Pollution) Cess Act
• Affix water meters, venturi meters or Orifice
meters for recording of quantity of water
consumption.
• Separate meter for Assessing the Quantity of
water used for the purpose as mentioned in
schedule II.
• Meters shall be affixed at the entrance of the
water supply connections within the premises
or at such a place where meters are easily
accessible for inspection and maintenance.

• There shall not be any point before the meter
from which the consumer can take water for
any purpose.
• Pay the CESS as per the specified Rate.
• Furnish the monthly return in Form No.1
showing the quantity of water consumed on or

measurements in a year taken twice a week 24
hourly at uniform interval.
• 24hourly/8hourly values should be met 98% of
the time in a year. However, 2% of the time, it
may exceed but not on two consecutive days.

• This rule is applicable to every manufacturer,

batteries or components thereof.

Requirements:
• Obtain license for the storage of Petroleum.
No license is needed for the Petroleum of
following description:
• Petroleum of Class A (Flash point upto 230C)
upto 30 litres.
• Petroleum of Class B (Flash point between 230C
to 650C) upto 2500 litres.
• Petroleum of Class C (Flash point above 650C)
upto 4500 litres.

month before the expiry of the license.
• Obtain approval from the Chief Controller, for
the container, in which Petroleum is being
stored.If the storage quantity exceeds:
1 litre for Class A Petroleum

• Isolated from place or room where any
person resides or works or assemble.
• Kept clean and free from any vegetation,
rubbish and waste materials.
• Proper drainage in nearby area.

• Information regarding the nature of Petroleum,
license number, dangerous nature shall be
displayed.
• Ensure no person below the age of 18 years is
employed in loading or unloading of the petroleum.
• Ensure no person shall smoke and no matches,

causing ignition of petroleum shall be allowed in the
storage site.
• Ensure no person shall commit or try to commit any
activity, which can leads to the fire or explosion.

Protected Area:
The area necessary for the maintenance of the
distance required under the conditions of the
license.
• No unauthorized person shall allow to enter into the
protected area.
• Ensure storage tank is not leaking.
• Ensure no person shall commit or try to commit any
activity, which can leads to the fire or explosion.

• Ensure Wall or fence of at least 1.8 m shall
surround the protected area.
• In case of alteration in storage site, obtain
written permission from the licensing authority.

• No person shall be allowed to work in the


container or receptacles until the container or
receptacles are clean and free from vapor of
Petroleum.

conducted under the supervision of an
experienced supervisor.

Requirements:
• Identify the major accident hazards in the
premises.
• Take adequate steps to limit their
consequences to person and the environment.
• Provide necessary information, training and
equipment to the worker to ensure their safety

• Prepare on-site emergency plan and keep it
upto date.

comply with prescribed safeguards.

• For D.G. Sets upto 1000 KVA manufactured on
or after the 1st Jan 2005:
75 dB(A) at 1 meter from the enclosure surface.
D.G. sets should be provided with integral acoustic
enclosure at the manufacturing stage itself.

• For D.G.Sets upto 1000 KVA manufactured


before the 1st Jan 2005:
• Acoustic Enclosure or Acoustic Treatment of
the Room shall be designed for minimum 25
dB (A) insertion loss, or for meeting the
ambient noise standards, whichever is on the
higher side.
• If the actual ambient noise is on the higher
side, the noise reduction shall be checked
preferably, in the night time.

• Noise level shall be monitored at different
points at 0.5 m from the acoustic enclosure
or room, and then averaged.
• Compare this Noise level with the Noise level
inside the acoustic enclosure or room.

manufacturer.

be leak proof and completely closed.
• All the containers should be covered with a solid
lid or cover to avoid emissions of any sort
including spillage, dust etc.
• All containers should be labeled with form no. 8
as prescribed in Hazardous Waste (Mgt. And
Handling) Rules, 1989 and as amended thereafter.
