Value Proposition
Alcatel CNOC vs. Customer operated NOC
A minimum of 12-14 engineers are required to staff a 24x7x365 operation, regardless of the actual working effort performed in the support of the network. Alcatel CNOC offers savings by sharing both personnel and facility resources. The customer only pays for a the portion of effort required to support the network rather than for a full-time staff, while still receiving the benefit of 24x7x365 surveillance. The customer only pays for a portion of the facility expenses of the CNOC rather than 100% of lease, electricity, video equipment, etc. expenses. Operational Expenses are fixed for the duration of the contract

Alcatel CNOC performs monitoring and operations for certain equipment, the Customer NOC monitors the rest. The CNOC can assist customers in this scenario by monitoring newly deployed equipment or by monitoring one aspect of the network while the customer focuses on another.

Service Scenarios
A Customer is deploying new equipment in the network to support critical new services, but doesnt have the staff or expertise to manage the new service domain.
The Alcatel CNOC can manage the new equipment during deployment, allowing the Customer to focus on existing business. Once the new network is complete, Alcatel can transfer operations to the Customer on a manageable timetable.

A Customer needs to cut its operational expenses, but still wants to maintain control of its network.
The Alcatel CNOC can manage an equipment or service domain of the existing network. Customized operational procedures enable Alcatel to work closely with the Customer, ensuring that SLA and quality levels are met.

Service Scenarios
A Customer already has a functional NOC, but needs disaster protection.
The Alcatel CNOC can provide cost-effective disaster protection through Emergency Monitoring services, circuit diversity, offsite management systems and backups.

A Customer is migrating its existing services from a 3rd party network provider to its own facilities.
The Alcatel CNOC can support this migration by coordinating and monitoring the circuit transition activities and cut-over plan to ensure that service is maintained.

Key Service Questions


Answers to these questions can help define the service parameters for the desired CNOC service.
How many network elements will be managed, and what types of elements are included in the network? Is remote monitoring or on-site staffing required? Is full-time surveillance, only after-hours, or backup/disaster recovery service desired? Are any Element or Network Management Systems already in place? Is service desired for the entire network, or only particular equipment or domains? What vendor elements are to be managed? What detail services are required? (Surveillance, Provisioning, Dispatch, Performance Reporting, NOC Consulting) Is a NOC-build, operate, transfer service required? What type of NOC is already in place if any? How many sites will have network equipment installed? How many network elements will be located at each site? Are all sites connected? Will deployment of all elements be at same time or staged/staggered? Is a TCP/IP Data Communications Network in place? Please provide network map if available.
