minor bridges in the existing alignment. 6 are proposed for widening, 1 is
proposed for new construction due to realignment & 1 is abandoned due
to realignment.

xiv.Proposedup gradation work : Improvement of existing road to two lane
with paved shoulder standard.

xv. Justification
for NH: This stretch of road Digapahandi-Haridakhandi section
connects NH 326 near Digapahandi at Ch. 38.7 km to NH-59 near
Ratanpur at chainage 333 km. This stretch of road forms shortage linkage
between coastal Odisha & the backward districts like Rayagada, Koraput,
Nabarangapur & Malkangiri etc. Also these districts are connected with the
state capital Bhubaneswar at shortest distance via Berhampur (Silk City).
The existing traffic on this road is nearly 6000 PCU. This project is
economically viable. Hence this stretch justifies the National Highway
status.

Criteria for declaration of National Highways:
Digapahandi on NH-326 to Haridakhandi on NH-59
i. Road which run through the length & breadth of the country: No
ii. Road connecting adjacent countries: No

iii. Roads connecting the national capital with state capital and roads connecting
mutually the state capitals: No
iv. Roads connecting major ports, non-major ports, large industrial centers or
tourist centers : Connects with various tourist spots like Chilika lake, Jiranga
monastery Berhampur, Taptapani hot water spring, Tara tarini temple &
Gopalpur Beach etc.
v. Roads meeting very important strategic requirement in hilly and isolated areas:
Connects with LWE district of Odisha like Koraput, Rayagada, Nabarangpur &
Malkangiri with Vijaywada-Rachi Corridor.
vi. Arterial roads which enable sizeable reduction in travel distance and achieve
substantial economic growth thereby: It connects the southern districts with
state capital Bhubaneswar through shortest distance.
vii. Roads which help opening up large tracts of backward area and hilly regions
(other than strategically important ones): No
viii.National Highways grid of 100 km is achieved: Yes (connects NH 16 to NH 326
via NH 59)

Criteria for declaration of National Highways:

ix. The road must be up to standard laid down for State Highways (SHs)-both in its
technical requirements as well as the land requirements. The existing roads
(SH, Major District Roads (MDRs) and other roads), which are important in terms
of various criterion stipulated herein, will be considered for upgrading to NH
standards. It will, however, be ensured that the roads being upgraded generally
satisfy the standards laid down for SH but MDR and other roads require to be
upgraded to form grid and connect important/backward area will also be
considered: SH-17
x. The existing Right of way (ROW) should be the property of the state government
and must be generally free any type of encroachments: Yes
xi. The Right of way required for the National Highways(preferably 45m, minimum
30m) must be available for acquiring, free of encroachments and the state
government would complete acquiring formalities within six months. If
additional ROW is required for developing the road to NH standards, the state
governments would complete the acquisition expeditiously after sanctioning
the estimates therefore: Yes
