1.0 Introduction..
 Malaysia has been a successful developing country and is

forging ahead to become a developed nation in its own mould. In order to be more successful, our nation has to be managed effectively and its weaknesses and shortcomings have to be overcome. A major challenge it has to address in this endeavour is the strengthening of ethics and integrity.

2.0 The National Integrity Plan..


 The National Integrity Plan (NIP) emphasises the

preventive approach to combating corruption by inculcating in individuals and Malaysian society as a whole, the values of honesty, integrity and ethics. The NIP has the overall objective of establishing a fully moral and ethical society whose citizens are strong in religious and spiritual values and imbued with the highest ethical standards.

3.0 Public Administration..


3.1 Role of public administration 1. As a prime mover for the countrys development. 2. As a organizer and executor of plan and program. 3. To implement government policies. 4. Have influence towards government policy. 5. As a dynamic agent.

Public Administration Today

 Responsible to fulfill public needs, wants, and demands.  The ruler task is to manage people needs NOT their own needs because the people had chosen them to manage the task for them.  Based on the principle of excellence in management.  Public administrators are employed based on merit and excellence in work to ensure they are truly qualified to enter public administration.

4.0 Implication Of NIP Towards PA


 4.1 Towards a Corruption Free Malaysia
 In Malaysia, the prevalence of corruption has been acknowledged by

the Government and various steps have been taken to prevent and eradicate it. Anti-corruption legislation has been enacted, an Anti-Corruption Agency established and other administrative mechanisms like the Public Complaints Bureau set up. Despite these measures however the incidence of corruption has escalated. The spread of corruption, incompetence, malpractices, abuse of power, fraud and other unethical behaviour as well as the lack of work motivation, have been attributed to the decline in integrity among individuals, organizations and society at large.

 When Dato Seri Abdullah Ahmad Badawi became Prime Minister on 31 October 2003, he pledged to eradicate corruption and promote good governance and ethical values. Since assuming office, the Prime Minister has launched the National Integrity Plan and the Integrity Institute of Malaysia as new measures to combat corruption.

5.0 Conclusion
 To conclude, the NIP is predicated upon the spirit and

principles of the Federal Constitution and overall objective of the NIP is to fulfil the fourth challenge of vision 2020 that has being introduced by Tun Dr Mahathir Bin Mohamad namely to establish a fully moral and ethical society whose citizens are strong in religions and spiritual values and imbued with the highest ethical standards. The launching of the NIP and the institute will be a catalyst for the attainment of the objective of enhancing integrity.
