CLEANING & DISINFECTION GUIDELINES

HEALTH & SAFETY BEST PRACTICES


GENERAL ADMINISTRATION DEPARTMENT
OVERVIEW
Transmission of COVID-19 occurs much more commonly through respiratory droplets than through
fomites. Current evidence suggests that COVID-19 may remain viable for hours to days on surfaces
made from a variety of materials. Cleaning of visibly dirty surfaces followed by disinfection is a best
practice measure for prevention of COVID-19 and other viral respiratory illnesses in our Offices, Retail
Stations, Depots, Terminals, Outport Offices & OTC Vessels.

GENERAL PURPOSE
This guidelines provides Health Safety on the cleaning and disinfection of all facility areas of SEAOIL
PHILIPPINES INC., that are meant for all Employees.

CLEANING : It is a removal of germs, dirt, and impurities from surfaces.

DISINFECTING : Used of chemicals to kill germs on surfaces.

SANITISING : Lowers the number of germs on surfaces or objects to a safe level.


How to clean and disinfect?
Surfaces
● Wear disposable gloves when cleaning and disinfecting surfaces. Gloves should be discarded after each
cleaning. If reusable gloves are used, those gloves should be dedicated for cleaning and disinfection of
surfaces for COVID-19 and should not be used for other purposes. Consult the manufacturer’s instructions
for cleaning and disinfection products used. Clean hands immediately after gloves are removed.

● If surfaces are dirty, they should be cleaned using a detergent or soap and water prior to disinfection

● For disinfection, diluted household bleach solutions, alcohol solutions with at least 70% alcohol, and most
common EPA-registered household disinfectants should be effective.

○ Diluted household bleach solutions can be used if appropriate for the surface. Follow manufacturer’s
instructions for application and proper ventilation. Check to ensure the product is not past its
expiration date. Never mix household bleach with ammonia or any other cleanser. Unexpired
household bleach will be effective against coronaviruses when properly diluted.

■ Prepare a bleach solution by mixing:

■ 5 tablespoons (1/3rd cup) bleach per gallon of water or

■ 4 teaspoons bleach per quart of water

Chlorine and Chlorine Compounds

Hypochlorites, the most widely used of the chlorine disinfectants, are available as liquid (e.g.,
sodium hypochlorite) or solid (e.g., calcium hypochlorite). The most prevalent chlorine
products in the philippines are aqueous solutions of 5.25%–6.15% sodium hypochlorite
usually called HOUSEHOLD BLEACH. They have a broad spectrum of antimicrobial activity, do
not leave toxic residues, are unaffected by water hardness, are inexpensive and fast acting,
remove dried or fixed organisms and biofilms from surfaces, and have a low incidence of
serious toxicity

Alcohol
In the healthcare setting, “alcohol” refers to two water-soluble chemical compounds—ethyl
alcohol and isopropyl alcohol—that have generally underrated germicidal characteristics. FDA
has not cleared any liquid chemical sterilant or high-level disinfectant with alcohol as the main
active ingredient. These alcohols are rapidly bactericidal rather than bacteriostatic against
vegetative forms of bacteria; they also are tuberculocidal, fungicidal, and virucidal but do not
destroy bacterial spores. Their cidal activity drops sharply when diluted below 50%
concentration, and the optimum bactericidal concentration is 60%–90% solutions in water
(volume/volume)

DISINFECTING PROCEDURE

Cleaning and Disinfecting SPI OFFICES / DEPOT / VESSELS & RETAIL STATION nationwide :

- Wear disposable or impermeable gloves /mask for all tasks in the cleaning process, including
handling trash. Additional personal protective equipment (PPE) might be required based on the
cleaning/disinfectant products being used and whether there is a risk of splash.
- Gloves /masks should be removed carefully to avoid contamination of the wearer and the
surrounding area. If there is a shortage of PPEs available, wash hands often with soap and
water for at least 20 seconds.
- Change clothes immediately after the cleaning and disinfecting activity. Always wash
immediately after removing gloves.. If soap and water are not available and hands are not
visibly dirty, an alcohol-based hand sanitizer that contains at least 70% alcohol may be used.
However,if hands are visibly dirty, always wash hands with soap and water.
- For hard surfaces, first clean then disinfect at least daily: a. b. g. Clean surfaces using soap and
water. Practice routine cleaning of frequently touched surfaces. High or frequently touched
surfaces include: tables, doorknobs, light switches, countertops, handles, desks, phones,
keyboards, toilets, faucets, sinks,etc. Mop the floors with regular household detergent and water
at least daily.
- Disinfection can be done using household cleaners and disinfectants, diluted household bleach
solutions or alcohol solutions with at least 70% alcohol — as appropriate for the surface. Check to
ensure the product is not past its expiration date.
- Never mix household bleach with ammonia or any other cleanser.
- For soft surfaces (such as carpeted floor, rugs, and drapes), Clean the surface using soap and
water or with cleaners appropriate for use on these surfaces at least weekly. Launder items (if
possible) according to the manufacturer’s instructions. Use the warmest appropriate watersetting
and dry items completely;
Hand hygiene and other preventive measures
● ALL EMPLOYEES should clean hands often by washing with soap and water. If soap and water are
not available and hands are not visibly dirty, an alcohol-based hand sanitizer that contains at
least 60% alcohol may be used. However, if hands are visibly dirty, always wash hands with soap
and water.

● ALL EMPLOYEES should follow normal preventive actions while at work including recommended
hand hygiene and avoiding touching eyes, nose, or mouth with unwashed hands.

○ Additional key times to clean hands include:

■ After blowing one’s nose, coughing, or sneezing

■ After using the restroom

■ Before eating or preparing food


WHEN TO USE FACE MASK?
● Before putting on a mask, clean hands with
alcohol-based hand rub or soap and water.
● Cover mouth and nose with mask and make
sure there are no gaps between your face
and the mask.
● Avoid touching the mask while using it; if
you do, clean your hands with alcohol-based
hand rub or soap and water.
● Replace the mask with a new one as soon as
it is damp and do not re-use single-use
masks.
● To remove the mask: remove it from behind
(do not touch the front of mask); discard
immediately in a closed bin; clean hands
with alcohol-based hand rub or soap and
water.
INFECTION PREVENTION & CONTROL
