Phase-I: 4 laning of Golden Quadrilateral (GQ) and parts of NS-EW Corridor and
other projects- Approved in December 2000.

Phase-II: 4 laning of North–South and East–West Corridors – Approved in December


2003.

Phase-III: 4 laned Connection of State Capitals and important places to GQ and


Corridors– Approved during the period March 2005 to April 2007.

Phase-IV: Improvement of National Highways having single/ intermediate lane width


to 2-lane with paved shoulders / 4 lane – Implementation of 5000 kms
approved in July 2008 and balance approved in Feb 2012.

Phase-V: 6 laning of 6500 kms of GQ and high density corridors – approved in Oct
2006.

Phase-VI: 1000 kms of Expressways – Approved in Nov 2006.


Phase-VII: Bypasses, Ring Roads, Flyovers –Approved in Dec 2007.

(NHDP) reached certain Level of maturity
 Need to redefine Road Development with Macro Approach

 Existing approach has resulted in skewed development;

Study recommendation -
implementation methodology
Issues regarding delays in implementation and suggestions for
modifications in the implementation methodology for projects
examined critically at MoRTH.

 Shri R.C. Sinha (former MD, MSRDC & DG, NICMAR) and Shri
Deepak Dasgupta (former Chairman, NHAI) Committee Report
mentions the following:

“.. to accomplish and successfully execute a large roads


programme, it is necessary, therefore to revert to the earlier
procedure approved by the Government in April 2000..”
Implementation Methodology -background
Up to 2004, powers were delegated to NHAI regarding appraisal
and approval of project stretches. CCEA on 29.11.2000 approved
the two years programme of NHDP

Relevant highlights of the approval

 Undertaking 40 sub-projects of 4/6/8 laning for 4,659 km length


during 2000-2001 and 2001-2002.

 Investing Rs. 30,300 crore in these projects subject to the


appraisal by NHAI in accordance with PIB guidelines

 Authorizing NHAI to implement such sub-projects in


accordance with the directions of PIB

 The contracts in the year 2001-2002 to be awarded to the extent


possible under BOT/Annuity method

Implementation Methodology – current scene

 In 2005, DEA notified the procedure for approval of PPP projects


– PPPAC Committee was constituted under chairmanship of
Secretary, DEA ; after appraisal, approval of the Cabinet/CCEA was
mandated

 Thereafter, DEA in November, 2007 mandated that public funded


projects were to be appraised by PIB/EFC of Department of
Expenditure followed by approval of Cabinet/CCEA

Consequently, the process for appraisal/approval has become


long –drawn and time-consuming. Currently, all projects are
appraised either by PIB/PPPAC in the Ministry of Finance or
the MoRTH after several layers of pre-PIB

Expeditious project implementation –
adoption of ‘Grand Challenge’
‘Grand Challenge’ Scheme – a NITI Aayog initiative for enhancing
State Government participation in implementing NH projects.

Objective is to expedite project implementation through State


intervention in areas like LA, utility shifting & statutory clearances.

 Under the Scheme, States are challenged to submit project


proposals – to be evaluated & selected by a Selection Committee
chaired by Secretary RTH (DoE representative also there).

Government has ear-marked non-lapsable Rs 10,000 crores for


construction of road projects by NHAI.

Within Bharatmala, 10% funds to be kept earmarked for


taking up projects under ‘Grand Challenge’ mechanism on
reducing balance basis vis-à-vis annual fund allocation.

Maximum of 2 stretches not exceeding 100 kms will be allowed per State/ FY.

State will have to select roads out of the final list of the roads included in the
Bharatmala proposal – to indicate preference in April each year.

MoRTH will send a preliminary confirmation to the State and proceed to finalize
the alignment and prepare the DPR.

If the State helps to acquire 50% of land by the time DPR is ready, projects will be
put on fast track. MoRTH will send secondary confirmation to State.

From such projects, cases where the State helps to acquire additional 30% of
land by the time of bidding of the projects shall be bid out.

From such successful bids, projects will be awarded where 90% land has already
been acquired at the time of award of the project.

If within a State, there are competing project proposals satisfying the above
requirements, then those that are connecting Ports/Industrial or commercial
