Characteristics OF AN IDEAL PUBLIC HEALTH MEASURE:


It should be: 1. of proven efficacy in the reduction of the targeted disease. 2. medically and dentally safe. 3. easily and efficiently implemented, utilizing a relatively small amount of materials, supplies and equipment. 4. readily administered by non-dental personnel. 5. attainable by the beneficiaries regardless of their socio-economic, educational, income and occupational status. 6.readily available and accessible to large numbers of individuals. 7. inexpensive, therefore affordable by the majority. 8. Uncomplicated and easily learned by the utilizes. 9. administered with maximum acceptance on the part of patient. 10. administered with minimum compliance on the part of patient.

avail themselves of dental services.

- There are many barriers to dental care, some related to education, some to finances, some to cultural habits and some to dental care delivery system

Generally, illness tends to be defined as any

impairment with what society tends to accepts being sick.

2. Hierarchy of needs
It might be said that man will strive for food; shelter

and sexual expression in the sense of comjlete health, but will never strive for complete health in the absence of the other.

3. Social analysis of the individuals


Individual is compose of various strength and

weaknesses, interest, prejudices, abilities and failings, a product and a part of a series of environment beginning from the womb. Human beings everywhere are member of groups and dependent on one another for the sustenance, education, inspiration, economic welfare and others.

4. Social Pathology and Social Medicine


Social Pathology is a state of community imbalance

evidenced by significant prevalence of disease and its related social disorders. Social Medicine is the study of the manner in which disease may result from or accentuate or caused social problems and the ways in which medical and public health efforts may contribute to its solution

5. Society, Culture and Attitude


Society any group of people acting together in

general for the achievement of common goals in life has both quantitative and qualitative characteristics. Culture refers to the distinctive ways of life, the storehouse of the pooled learning of the group which represents a very strong determinant to behavior and attitude of the individual. Attitude it is a manner, disposition, feeling, position, etc., with regard to a person or thing.

to many, placing monetary value on human life appears to be improper, immoral or inhuman.
