Social Assistance and Development (SMADS); Economic Development and Labor (SEMDET); Education (SME); Health (SMS); and Participation and Partnerships (SMPP).
For Special Social Protection, there are currently more than 342 subcontracted services that support 33,200 people (including 130 shelters that look for various types of groups such families, children and the elderly and centers for victims of violence).
The SMADS administers a diverse number of transfer programs that are funded through federal, state and municipal funds.

Coverage is 60% Estimated number of Poor families (profile CadUnico) 720,264. Total families in CadUnico 480,000 With new emphasis on CadUnico as unique registry for social programs, need to strengthen social workers at the CRAS to better register families and link them with available opportunities.
SEMDET programs
SEMDET aims at developing training and inclusion projects to support workers (re)entry in the labor market. It works on three levels: labor intermediation; training; and micro-credit for micro and small entrepreneurs.

Services are offered in the network of Work Support Centers (Centros de Apoio ao Trabalho CATs). Currently there are 17 throughout the municipality and an additional 6 mobiles. Local offices offer free services such as: posting of vacancies; validation of unemployment insurance requests, training and capacity building activities, including soft skills courses for interviews and examinations, and orientation to work, issuing of the carteira de trabalho and microcredit - for those who seek inclusion in the formal labor market and income generation.

One the responsibilities of SEMDET is to implement actions to promote social and professional skills, for the most disadvantaged citizens and socially vulnerable in the city of So Paulo. It currently oversees five main programs directed to different target groups

Work Grant Program : youth 16 to 20 from families with monthly per capita
income below of MW; Operation Work Program: for worker who have been unemployed for over 4 months and do not receive UI; Young Paulistanos: provides training and preparation for entenring the labor force for youth and adults (16 and older) in situations of social vulnerability who have al least completed primary education (some courses require high school); ProJovem: young people 18 to 29 years who are unemployed, are members of families with per capita monthly income of up to 1 minimum wage and who are completing or have completed primary school or high school; PlanTeq: people aged 16 and up living in Sao Paulo, who are unemployed and have completed (or are enrolled in) high school
