type https://auction.buyjunction.in & click on forgot password option. Select a Mode to recover your
password as either Mobile or Email

Steps In Case Of Mobile :


Enter User-Code & Mobile Number (Registered number / Latest number as provided by client for the auction).You will
receive the OTP. You can use the OTP to generate the new password. OTP would be valid for 5 min

Steps in case of Email


Enter your user Code & Email ( register email ID/ or latest email ID as provided by client for the auction) . You will receive
a link on you email. You can use the link to generate you new password. Link would be valid for 2 hrs

Password should be Alpha Numeric minimum 8 characters

Login & Password Change:.
1) At first Login, you will be asked to change the password.
2)We strongly advice you to change the password when you will log in for the first time.
(Password should be Alpha Numeric minimum 8 characters).
3)For security purpose please do not share your password with any one.
Auction system will also ask you to change your password in every 90 days from the date of change
password.

Process for downloading the Pre auction Documents:
You can down load Auction Notice & all documents related to the auction from your login itself. You
need to click on the ‘Download Button’ then click on ‘Pre auction documents'. Once you click on the
‘Pre auction documents‘ you will get the screen where all the documents will be available. Click on the
respective link & download all the auction documents.

Acceptance to Auction terms:
Steps: To participate in auction, acceptance of auction terms & conditions is mandatory . To
accept auction terms online.
1) Click on Auction Terms.
2) Then click on View Terms without DSC.

3) Read the auction terms by clicking on respective entry under “Term ” column.
4) Click on “View Auction/Template” option & check the Template and its components. It is mandatory
to view and confirm the template before you proceed towards declaration acceptance.

Note: You can view and check calculations of your template after acceptance of auction terms
( declaration ) also by clicking on “Accepted” button.

5) Once you click on the “View Auction/Template” option a window opens where option to “View
Template” is available.
6)Click on “View Template” to check the template along with its components, and confirm the
calculation.

7)You may put sample values in the Input fields & Click on the recalculate Option to verify the accuracy
of the calculation.
8)Click on “Confirm” button, to confirm the template.

9)On confirming the template, the message: “Template confirmation has been done successfully”
appears. Then close the window.
10)Select the check box present left side of the “Term ID”.
11) Click on “Submit” button to accept the auction terms ( declaration).
You will receive a confirmation message after successful submission of auction term.

OTP :
To access bid page an OTP would be required which would be sent on Bidders mobile number & email id
provided by PGCIL automatically. This OTP would be valid till next day midnight (11:59:59 PM) from the day
of generation.

Bidder can also generate OTP in advance before the auction to avoid any last minute hassle.
To generate OTP manually, After accepting declaration, Bidder will get the option to generate OTP before
auction from “Accepted” terms page.
Bidder can click on “generate OTP” & OTP would be sent o their Email & Mobile number .

Please Note: This OTP would be valid till next day midnight (11:59:59 PM) from the day of generation. Thus
we suggest you to generate it on the day of auction itself. However you can also regenerate the OTP if OTP
validity expires.
Also Please have you email ID & Mobile number accessible with you which has been provided to PGCIL,
mjunction during Preauction communication.

Steps :
1) Enter your “transaction Password” which would be same as your “login password”.
2) Click on “enter” button.

Steps:
1) After clicking on live auction after entering transaction password the markets will be visible to you as per your
eligibility.
2) Select “check box” of the markets from this list where in you want to place your bid during live auction
3) Click on “ Add to Watchlist” button.
4) Once you click on “ Add to Watchlist” button then the OTP page opens up.

Note: Incase of multiple market whenever new market will be launched you need go back to the “Add to
watch list section” by clicking on “ Modify Watchlist “ in the bidding screen or else new markets will not be
visible in your bidding screen.

Steps for OTP Generation after clicking in the add to watch list:

In case you have not generated OTP manually, then A system generated OTP would be send to your contact e-mail id
and number automatically.
1) Enter your received OTP in the page “Verify your OTP”.
2) Click on “Verify”. On successful verification you will be move onto the bidding screen.
The generated OTP will be valid till next day 11:59:59 PM midnight & would be used to sign Bidders bids for all
PGCIL auctions till the OTP is valid.
If you do not receive system generated OTP or you cannot find your OTP an OTP, then you can generate fresh OTP
by clicking on “RESEND OTP” button. In this case your previous OTP becomes invalid.

On bidding page, Bidders would be able to see their initial rank accordingly to their initial prices as
provided by PGCIL.
if these initial prices are equal to more than one bidder, same rank will be displayed to those bidders whose
prices are same.
In-case of any bidder does not logged in/does not accept the declaration/revise their prices to the lower side
by one decrement or more, Bidder’s initial bid rank according to his initial bid would be considered .
During bidding system can accept same price from multiple bidders except L1 Price, In such case there rank
would be according to their time of bid submission. However L1 price cannot be quoted by two bidders & in
such case 2nd bidders price would be rejected.

1. Start Bid Price (SBP) will be displayed under ‘Start Price’ column of the bidding screen.
3. Now If you want to improve your rank then you have to reduce your bid by minimum of Change price
4. Click on Icon “T” at the extreme left column of the biding screen .
5. A window (Template evaluation form) will open up with the Initial price as provided by PGCIL.

Note: In the Pre-filled Template Dynamic price negotiation auction individual bidders will be capped with
respective pre-bid prices. It may be same or different for each vendors.

5. You can revise the values of the attributes that are editable.
6. Please note that the fields marked in * are mandatory fields, therefore cannot be left
as blank
7. Click on the “Evaluate” button at bottom of the window after entering the values of
the attributes.

7. The effective bid price would be calculated and displayed.


8. You may click on the Back button to make correction/changes .

Note: The system will evaluate and display all the prices based on the tax structure pre-
fed in the system.

11. After clicking on the confirm button of the template window, your effective bid will
appear in the “New Bid” box.
12. To confirm your bid select the check box provided at the extreme left.
13. Click on Submit to quote your bid.

Note: Check the Effective Bid as per calculation and it should be less than at least one
bid decrement from the Last quoted price.

14.In the Result Column the status “Bid Accepted” will be shown that means your bid has been accepted and
registered in the system. If the bid is accepted then Revised Rank will appear under Rank column of bid summary
screen. If your Rank is 1 that means you are the leading bidder whereas if it is 2 or above then you need to revise your
bid to improve your rank.
15. Current market Price will be displayed under Current MKT Price column of bid summary screen after first 60
minutes from the start of the auction as per the Client requirement. Bidders who had given valid & acceptable bids
will be able to see the Current market price.
16.The submitted price(Quoted price) will be displayed under Last Bid column of the bidding screen.
17. The bidding continues with an auto extension of 20 minutes time if any bidder quotes a further lower price than
that of L1 bidder within final 20 minutes of the e-Reverse auction. The bidding could continue till the time there are
no changes in the L1 price within aforesaid final 20 minutes

Process to bid after Current market Price is displayed :
After the initial 60 minutes once the Current market price is open in the bid summary screen. Now if any
bidder wants to submit a bid then they need to reduce their price by at least one decrement or more from
the Current market price.
Once the current price is open then system will not accept any bid which is higher than the Current market
price(L1 Price).System will only accept the bid which is lower than the prevailing L1 price by at least one
decrement or more than that.

Bid rejection If Effective Bid is equal or higher than Current market price(after opening of Current market
Price ):
1) If any bidder tries to quote a price which is equal to or higher than the Current market price then bid
would be rejected & appropriate reason for rejection would be displayed.
Note i) For acceptance of Bid bidders need to reduce from Current market price by minimum one
decrement or more. Note ii) Once the Bid rejected if you click on the “T” option Template values of only
last accepted price  will be displayed in the template component .Saved or rejected bid price component
will not be displayed.

REASONS FOR BID REJECTION

Bids can be rejected due to various reasons which are mentioned in


subsequent slides in details. Bid rejection reason in brief are mentioned below:
1.Bidder’s Effective Bid is higher than Individual last bid price.
2.Bid reduction from Last Bid price is less than minimum change price.
3.Effective Bid is equal to L1 market price.
4.Effective Bid is lower than boundary price of the auction.
After opening of current price system : Effective Bid is not lower than the
current market price by at least one bid decrement.
** Bid rejection reasons would be displayed on the bidding screen
automatically for few seconds . Bidders can view the reason again by clicking
on ‘rejected’ bid message.

BIDDER’S EFFECTIVE BID IS HIGHER THAN INDIVIDUAL LAST
BID PRICE.

If any bidder tries to quote a price which is equal to or higher than the last quoted bid then bid would be rejected & appropriate
reason for rejection would be displayed.

3.For submitting the bid click the check box .
4. Click on submit button.
5. After submission of the Bid, the result shows rejected with reason of bid reduction.

If any Bidder try to place a bid which is 10% or more lower
than Start bid price ( for 1st bid of the auction ) or last bid
price ( for subsequent bids ) a warning message with exact
percentage difference would be displayed to bidders.
Important Note: Bid will not be rejected incase of Effective
Bid is 50 % or more lower than Last bid price in one go.
System will only display warning for all cases ( 10 %
above).Bidder will have option to confirm & go ahead with
bid submission or cancel & revise their bid .
Warning Message(To prevent incorrect bid scenarios due to oversight, following system checks are available in the
system):

A) Effective bid is 10% or more lower than last bid Price ( for Subsequent bids after 1st bid of the auction)
1) A warning message from web page will be showing “ Your bid is X lower than the last bid price, Are you sure that you
want to bid this price? Press OK to confirm, CANCEL to edit your bid.”

Additional Information1:

Amount in Word display of Start bid, New Bid, Effective Bid. Bidder
would be able to view Start bid, New Bid & Effective Bid in word by pointing their curser on
respective fields and also they would be able to see the Bidding basis by pointing their
curser on bidding basis option in the Bid Screen.

View Of Last Auto Refresh Time& Manual Refresh Button :


Bid Summary screen of bidding screen is refreshed automatically in every 20 sec to display the latest
status of the auction, however the refresh rate may vary depending upon the internet connection speed
of your ISP/computer. In case any bidder observe any lag in auto refresh interval, they are suggested to
manually refresh the bid summary screen using the “Refresh” button to view the latest status of the
auction.
Note:Bidders now would be able to view last refresh time in the bid summary screen.

1. ‘Time Remaining’ shows the time left for auction to end in the Bid Summary Screen.
2. ‘Number of LIVE Markets' indicate the product for which auctions are live.
3. For further queries, you will only call on ‘Auction Room Phone Numbers’.

How to submit your price break up after auction:

• After the competition of the auction incase you are L1 / have matched the L1price or as applicable and
stated the RFQ /Auction notice, you have to submit the item wise price break up in the format as stated in
the Auction notice (Annexure-4)or RFQ.

• The price break up has to on the price basis quoted during the online event as the case may be ( eg. LCNC,
LCNV, etc)

• For any clarification related to taxes applicable, clarify prior to start of auction.

• All the price break up have to be sent to company letterhead signed & stamped by authorized signatory of
your company.

• You may send the price break by Scanned copy through mail at the following email address:
postauctionbj@mjunction.in
• You may also send the same vide fax to our number 033-66011725.

• Price break up has to submit within 2 hrs from the time of completion of the event.
• Failure to submit the price break up may attract penal measures as deemed suitable by the client.
