Define Development Administration

Development Administration is about projects, programs, policies and ideas


which are focused at development of a nation, with the point of view of socio-
economic and socio-political development of society in general, carried out by
talented and skilled bureaucrats.
Define Development Administration

For Harry J. Friedman development administration means:


the implementation of programs designed to bring about modernity (i.e.
Socioeconomic progress and nation-building) and the changes within the
administrative system which increase its capacity to implement the programs.

According to Hahn Beenlee, development administration is involved in managing


a government or an agency so that it acquires an increasing capability to adapt to
and act upon new and continuing social changes with a view to achieve
sustained growth.

How is it different from Public Administration?

Gant observed that development administration is "that aspect of Public Administration in which
focus of attention is on organizing and administering public agencies in such a way as to stimulate,
facilitate, & refine programs of social and economic progress. It has the purpose of making change
attractive and possible."
Thus development administration involves two elements:
1) the bureaucratic process that initiates and facilitates socio-economic
progress by making the optimum use of talents and expertise available; and
2) mobilization of administrative skills so as to speed up the development
Process.
Define Development Administration
How is it different from Public Administration?

The other difference between public administration and development administration is in term of
policy. The development administration concerns on the making policy whereas the public
administration covers matter regarding the implementation of the policy. It means that the agencies
of the development administration are the parties that are responsible to create the policies while the
public administration will implement the policies successfully. For example in the situation, when the
government enforced the seatbelt policy. Before a country practices the policy, the development
administration agency will make research and create the suitable policy.

How is it different from Public Administration?

One of the difference between public administration and development administration is the areas cover by both of the
fields. Public administration is a wide and quite general field of study as compared to the development administration.
This is because development administration is a part and parcel of public administration. Basically, public
administration covers all matters regarding the administration of the company such as in the improving revenue and
finance system, developing and systematizing the personnel functions, creating management-improvement unit,
improving specific administrative practices, and establishing schools and institutes of public administration. On the
other hand, development administration involves the establishment of machinery for planning, economic growth and
mobilization and allocating of resources to expand national income. Scholars and students in the discipline of
development-administration are busy in researching to bring about rapid socio-economic change in developing
countries.

● Concerned with achieving national development.
● Tasks, processes of formulating and implementing [plans, policies, programs, projects]
to achieve mixture of goals, objectives that are politically determined.
● Has two interrelated tasks - institution building and planning.
● Implementation of programs to bring about modernity, progress and changes within
the administrative systems which increase its capacity.
● Action and goal oriented administration system. The process of guiding towards
achievement of political, economic, social objectives.

1. Change Oriented
 
It gears to change. In order for development to take place there must be a change.
The change may take place in structural reorganization of administration, innovative
program to augment production, remove unemployment, poverty etc., and new schemes
to improve employer-employee relations necessity form a part, of development
administration.

2. Goal Oriented

 Development administration is the means in achieving the goals of the countries to


Achieve social and economic goals.

3. Creative and Innovative

Development administration focuses on replacing/ improving the existing


governing structures and norms with the ones that suit the changing political
and social environment. In other words development administration is one that
is dynamic and progressive in thought and action. It is interested in identifying
and applying new structures, methods, procedures, techniques, policies,
planning projects and programs so that the objectives and goals of
development are achieved with minimum possible possessions and time.

3. Associative & Participative

 Development administration cannot stand alone and calls for the participation of the
people in the development process. Therefore effective formulation of programs and their
implementation is and will be realized with the help and association of the people and
the concerned citizens.

4. Coordinated

Coordination between the agencies is a must. They have to communicate their progress
and development. Development administration has to coordinate the activities of
development agencies and organizations to integrate their efforts and energies for the
realization of development goals.
Concerns & Problems
Lack of experienced administrators as well as highly developed
technocrats in specialized fields, lack of modern management
techniques ,poor methods adopted in policy making, planning and
budgeting, procedural delays, lack of sufficient discipline and commitment
to plans and program implementation.
Brief History
The present nature of development differs greatly from that seen early
in 19th century or in the 1980’s. In the 19th century and up to
World War I, national development meant Economic Development.
This period is also marked by the philosophy of individualism and
Laissez-faire became the guiding principle of industries. Economic
activities were mainly performed by individuals in a system of free
competition and role of state was restricted to the bare minimum.
Brief History
The concept of ‘development administration’ has been almost
exclusively used with reference to the developing nations of Asia,
the Middle East, Africa and Latin America.1 Perhaps it was first
used by Donald C. Stone, although the term was popularised by
Riggs and Weidner in the 1960s. Whatever its point of origin, the
conceptual genre of development administration has been
distinctively Western.
Brief History
• After World War II the independence of former colonies has been one of the most
important events to mark. Most developing countries in Asia, the Middle East and
Africa came out of the colonial period, with a strong belief in state dominated
economic development. By the 1960’s, states had become involved in virtually
every aspect of the economy.

• Development goals in the later part of the 1970s (1976- 1980) and the policies to
be pursued to achieve those goals have been reflected in the national development
plans of developing countries.
Brief History
• In their plans, the focus of policy was on such basis:

 the expansion and diversification of the production of goods and services

 an increase in employment

 improvement in income distribution

 elimination of extreme poverty

 increase in self reliance in carrying out development tasks

 the mobilization of natural, human and financial resources in the common cause of
national building.
Importance of Development
Administration

The “Development Administration” is concerned with the development of


a country’s economics and society or, more rightly, with socioeconomic
changes in a society.

Development Administration is important because it seeks to identify and


address the problems a state faces. Development Administration has
served as a means of comprehensive analysis of the troubles of
development and the necessary requisites to meet these challenges.
