Appraisal and Approval of Projects
All PPP Projects [ BOT(Annuity), Hybrid Annuity] project upto 2000 Cr.
( TPC excluding Land Cost) , will be appraised by the SFC chaired by
Secretary (RT&H) and approved by the Minister (RT&H).
PPP Projects costing more than Rs. 2,000 crore (excluding land price)
will be appraised by the SFC chaired by Secretary DEA and approved by
CCEA.
All PPP which need VGF will continue to be appraised as before by DEA
Appraisal and Approval of Projects
Project Appraisal and Technical Scrutiny Committee within NHAI
Member ( Technical), Tech Advisor(Retd. Expert), CGM(Fin),NITI
Maximum of 2 stretches not exceeding 100 kms will be allowed per State/ FY.
State will have to select roads out of the final list of the roads included in the
Bharatmala proposal – to indicate preference in April each year.
MoRTH will send a preliminary confirmation to the State and proceed to finalize
the alignment and prepare the DPR.
If the State helps to acquire 50% of land by the time DPR is ready, projects will be
put on fast track. MoRTH will send secondary confirmation to State.
From such projects, cases where the State helps to acquire additional 30% of
land by the time of bidding of the projects shall be bid out.
Expeditious project implementation –
adoption of ‘Grand Challenge’ - 3
From such successful bids, projects will be awarded where 90% land has already
been acquired at the time of award of the project.
If within a State, there are competing project proposals satisfying the above
requirements, then those that are connecting Ports/Industrial or commercial
hubs/other economically/strategically important locations will be taken up first.
