A Brief Introduction……
• The Commonwealth Games is an international, multi-sport event involving athletes
from the Commonwealth of Nations.
• The Commonwealth Games were inaugurated as the British Empire Games in
Hamilton, Ontario (Canada), in 1930, with 400 competitors representing 11
countries.
• The festival has undergone name changes that reflect the growing political maturity
of member countries, and the changing relationship of Great Britain to its former
empire.
• From 1930 to 1950, the games were known as the British Empire Games; from 1954
to 1962 as the British Empire and Commonwealth Games; from 1966 to 1974 as the
British Commonwealth Games; and since 1978 as the Commonwealth Games.
• The Games are overseen by the Commonwealth Games Federation (CGF), which also
controls the sporting programme and selects the host cities. The host city is selected
from across the Commonwealth, with eighteen cities in seven countries having
hosted it.
“ISSUES”
• New Delhi, hosted the biggest sporting extravaganza of common wealth
nations from Oct 3 to 14.

• With scarcely two months left for the New Delhi Commonwealth games, a
flood of allegations of extensive corruption had shaken the Games
Organizing Committee and Indian government.

• The event involving 71 nations was the most expensive Commonwealth


Games in history, with an infrastructure and organizing budget of two
billion dollars, even though unofficial estimates state that the cost is
triple the amount (around 27 thousand crore rupees).
“ADDING INSULT TO INJURY!”
• Roof of the weightlifting auditorium, in New Delhi Jawaharlal Nehru
Stadium, which was inaugurated on Sunday, Aug 01 started leaking due to
heavy showers.

• Footbridge being built near the main stadium for the Commonwealth
Games collapsed on Tuesday, Aug 03, injuring 23 construction workers and
putting the event in further jeopardy less than two weeks before the
opening ceremony!
The news of widespread corruption in the preparations of commonwealth games was a
burning issue in India. The Games Organizing Committee had insulted India in front of the
world.
“REPORTS AND COMPLAINTS”
• The Central Vigilance Commission (CVC), a government watchdog body, in its report revealed
massive irregularities in a tender issued for a Commonwealth Games project worth several crores.

• The CVC asked the Central Bureau of Investigation (CBI) to register a corruption case against
those officials involved in the projects.

• The CVC pointed out grave wrongdoings like award of works at higher rates to bidders, pitiable
quality of construction and grant of work to ineligible agencies in different Games-related
construction works.

• In the report prepared by CVC’s Chief Technical Examination Wing, far-reaching procedural
violations, including corruption, have been noticed in 16 projects. The cost of the projects has
been estimated to be about Rs 2,000 crore.

• Based on this report, the Prime Minister’s Office has directed Cabinet Secretary to review the
status of the projects.
“TIMES NOW-AN EXPOSURE”
• Times Now, a leading private television news channel, exposed another
swindle by the organizing committee.
• A M Films, a little known event management firm in London received bulky
amount of money from the Games Organizing Committee through Royal
Bank of Scotland. The British Government has raised questions over this.
• According to the expose, funds worth 2,47,469 Pounds were transferred in
Oct 2009 from the Organizing Committee of the Commonwealth Games to
a UK-based company AM Films UK Ltd.
• The money was transferred during the Queen's Baton Relay function in
London. In addition to that money, 25,000 pounds are being transferred
into AM Films account every month.
• Altogether, about 4,50,000 pounds ( Rs.3,60,00,000) have transferred to
London so far.

• Questions have been raised on the equipments that were rented instead of
being purchased.
• An equipment which you can buy out rightly for under Rs. Four lakhs is
being hired for Rs.Ten lakhs for a mere 45 days?
• The equipment involved herein involved treadmill and the suppliers who are
being paid only Rs. One lakh for 45 days rent of the equipment and being
billed by over a 1000%.
• A taxi which was available for £ 250 a day in London was being hired for £
450 a day?
• The games organizing committee had paid £ 450,000 for services in London,
without proper paper work.
• The Organising Committee is reported to have made a payment of nearly
£2.5 lakh for video equipment purchase while A M Films had claimed that it
provided services of car hire, makeshift toilets, barriers and electricity.
• But still, Suresh Kalmadi has refuted all the
allegations that have been proved against him.

Q)What of the reported Central Vigilance Commission’s issues?

Kalmadi-
In the CVC report, there’s nothing mentioned about me. It’s all about
construction activity. We (the Organizing Committee) are not named in the
CVC report at all. We have nothing to do with tenders etc. I am responsible
for Rs 1600 crore, I am not responsible for the 20-25000 crore given by the
central government for various things. Out of this 1600 crore there is the
salaries of all the staff, which is 400-500 crore, then there is the rental for this
building, about 300 crore. From my budget of Rs 1600 crore, half
straightaway goes in administrative expenses. The balance remains for the
Games as such. So I don’t have a very big budget.

Q) Then why the perception that you control so much of the
money?

Kalmadi –
It’s very wrong. Everybody else has been given a grant. I’m the only
one who has got money as a loan, so it has to be paid back. I will
try and pay back as much possible. Till now, I’ve got Rs 900 crore
from the government. I’ve already collected 700 crore revenue
through sponsorship, TV rights, merchandising and ticket sales. I
can’t touch that money that comes in as I have to give it back to
the government. The target for TV rights was $30 million, but
we’ve already collected about $50 million.

Q) There is a thinking that contracts are being given out at the last minute
so there won’t be time to vet them.

Kalmadi –
No. Like, my problem with the Games Village…10000 people to be fed,
different cuisines, Asian for the Asians, Continental for the some, like
that, no Indians can manage all that. When we issued the first tender
for the catering, only one company had applied so we said re-tendered,
and the same Australian company came forward again. This time, they
realized they were the only one, so they jacked up their prices
(Australian $ 15/meal). What could I do? If I accepted a single tender
then I would be questioned by the audit.
ACTION SO FAR…
• Commonwealth Games organizing committee treasurer Anil Khanna was forced to
resign from his post on the day Times Now, a private news channel highlighted the
blatant case of conflict of interest in which the contract for laying the artificial
tennis turf was given to a company whose distributor in India is headed by his son.

• The Organising Committee has terminated its contract with Australia-based


marketing agency SMAM - which was given the job of bringing in sponsors for the
Games - with immediate effect on the ground of "non-performance". Times Now
highlighted how SMAM was set to get 15-23% commission on money given by
PSU sponsors, none of which were brought in by SMAM.

• Games joint director general T S Darbari, whose name has figured in the case
involving forged emails and inflated payoffs to the London-based AM Films. The
other person whose name had come up in this scam, Sanjay Mahindroo, is no
longer with the Organising Committee.

• Another joint director general M Jeychandren was also suspended.
• Jeychandren was the treasurer for the Queen's Baton Relay (for which AM
Films was paid off). His name has, however, not figured so far in the
controversy. Some insiders say he has been made a scapegoat.
• The case against Darbari and Jeychandren has been referred to the
Enforcement Directorate by the Organising Committee.
• The Central Vigilance Commission has stepped up its probe and has sent a
reminder to all agencies - like the DDA (delhi devl auth.) and CPWD(central
pub. Works dept.) - involved in constructing and setting up facilities - to
hand over internal reports by October 31.
• The Indian Prime Minister, Manmohan Singh has ordered a three-month
investigation into alleged corruption in the Delhi Commonwealth Games. A
former auditor-general has been appointed to lead the inquiry into why the
event was the most expensive on record.
CONCLUSION
• The Common Wealth Games which was
hosted at Delhi, had apparently seemingly
blatant corruption issues but pending the
outcome of the final investigation, there are
likely to be people who could be indicted.
• Outcome of the Investigation has to be
awaited for a final conclusion.
