Early International Relations


The early Filipinos were already in close contact with their Asian neighbors centuries prior to the coming of the Spaniards.

When Emilio Aguinaldo proclaimed the independence of the Philippines in 1898, he appointed Apolinario Mabini as Secretary of Foreign Affairs.

After Spanish-American war, Aguinaldo dissolved the revolutionary government had established the first republic.

Foreign Relation in the PostColonial Era


The first year of the post-colonial period saw Philippines diplomacy confronted with the challenges associated with statebuilding

The alliance between the Philippines and the US during World War II resulted in closer ties or special relations between the two country

During the 1970s the country began to gradually reduce its dependence on the US and broaden Philippine Foreign relations

National Security
The protection and strengthening of the countrys national security and territorial integrity are crucial to national survival.

Firmly believes that diplomacy should be the first line of defense and that cooperation with others is the principal basis of a nations external security.

The governments strategy to strengthen national security through foreign policy is pursued along the following lines:
 Enhancing friendly relations and forging strategic alliances with other countries.  Promoting regional peace and stability through established and new mechanism.  Fostering global accords that advance Philippine national security.

a. Philippines Security and the ASEAN


The Philippine government has firmly linked its national security efforts with those of its neighbors.

The organizations has addressed sensitive issues such as territorial disputes in the South China Sea.

 The Philippine initiative to include building a community of peace as one of the pillars of the comprehensive development agenda of ASEAN is a manifestation of a countrys desire to enhance the generally stable inter-state relations within the regions.

b. ASEAN Regional Forum (ARF)

The Philippines attaches great value to the ARF as the only multilateral forum where the countries in the Asia Pacific Region and other international players can exchange views on political and security issues.

c. Territorial Issues
 There are a number of territorial issues confronting the Philippines, such as conflicting sovereignty claims certain islands and waters in South China sea, overlapping maritime spaces with neighboring countries and other historic claims

d. Nuclear Non-Proliferation and disarmament


While cognizant that end of the east-west conflict has diminished the threat of the global nuclear war, the Philippines maintains that the pursuit of nuclear weapons, nonproliferation and the ultimate disarmament should remain a resolute effort.

e. Contributions Towards Keeping Peace


The Philippines supports the UNs peacekeeping functions and participates in selected peacekeeping operations (PKSs) by sending various contingents such as:
 Medical-dental teams  Rescue Units  Election Observers  Military  Civilian Police Personnel

The Philippines employs various measures of economic diplomacy, at the bilateral, regional and multilateral levels, in pursuits of its goals of sustainable development and growth with social equity.

 ASEAN Free Trade Area


AFTA is a key program of trade stimulations, investments generation and economic growth in the ASEAN region.

 Asia Pacific Cooperation(APEC)


APEC forum, launched in Australia in 1989, An informal groupings of countries and territories in the AsiaPacific region committed to economic development through trade and investment stimulation.

ASEM provides the Philippines with the regional framework for:

Fostering an environment of an ASEM framework conducive to trade;

The creation of an ASEM framework for trade and investment liberalization and facilitation similar to APEC

Private sector cooperation, particularly among small and mediumscales enterprises

Tripartite in regional growth areas  cooperation in human resources development, promotion of science and technology cross flows, intellectual and cultural changes; and inter-university program

 The Philippines and the WTO


The Philippines is committed to strengthen the multilateral trading system and support the launching of the Doha Round of Multilateral trade negotiations in the World Trade Organization (WTO).

Assistance to Nationals

The Philippine government has always been at the forefront of UN advocacy of Human rights as the country endeavors to promote development with a human face.
