Introduction

How many believe that transforming India to become like Hongkong in five years is impossible ? How many are worried that their children could be living in a India which is like Somalia and wish that the India that their children live in will be more like Switzerland? Delhi has 272 MCD wards with an average size of 4-5 sqkm. How many believe that in two years we can transform two of these wards to be 80% like Hongkong ? Hongkong transformed using citizen power in 1970s when it was a colonial democracy . Our wards are smaller than Hongkong. What excuse do we have ? First two wards and the learnings can be replicated across Delhi and across India.

Citizen Power & Making Bureaucracy accountable

Anita and Sanjay have a simple model to measure a sanitation score for Delhi with citizen volunteers in all participating wards Citizens petition LG and CM require trifurcated MCD to set target scores that will be achieved by March 31,2013 Poor performance will result in bad ACR ( Annual Confidential Report) and punishment postings Residents can offer voluntary help to MCD if MCD requests help

Model Ward Chronology & Roadmap

Lets do it! Delhi a citizen movement that seeks to blame no one and inspire everyone, can take no money and give no money gets 50000 volunteers to clean 125 places in Delhi in 2010 Systems were not addressed so clean places became dirty gain. Idea of creating sustainable solutions in one ward was born in 2011 Punjabi Bagh ( Ward 103) was selected, as councillor wanted to work for real outcomes and supported model ward concept. 28 councillors were not interested. Luckily the 29th one worked.

If good service providers believe that the ward will transform it becomes a great business opportunity for them to showcase in one ward and replicate in India.

March 31,2014 is D-Day by when 80% of transformation must be over

Work has started on the next level using Model Ward Architechture in Ward #103 and Ward 163 Safdarjung Enclave

Residents gradually feeling empowered and realizing that transformation can happen as anyone who does not support transformation will over time have little choice and have to yield to resident power
