1946 American National Conference on Social work sponsored a section on administration for the first time in its 22 years and included for its consideration such subject as process of administration, dynamics of leadership, job satisfaction, public relation, civil services, program development etc.

earlier in 1914 Social welfare administration was established in some of the schools of social work and interest in administrative process had begun to grow in wake of world war-I, the great depression and world war-II due to numerous problems and tensions created by them.
