It is piece of benevolent legislation intended to provide for better protection of the interest of consumers. Until the enactment of this act there was no specific legislation to compensate consumer for any wrong done to them. The manufacturer and traders gained supreme powers against consumer.

The act applies to whole of India except the state of Jammu and Kashmir It applies to goods ,services ,public utilities and public sector undertakings.

Abhijit bought a LCD from an electronic store. It was defective. Baman bought a pressure cooker for use by his family. In the very first use itself while his wife simi was using it the pressure cooker burst hurting her . Is baman a consumer ? Is simi a consumer? Anand runs a laundry shop. He bought a washing machine to be installed in his shop. Is he a consumer?

Arvind bought cycles for the purpose of hiring out to tourist visiting the area. Som who was tourist hired a cycle. It was defective the handle broke injuring him.are arvind and som consumers. Suman purchased a laptop and gifted it to his son who is a tax consutant. He uses the laptop for his business.

Amar purchased a washing machine and paid 30% of the price .the remaining 70% was to paid in a week . The machine caught fire .is amar a consumer?

Suman bought a cell phone for personal use. The payment had to start the following month. The phone was defective . Is suman a consumer?

Right to safety- u/s 6 (a)This right is to safeguard people against dangerous goods and services which are hazardous to life and property. -Vital safety information -manufacturers,distributors,retailers should ensure that the goods are safe .

There are no set rules to decide the point of time when the cause of action arises It depends on the facts and circumstances of the case(Mukund lal vs. Dr Abhijit Ghosh) Case a person got his eyes operated in 1989. he got a certificate of blindness on 18 Dec 1989.he was still hopeful of regaining his eyesight so he went for another operation in 1992 and was discharged on 21-1-92.he filed a complaint agst the doctor on 11-1-94.
