Presentation objectives
 To review the communication process recommended by Glencore
HSEC to manage Health and Safety hazards, risks and related
controls.
 To provide details on the structure and content of the various GCOM
meetings.
Presentation outcomes

What is GCOM ?
It is:
 A communication process used for safety meetings / communications;
 A simple and largely verbal process to facilitate both upward and
downward communication;
 A means to review and improve safety performance by reinforcing
positive behaviours; and
 A forum to discuss and engage with people on potential hazards
affecting their safety.

 Demonstrating safety leadership;


 Communicating to make sure everybody is aware and understands
the hazards and related risks and controls;
 Promoting a SafeWork culture and raising safety awareness;
 Building up capacity / competences in terms of safety; and
 Improving our safety performance across Glencore.
GCOM is:

 An organised and structure communication process upholding


SafeWork implementation.
 Two-way communication that clarifies the tasks for a shift, their
potential fatal hazards and their suitable controls.

There are 4 Components of GCOM meetings.


Part A: Short reflection on the recent safety performance to identify key
learning points. Highlight safety improvements made.
Part B: A clear and concise explanation of work activities. Discussion
about the potential hazards and risks that may be present on our
workplaces; Identification of what can be done to control the hazards and
risks (especially Fatal Hazards).
Part C: Target Safety Observation (Safety Interactions - SI, Planned Task
Observation - PTO and other inspections) of highest risk activities.
Part D: Identification and recording of safety improvements to be made.

GCOM Overview

Expected behaviours
The following is expected :
 Positive facilitation of meetings by supervisors;
 Everyone is paying attention and is actively listening;
 Attendance of the whole of team (everybody must be present);
 Concerns / issues are recorded and feedback is provided;
 Each attendee actively participates and understands the hazards and risks that
have the potential to adversely affect their safety;
 All attendees understand controls that are in place or that must be implemented;
 In case of doubts the attendees ask for clarification; and
 Members of Senior Management Team (SMT) attend superintendent and pre-
shift meetings as observers on a regular basis and provide feedback to maintain
effectiveness (Safety Leadership must be demonstrated).

Accountabilities, attendees, frequency and duration


As a general rule, the following applies:
 Supervisors are accountable for pre-shift meetings;
 Pre-shift meetings are to be attended by all work team members;
 They shall take place at the beginning of each shift; and
 The duration should be in the order of 5 to 10 minutes.

First Shift Back

Review of changes since last shift


At the first pre-shift meeting after a break, the following applies:
 Supervisors are accountable for explaining changes in the work
environment;
 Any incident reports from recent shifts are conveyed;
 Hazards and critical controls for new conditions are discussed
 Opportunity for workforce to ask questions about the changes.

Supervisor Preparation
Before the pre-shift meeting the supervisor is expected to:
 Review the previous shift / day superintendent meeting form;
 Review previous shift / day information;
 Gather information and key learning points from reports on:
 Safety Improvements:
 Incidents;
 Hazards; and
 Safety Observations (including SIs, PTOs and other inspections).
 Review the work plan for the shift; and
 Identify high risk tasks and proposed controls.

Part A: Review safety performance


The supervisor is expected to:
 Discuss the previous day / shift safety performance;
 Ask for one work force member to recap a safety message from previous day.
 Report on all key learning points from recent incidents / hazards;
 Discuss safety improvements made on the last shift; and
 Give an update on actions in progress or completed.
The supervisor and the team are expected to briefly discuss:
 Safety Observations (SIs and PTOs) which have taken place during the
previous day / shift;
 Key learning points and findings from the above Safety Observations (credit
for safe behaviours are given).

Part B: Review of the work plan


The supervisor explains and allocate tasks / activities.
For each task / activity to be carried out during the shift, the supervisor and the team
discuss:
 The hazards and risks associated with the activities / tasks;
 The Controls for identified hazards:
 Are they in place?
 Are they effective?
 What can change that will impact (positively or negatively) on their effectiveness?

Before commencing work, the supervisor and the team ask themselves (i.e. conduct
a SLAM):
 Have conditions changed that could affect my safety or the safety of anyone else?
 Can the task I am performing affect any other activity in the area?
 Shall they notify line management that the activities / tasks cannot commence due to
uncontrolled hazards and / or risks?

Part C: Planning for Safety Observations


The supervisor and the team:
 Identify target areas for Safety Observations (SOs) during this shift.
 SOs must focus on activities that would most likely pose a risk of injury.
 The supervisor arranges to free up resources to carry out the SOs.

Part D: Identify Actions / Safety Improvements to be


made.
The supervisor and the team:
 Identify particular safety improvements that need to be made.
 Record them on the GCOM improvements board if they can not be
completed this shift. (If they can be completed this shift they are
recorded on the GCOM form only).

Closing-out
The supervisor must ensure that they deliver any relevant
toolbox talks, safety notices, SafeWork NewsBoard items and
safety alerts.

The supervisor must fulfil their SafeWork responsibilities to assess
the fitness for work of their team members.
Check:
 PPE in proper condition
 Evidence of fatigue for any members
 Drug/alcohol presence or affects
 Evidence of stress
 Are your team all trained for their tasks, motivated and ready to go to
work?
Stop anyone who does not comply before going to work.

 They are to be attended to by all superintendents and by senior
managers (re. Field Leadership Matrix);
 They take place once a day; and
 Their duration should be in the order of 10 to 15 minutes.
