Analiza statistică a incluziunii financiare

Abstract
Incluziunea financiară este definită de Banca Mondială a fi un
mecanism prin care indivizii și intreprinderile au acces la produse și servicii
financiare accesibile, corespunzătoare nevoilor lor constând în tranzacții,
servicii de economisire, credite pe termen lung, scurt, ipoteci, asigurări ș.a.m.d.
Excluziunea financiară, pe cale de consecință, este procesul în care oamenii
se confruntă cu dificultăți în utilizarea produselor și serviciilor financiare
adecvate sau în plasarea rezultatelor activității lor în exterior de unde aduc
redevențe, acestea fiind determinate de condiții sociale, condiții de strategie
ș.a.m.d. Articolul își propune să stabilească persoanele expuse excluziunii
financiare în sensul că incluziunea este procesul de aderare iar excluziunea
este procesul prin care anumite persoane sunt îndepărtate sau stopate și nu
au acces la această incluziune financiară. Persoanele expuse excluziunii
financiare sunt în primul rând persoanele sărace care provin din gospodării cu
venituri foarte mici. Conform Global Findex 2017 în acest an, de două ori mai
multer persoane aflate chiar în pragul sărăciei sau chiar în sărăcie absolută
sau relativă sunt excluse pentru că nu au cu ce se integra pentru a fi incluse
financiar. În proporție de 56%, femeile sunt nebancarizate la nivel global
deoarece la nivelul gospodăriilor capul de familie este de regulă bărbatul.
Dacă am studia pe gospodării am elimina acest procent destul de ridicat al
excluziunii financiare a femeilor. De asemenea migranții internaționali chiar
dacă sunt economi și aduc remitențe în țările lor contribuind astfel la creșterea
economică din acele state, în termeni de incluziune financiară îi găsim la
margine. De fapt, în proporție foarte ridicată ei sunt excluși de la această
incluziune financiară. Banca Mondială se referă la incluziunile financiare
în Global Findex arătând că peste o jumătate de miliard de persoane și-au
deschis un cont putând fi astfel gândite că sunt incluse. Procentul acesta este
ceva mai mare decât în 2014 ceea ce înseamnă că nivelul de economisire,
nivelul de trai se află în condiție superioară. În cadrul Uniunii Europene
incluziunea financiară arată că populația nebancarizată cu vârste de peste 15
ani ajunge aproape la 39 de milioane adica 7% din populație. Această cifra
este dublă față de câțiva ani în urmă deoarece sistemul bancar a evoluat,
sumele deținute de cei care economisesc sunt tot mai reduse și nu asigură

În cadrul acestui articol, s-a pornit de la definirea incluziunii financiare
pentru a constata dacă erxistă și excluziune financiară. Desigur există
excluziune financiară și grupele de populație în această situație sunt definite
ca persoanele sărace, femeile și o parte a migranților internaționali. Tendința
generală a incluziunii financiare este una pozitivă, în sensul că mai multe
persoane, dobândind resurse financiare prin economisire, prin alte modalități
de a ajunge la aceste resurse financiare se includ în grupul celor care dispun
de venituri și contribuie prin procesul de incluziune financiară la dezvoltarea
de programe. Iată de pildă de ce apreciem la acest punct că economiile
populației depuse în depozite la bănci, la vedere sau la termen scurt, mediu
sau lung reprezintă o formă de incluziune socială. Desigur, în România poate
fi combătută această afirmație în contextul în care politica băncilor comerciale
nu este atractivă pentru populație în sensul invitării determinării lor să-și țină
economiile la bănci. Dobânda la depozite este insignifiantă și de asemenea apar
fenomene în care o serie de persoane rămân în afara acestui spațiu. Tendința
generală în Uniunea Europeană și pe plan mai larg este de creștere, context
în care putem vorbi de creșterea numerarului, de creștere a lichidităților și de
posibilități ridicate de a finanța o serie de afaceri prin credite și toate celelalte.
Motivele pentru care migranți preferă utilizarea numerarului sunt determinate
de atitudinea statului, de limba vorbită, considerând cu unele neînțelegeri pot
să determine pierderi sau mai ales datorită remitențelor pe care unii preferă să
le transfere în mod fizic și nu prin sistemul bancar.
Literature review
Anghelache și Anghel (2019) au analizat indicatorii statisttici utilizați
în analizele economice. Anghelache, Partachi, Anghel și Niță (2017) au tratat
aspecte ale impactului pozitiv al remitențelor asupra reducerii sărăciei. O
temă similară a fost studiată de Pekovic, D. (2017). Anghelache, Niță și Badiu
(2016), Pradhan (2016), precum și Javid, Umaima și Qayyum (2012) au studiat
rolul remitențelor în dezvoltarea economică a unui stat. Anghelache, Niță și
Badiu (2015) au abordat o serie de elemente privind incluziunea financiară.
Concluzii
Pe baza studiului efectuat de autori, rezultă că incluziunea financiară
este un fenomen de actualitate. Trebuie găsite soluții și strategii pentru ca
incluziunea financiară a majorității populației dintr-o țară, o zonă sau regiune
sau pe plan mai larg internațional să devină accesibilă tuturor celor care
economisesc, au cheltuieli, fac plăți, fac tranzacții ș.a.m.d. pe plan național și
internațional. A doua concluzie este aceea că un număr de grupuri de populație
sunt excluse de la aceste incluziuni financiare, de fapt sunt în excluziune
financiară, deoarece fie au venituri foarte puține, fie au o atitudine rezervată
față de sistemul respectiv, fie, când vorbim despre gospodării, de regulă un cap
de gospodărie este cel care mânuiește aceste fonduri, aceste sume financiare,
fiind clar că femeile sunt ușor excluse de la procesul de incluziune, dar,

Abstract
The Financial inclusion is defined by the World Bank as a mechanism
by which individuals and businesses have access to accessible financial
products and services, corresponding to their needs consisting of transactions,
savings services, long-term, short-term loans, mortgages, insurance and so
on. The financial exclusion, as a consequence, is the process in which people
face difficulties in using the appropriate financial products and services or
placing the results of their activity abroad where they bring royalties, these
being determined by social conditions, strategy conditions and so on. The
article aims to establish the persons exposed to financial exclusion in the
sense that inclusion is the process of accession and exclusion is the process
by which certain persons are removed or stopped and do not have access to
this financial inclusion. The people exposed to financial exclusion are first and
foremost poor people who come from very low income households. According
to Global Findex 2017 this year, twice as many people who are on the verge
of poverty or even absolute or relative poverty are excluded because they
do not have to integrate to be financially included. 56% of the women are
non-marketed globally because the head of household is usually the man. If
we study the households we will eliminate this quite high percentage of the
financial exclusion of women. Also, international migrants, even if they are
economical and bring remittances to their countries thus contributing to the
economic growth of those states, in terms of financial inclusion we find them
at the edge. In fact, in a very high proportion they are excluded from this
financial inclusion. The World Bank refers to the financial inclusions in Global
Findex, showing that over half a billion people have opened an account so
they can be thought of as being included. This percentage is slightly higher
than in 2014 which means that the saving level, the living standard is in a
higher condition. Within the European Union, financial inclusion shows that
the non-banked population over 15 years old reaches almost 39 million, ie
7% of the population. This figure is double from a few years ago because the
banking system has evolved, the amounts held by those who are saving are

In this article, we started from the definition of financial inclusion to
find out if there is a financial exclusion. Of course there is financial exclusion
and the population groups in this situation are defined as the poor, the women
and some of the international migrants. The general trend of financial inclusion
is a positive one, in the sense that more people, acquiring financial resources
through savings, through other ways to reach these financial resources are
included in the group of those who have income and contribute through the
financial inclusion process to the development. of programs. This is why we
appreciate at this point that the savings of the population deposited in deposits
with banks, on sight or in the short, medium or long term are a form of social
inclusion. Of course, in Romania this statement can be countered in the context
in which the commercial banks policy is not attractive for the population in
the sense of inviting their determination to keep their savings in banks. The
interest on deposits is insignificant and there are also phenomena in which
a number of people remain outside this space. The general tendency in the
European Union and on a wider level is growth, context in which we can talk
about the increase in cash, the increase of liquidity and the high possibilities
to finance a series of businesses through loans and all the others. The reasons
why migrants prefer to use cash are determined by the attitude of the state, the
language spoken, considering with some misunderstandings they can cause
losses or especially due to remittances that some prefer to transfer physically
and not through the banking system.
Literature review
Anghelache and Anghel (2019) analyzed the statistical indicators
used in the economic analyzes. Anghelache, Partachi, Anghel and Niță (2017)
addressed aspects of the positive impact of remittances on poverty reduction. A
similar theme was studied by Pekovic, D. (2017). Anghelache, Niță and Badiu
(2016), Pradhan (2016), as well as Javid, Umaima and Qayyum (2012) studied
the role of remittances in the economic development of a state. Anghelache,
Niță and Badiu (2015) addressed a number of elements regarding financial
Conclusions
Based on the study carried out by the authors it turns out that financial
inclusion is a topical phenomenon. Solutions and strategies must be found
so that the financial inclusion of the majority of the population of a country,
area or region or on a wider international level becomes accessible to all
those who save, have expenses, make payments, make transactions and so
on. nationally and internationally. The second conclusion is that a number of
population groups are excluded from these financial inclusions, in fact they
are financially excluded, because they either have very little income, or have
a reserved attitude towards the system in question, or when we talk about
households. , usually a head of household is the one who manages these funds,
these financial amounts, being clear that women are easily excluded from the
inclusion process, but, this is an irreversible process, it continues and can
go ahead. From the study of the general tendencies of financial inclusion,
globally and in the European Union, one comes to the conclusion that financial
inclusions are increasing, the World Bank through the documents it draws up
periodically, ascertaining based on figures and econometric-statistical models
this growth trend. The process will be further improved in subsequent periods.
On the other hand, we can see that financial inclusion is a progressive process

Abstract
Managementul riscului este un subiect de o importanță crucială
în contextul actual al economiei mondiale, dar mai ales în analiza piețelor
de capital. Prin acest lucru este vizat eliminarea sau măcar diminuarea
considerabilă a ricului, fiind nevoie de un instrument care să-l cuantifice.
Cea mai reprezentativă metodă utilizată este Valoarea Riscată, considerată
atât de practicieni, cât și de autoritățile din domeniul de supraveghere
financiară de o importanță covârșitoare, astfel încât Comitetul Basel a decis
obligativitatea băncilor de a folosi acest intrument în măsurarea riscului, cu
scopul reglementării capitalurilor proprii.
Prin demersul realizat în această cercetare, voi analiza aplicarea
Valorii Riscate utilizând metoda varianţei-covarianţei (utilizată de modelul
RiskMetrics), cât și simularea istorică, pentru a puncta influența modelelor
matematice în rezultatul final de cuantificare al riscului, și maniera acestora
de a surprinde cât mai fidel riscul existent pe piața de capital.

Concluzii
Estimarea riscului individual aferent instrumentelor financiare este
foarte importantă mai ales pentru investitori insituționali, ale căror expunere
depinde de evoluția activelor suport pe baza cărora au făcut investițiile.
Analizând indicii piețelor de capital din Europa Centrală și de Est (Bulgaria,
Cehia, Polonia, România, Slovacia și Ungaria), putem să vedem că toţi indicii
au înregistrat o rentabilitate medie pozitivă pentru perioada 2001 – 2016.
Cel mai rentabil indice de piață pentru perioada analizată a fost BET, care a
înregistrat o rentabilitate medie anuală de 21.01%. În același timp putem vedea

Abstract
Risk management is a topic of crucial importance in the current context
of the world’s economy, but especially in the analysis of capital markets. Based
on it, we aimed to eliminate or at least to considerably diminish the risk, by
using an instrument to quantify the risk. The most representative method used
is the Value at Risk, considered of a high importance by both practitioners
and financial authorities. Moreover, Basel Committee decided the banks’
obligation to use this instrument to measure the risk, in order to regulate their
own capital.
The aim of this research is to analyze the use of Value at Risk, based on
variance-covariance method (used by the RiskMetrics model), and historical
simulation, in order to point out the influence of the mathematical models in
the result of quantifying the risk, and their accuracy in surprising the risk
existing on the capital market.

In formula [1], volatility can be estimated by: estimating conditional
volatility based on historical data, estimating volatility based on the
RiskMetrics model, estimating volatility based on the GARCH model, as well
as other sub-categories models.
2. Historical simulation - this approach in the calculation of the Value
at Risk implies the use of the historical returns of a financial instrument. We
will take the historical prices of the financial asset, calculate the returns, and
finally find out the actual distribution of them, used further in Value at Risk
computation.
3. Monte Carlo simulation - this approach is similar to the variance-
covariance approach, but instead of assuming a priori distribution for the
returns of a financial asset, we will simulate this distribution, based on the
historical values of the analyzed financial instrument.

Based on the data presented in table 1, we can see that all the indices
registered a positive average return for the period 2001 - 2016. The most
profitable market index for the analyzed period was BET, which registered an
average annual return of 21.01%.

Conclusions
The estimation of the individual risk related to the financial instruments
is very important especially for the institutional investors, whose exposure
depends on the evolution of the underlying assets. Analyzing the indices of the
capital markets in Central and Eastern Europe (Bulgaria, Czech Republic, Poland,
Romania, Slovakia and Hungary), we can see that all the indices registered a
positive average return for the period 2001 - 2016. The most profitable market
index for the period analyzed was BET, which had an average annual return of
21.01%. In the same time we can see that the least profitable capital market was
the Czech market, with an average annual return of only 7.01%.
Complex mathematical models do nothing but distort reality by
trying to capture subjective elements within rigid methodologies, based on

Abstract
Societățile comerciale își desfășoară activitatea în condițiile pieței
libere. Măsurarea performanțelor financiare este importantă mai ales din punct
de vedere al stabilirii poziției pe care o are în piață o societate comercială.
De aceea se calculează o serie de elemente care sunt definitorii în stabilirea
performanței unei societăți comerciale. Așa de pildă sunt utilizate elementele
de bază privind analiza pe bază de bilanț, analiza pe baza unor indicatori
cum sunt trezoreria netă, lichiditatea curentă, solvabilitatea generală, rata
autonomiei financiare și altele care dau sens analizei și situației concrete a
firmei respective. Analiza funcțională a bilanțului este una dintre metodele
care se utilizează în termeni generali pentru stabilirea situației unei firme.
De asemenea există modalități de analiză a performanțelor financiare pe
baza soldurilor intermediare de gestiune, a capacității de autofinanțare sau
aspectul privind gradul de rentabilitate. Există unele modalități de analiză
a activului societății comerciale bazată pe viteza de rotație, cea care scoate
în evidență anumite aspecte care sunt importante în a concluziona despre
situația societății comerciale. Și nu în ultimul rând, se efectuează și prognoza
unor indicatori financiari pe baza ratelor de rotație. Toate aceste aspecte, ca
metode și modele sunt utile pentru cei care analizează situația unei societăți
comerciale la un moment dat.

Anghel și Calotă (2016), precum și Anghelache, Anghelache și Kralik
(2012) au utilizat instrumentarul statistico-econometric în vederea analizei
performanțelor firmei. O temă similară este studiată de Dumbravă (2010).
Anghel (2013) a propus un model de analiză a rezultatelor entităților economice.
Anghelache și Anghel (2019) au analizat elementele de bază din domeniul
modelării economice. Anghelache, Anghel și Bodo (2017) au abordat o serie
de aspecte cu privire la rolul informațiilor în modelarea deciziilor economico-
financiare. Anghelache (2006) a prezentat principalele noțiuni specifice
managementului financiar. Anghelache și Anghelache (2009) au studiat
elementele ale rentabilității și riscului activităților financiare. Behrens (2015)
• Capacitatea de autofinanțare
Alături de soldurile intermediare de gestiune, în analiză este utilizat
indicatorul capacitate de autofinanţare, exprimând în termeni monetari
capacitatea firmei de a-şi asigura dezvoltarea prin mijloacele financiare
proprii.
Literatura de specialitate a consacrat două metode de calcul al acesteia,
cunoscute sub denumirea de metodă substractivă, respectiv metodă adiţională.
Indicator calculat pe baza contului de rezultate, capacitatea de
autofinanţare exprimă practic o diferenţă între veniturile încasabile ale firmei
şi cheltuielile plătibile ale acesteia. Capacitatea de autofinanţare nu poate
evidenţia situaţia încasărilor şi a plăţilor efective cu aceeaşi claritate ca şi o
situaţie a trezoreriei, dar, în absenţa altor surse de informare, se poate constitui
ca o posibilă aproximare a situaţiei acestora. Din punct de vedere , rezultă ca un
indicator măsoară numerarul potenţial creat de întreprindere prin intermediul
activităţii sale, în determinarea sa nu se iau în calcul elementele de venituri
şi cheltuieli.De asemenea din trezoreria firmei nu sunt intrări sau ieșiri de
numerar al firmei.În această categorie intră toate veniturile şi cheltuielile
calculate de întreprindere cu amortizarea şi provizioanele pentru evidenţierea
uzurii sau a deprecierii valorii activelor din proprietatea sa.
Metoda substractivă porneşte de la ideea de bază a capacităţii de
autofinanţare a firmei (CAF), şi anume de nivel potenţial al resurselor de
finanţare, dat de veniturile încasabile şi cheltuielile plătibile. Relaţia de calcul

Abstract
Trading companies operate in free market conditions. The
measurement of financial performance is especially important in terms of
establishing the position of a trading company in the market. Therefore, a
number of elements that are defining in determining the performance of a
trading company are calculated. For example, the basic elements regarding
the analysis based on the balance sheet, the analysis based on indicators
such as net cash, current liquidity, general solvency, financial autonomy rate
and others that give meaning to the analysis and the concrete situation of
the respective company are used. Functional analysis of the balance sheet is
one of the methods that are used in general terms to determine the situation
of a company. There are also ways to analyze financial performance based
on intermediate management balances, self-financing capacity or the aspect
regarding the degree of profitability. There are some ways of analyzing the
assets of the company based on the speed of rotation, which highlights some
aspects that are important in concluding about the situation of the company.
And last but not least, the forecast of financial indicators based on rotation
rates is also made. All these aspects, as methods and models are useful for
those who analyze the situation of a trading company at any given time.

Literature review
Anghel and Calotă (2016), as well as Anghelache, Anghelache and
Kralik (2012) used the statistical-econometric instrumentation to analyze the
firm’s performance. A similar theme is studied by Dumbravă (2010). Anghel
(2013) proposed a model for analyzing the results of economic entities.
Anghelache and Anghel (2019) analyzed the basic elements of economic
modeling. Anghelache, Anghel and Bodo (2017) addressed a number of issues
regarding the role of information in shaping economic-financial decisions.
Anghelache (2006) presented the main concepts specific to financial
management. Anghelache and Anghelache (2009) studied the elements of
profitability and risk of financial activities. Behrens (2015) studied the stages

capital can be calculated, as a ratio between own working capital and total

The difference between short-term assets and short-term liabilities
is defined by the required working capital indicator. The required working

In addition to the intermediate management balances, the self-
financing capacity indicator is used in the analysis, expressing in monetary
terms the ability of the company to ensure its development through its own
financial means.
The specialized literature has devoted two methods of calculating it,
known as subtractive method, respectively additional method.
An indicator calculated on the basis of the profit and loss account, the
self-financing capacity practically expresses a difference between the company’s
receivable income and its payable expenses. The self-financing capacity cannot
highlight the situation of actual receipts and payments with the same clarity as
a treasury situation, but, in the absence of other sources of information, it can
be constituted as a possible approximation of their situation. From the point of
view, it turns out that as an indicator it measures the potential cash created by the
company through its activity, in its determination the elements of income and
expenses are not taken into account. Also from the company’s treasury there are
no cash inflows or outflows. this category includes all the revenues and expenses
calculated by the company with the depreciation and provisions for highlighting
the wear or impairment of the value of the assets in its property.
The subtractive method starts from the basic idea of the company’s
self-financing capacity (CAF), namely the potential level of the financing
resources, given by the receivables and the expenses payable. The calculation

The interpretation of all rotation rates must follow the same principles
as the indicators calculated above.
The turnover rates of the fixed assets evaluate the efficiency of the
management of the fixed assets, due to the fact that the turnover can stimulate
by measuring the value of a volume of fixed assets.
The stock turnover rate is one of the most relevant indicators related
to the activity of the company. In the conditions of an efficient activity, it is
advisable to limit the rotation time of the stocks to the level of the normal
duration of rotation of the production cycle. This represents a cumulative
normal duration of the storage periods of the raw materials and the necessary
materials, the period of the production cycle and the period of formation of the
finished product batches to be delivered to the customers.
In general, in order to have the most comprehensive view on the
efficiency of each company compartment in relation to stocks, it is necessary
to calculate rotation rates for each relevant stock category, mainly for the four
fundamental categories: raw materials and materials , of products in progress,
of finished products, of goods.
The efficiency of the demand of each category of stocks can be
attributed: the stocks of raw materials, to the marketing director (responsible
for the supplies); inventories of products in progress, to the production
manager; stocks of finished products and merchandise, to the marketing
director (sales manager).
Rotation rate of customer debt (RRDC) is a relevant indicator for
sales companies. With the help of this indicator one can assess the efficiency
of the company in collecting its debts.

Abstract
Ireversibilitatea și tendința spre echilibru observate certifică
modalitatea de difuzare continuă în aceeași direcție pană se atinge o stare de
echilibru în sensul omogenizării și atingerea unui maxim de entropie.
În fizică atunci când un sistem izolat evoluează în timp, se face într-o
direcție bine definită și anume, de la o stare mai puțin haotică spre o stare
haotică. Un exemplu în acest sens sunt moleculele unui gaz care se ciocnesc
una de alta schimbând astfel energie, iar starea de echilibru independentă de
timp, se atinge în ultima instanță, corespunzând la cea mai haotică distribuție
a energiei totale pentru toate moleculele gazului.
Similar regăsim procese și în societate, atunci când ne referim la
difuzarea informațiilor și generalizarea unor comportamente. De exemplu, în
domeniul legat de promovarea și vânzarea produselor și serviciilor, constatăm
des rolul pe care îl are reclama, insistența acesteia și procesul de difuziune în
rândul consumatorilor.
Așadar, o formă de promovare a unei firme o reprezintă și poziționarea
acesteia pe un site care să prezinte tipul de produse sau servicii oferite și care
ar genera un semnal în piața care se difuzează în rândul consumatorilor.
La nivel macroeconomic întâlnim adesea măsuri guvernamentale în
zona fiscalității care sunt receptate în timp de către firme, analog unui proces
de difuziune a informațiilor privind măsurile guvernamentale.
Îndeosebi în agricultură, măsurile care privesc încurajarea activității
fermierilor ajung treptat să producă efecte, fenomen similar unui proces de
difuziune.
De altfel, în economie, este cunoscut așa numitul „efect de propagare”
concretizat prin influența dezvoltării economice dintr-o anumita regiune
asupra dezvoltării altor regiuni, începând cu cele învecinate. Oarecum
similar este și „efectul de vecinătate” utilizat îndeosebi în analizele de mediu
(probleme de poluare).

Concluzii
Având în vedere creșterea semnificativă a rulajelor firmei de distribuție
după modificarea intervenită la nivelul metodelor de promovare și vânzare a
produselor și serviciilor specifice firmei analizate, prin difuzia informațiilor legate
de produsele comercializate în mediul on-line, indică faptul că soluția adoptată a
avut rezultatele așteptate de administrația firmei și anume a reușit să atragă clienți
noi, de care în mod normal, doar cu magazinul fizic, nu ar fi beneficiat.
Așadar, informația care a fost transmisă prin acest canal de difuziune
prin intermediul internetului, a fost recepționată de consumatori, iar aceștia au

Abstract
The observed irreversibility and tendency towards equilibrium
certify the mode of continuous diffusion in the same direction until a state of
equilibrium is reached in the sense of homogenization and a maximum entropy
is reached.
In physics, when an isolated system evolves over time, it is done
in a well-defined direction, from a less chaotic state to a chaotic state. An
example of this is the gas molecules that collide with each other thus changing
energy, and the time-independent equilibrium state is ultimately reached,
corresponding to the most chaotic distribution of total energy for all gas
molecules.
Similarly we find processes in society, when we refer to the
dissemination of information and the generalization of certain behaviors.
For example, in the field related to the promotion and sale of products and
services, we often find the role that the advertising has, its insistence and the
dissemination process among consumers.
Therefore, a form of promotion of a company is represented by its
positioning on a site that presents the type of products or services offered and
which would generate a signal in the market that is being disseminated among
consumers.
At the macroeconomic level, we often encounter government measures
in the area of taxation that are received in time by companies, analogous to a
process of disseminating information on government measures.
Particularly in agriculture, measures that encourage the activity of
farmers are gradually producing effects, a phenomenon similar to a diffusion
process.
In fact, in the economy, the so-called „propagation effect” is known,
materialized by the influence of the economic development in one region on the
development of other regions, starting with the neighboring ones. Somewhat
similar is the „neighborhood effect” used especially in environmental analyzes
(pollution problems).

Abstract
Problema finanțării societăților comerciale este una de maximă
importanță pentru orice agent economic. Fără existența unor surse certe de
finanțare, societatea comercială nu își poate pune în aplicare planul de activitate
pe care și l-a dorit. Din acest punct de vedere sursele proprii nu sunt întotdeauna
îndestulătoare și de aceea pentru a-și completa sursele de venituri societatea
comercială este nevoită să recurgă de foarte multe ori la împrumuturi bancare.
Creditul bancar devine un instrument de finanțare certă a oricărei societăți
comerciale. Desigur, în sistemul pieței financiar-bancare este dificil de găsit aceste
credite, care să asigure pe deplin o finanțare corectă și, de aceea, de cele mai
multe ori, se recurge la alte forme de asociere, de cooperare sau de identificarea
altor surse în afara celor care trebuie avute în vedere la întocmirea planurilor de
afaceri. De cele mai multe ori, un plan de afaceri care se bazează pe coperarea
cu o bancă este unul care poate să dea rezultate, dar în același timp trebuie avut
în vedere că sistemul de creditare comercială este unul care nu beneficiază pentru
moment în România de cele mai favorabile condiții, în sensul că, rata dobânzii de
creditare este mult mai ridicată decât dobânda care se plătește pentru economiile
și rezervele pe care agenții economici le direcționează către băncile comerciale.

Introducere
In ultimii ani, creditarea a luat amploare in toata regiunea Europei
Centrale si de Est, iar extinderea rapida a creditelor este estimata sa continue in
toate pietele din zona, condusa de segmentul de retail, capitol la care Romania
se claseaza pe locul trei in regiune dupa Rusia si Serbia (grupul Unicredit).
Literature review
Anghel (2015) a analizat rolul creditului în economie. Anghel și
Anghelache (2018) au realizat un studiu referitor la portofoliul de credite.
Anghelache și Bodo au analizat aspectele generale ale gestionării riscului de
credit (2018). O temă similară este studiată și de Anghel, Popescu, Sfetcu și
Mirea (2018). Anghelache, Anghel, Soare și Badiu (2016) au abordat aspecte
privind performanţa financiară a creditului și debitorului. Anghelache (2010)
a analizat principalele modele de măsurare a performanţelor și riscurilor
financiare. Anghelache, Dumbravă și Sfetcu (2009) au prezentat elemente ale
managementului riscurilor bancare. Cipovová și Dlasková (2016) au efectuat
o analiză comparativă a diferitelor metode de gestionare a riscului de credit.
Gasha și colab. (2009) au prezentat ultimele evoluții din domeniul modelării
riscului de credit. Gavalas și Syriopoulos (2014), precum și Goyal (2005) au
tratat aspecte ale riscurilor bancare. Hakens și Schnabel (2010) au cercetat
implicațiile transferului riscului de credit. Miller (2014) s-a referit la rolul
managementului riscului. Mirzaei, Moore și Liu (2013) au încercat să identifice
dacă structura pieței are influență asupra rentabilității și stabilității băncilor.
Norden și Kampen (2015) a studiat dinamica creditului comercial. Pasiouras
și Kosmidou (2007) au studiat factorii care influențează rentabilitatea băncilor
din Uniunea Europeană.
Concluzii
Din studiul efectuat și prezentat în acest articol se desprinde
concluzia că nevoia de resurse a societăților comerciale nu poate fi acoperit
în totalitate numai prin activitatea proprie și a resurselor proprii care pot fi
astfel direcționate. De aceea, creditul bancar reprezintă sursa principală
de completare a resurselor pentru orice societate comercială. De aceea,
la nivelul sistemului bancar există încă unele probleme în ceea ce privește
costul creditelor, dar tocmai de aceea trebuie avută în vedere posibilitatea de
întocmire a acestor credite, mai ales că uneori agenții economici pot apela la
credite externe în locul creditelor interne de care au dispus. În această ordine
de idei rezultă ca o concluzie finală că aceste credite bancare, utilizate cu

Abstract
The problem of financing companies is one of the highest importance for
any economic agent. Without the existence of certain sources of financing, the
trading company cannot implement the activity plan it wanted. From this point
of view the own sources are not always sufficient and therefore to complete the
sources of income the commercial company has to resort to bank loans very often.
Bank credit becomes a reliable financing instrument for any trading company. Of
course, in the system of the financial-banking market it is difficult to find these
loans, which can fully ensure a correct financing and, therefore, most of the time,
it is resorted to other forms of association, cooperation or identification of other
sources in other than those to be considered when drawing up business plans.
Most of the time, a business plan that is based on co-operation with a bank is
one that can give results, but at the same time it should be kept in mind that
the commercial lending system is one that does not benefit for the moment in
Romania from the ones more favorable conditions, in the sense that the lending
interest rate is much higher than the interest that is paid for the savings and
reserves that the economic agents direct to the commercial banks.

Introduction
In recent years, lending has grown throughout the Central and Eastern
European region, and rapid credit expansion is expected to continue in all
markets in the area, led by the retail segment, which Romania ranks third in
the region after Russia and Serbia (Unicredit group).
The analysis of the macroeconomic indicators reveals the maintenance
of the high rate of economic growth. However, the expansion of domestic

similar theme is also studied by Anghel, Popescu, Sfetcu and Mirea (2018).
Anghelache, Anghel, Soare and Badiu (2016) addressed aspects regarding the
financial performance of the loan and the debtor. Anghelache (2010) analyzed
the main models of financial performance and risk measurement. Anghelache,
Dumbravă and Sfetcu (2009) presented elements of bank risk management.
Cipovová and Dlasková (2016) performed a comparative analysis of the
different methods of credit risk management. Gasha et al. (2009) presented
the latest developments in the field of credit risk modeling. Gavalas and
Syriopoulos (2014) and Goyal (2005) dealt with banking risk issues. Hakens
and Schnabel (2010) investigated the implications of credit risk transfer.
Miller (2014) referred to the role of risk management. Mirzaei, Moore and
Liu (2013) tried to identify whether the market structure has an influence on
the profitability and stability of banks. Norden and Kampen (2015) studied the
dynamics of commercial credit. Pasiouras and Kosmidou (2007) studied the
factors that influence the profitability of banks in the European Union.
Conclusions
From the study carried out and presented in this article, it is concluded
that the need for resources of commercial companies can not be fully covered
only through their own activity and own resources that can thus be directed.
Therefore, bank credit is the main source of resources for any trading company.
That is why, at the level of the banking system, there are still some problems
regarding the cost of the loans, but that is why the possibility of drawing
up these loans must be considered, especially since sometimes the economic
agents can resort to external loans instead of the internal credits. willing.
In this order of ideas it comes as a final conclusion that these bank loans,

Abstract
Scopul acestui articol este acela de a identifica diferența dintre aplicarea
metodei varianţei-covarianţei (utilizată de modelul RiskMetrics) și simulării istorice,
în cuantificarea riscului. Ca urmare a diferitelor ipoteze din spatele acestor modele,
ajungem la concluzia că riscul este mai corect sau mai puțin corect identificat.
Principalele ipoteze care influențează abilitatea modelelor analizate
de a cuantifica riscul sunt: maniera de estimare a factorului de importanță,
distribuția presupusă aferentă rentabilităților piețelor de capital analizate,
cât și cadrul metodologic folosit.

Introducere
Literatura de specialitate a delimitat trei abordări de cuantificare a
Valorii Riscate şi anume: abordarea varianţă-covarianţă (avantaj = aplicarea
facilă; dezavantaj = ipoteza prestabilită privind distribuția setului de
rentabilități), simularea istorică și simularea Monte Carlo.
Pentru analizarea practică, vom utiliza valorile zilnice ale indicilor
bursieri aferenți piețelor de capital din Europa Centrală și de Est: BET
(România), BUX (Ungaria), PX (Cehia), SAX (Slovacia), SOFIX (Bulgaria)
și WIG (Polonia). Eșantionul este format din 6 piețe de capital din Europa
Centrală și de Est, fiind incluse doar acele țări care sunt membre ale Uniunii
Europene și din care România a importat mai mult de 1% din valoarea totală
a importurilor din perioada 2011-2013, conform datelor obținute de pe site-ul
oficial al Institutului Național de Statistică.

Concluzii
Această cercetare are scopul de a identifica impactul principalelor
ipoteze matematice ale modelelor folosite în estimarea Valorii Riscate,
utilizând două principale modalități de estimare: abordarea varianță-covarianță
și simularea istorică. Am arătat impactul avut asupra rezultatelor estimării
a următoarelor principale ipoteze: pragul de semnificație ales, distribuția
presupusă a rentabilităților, modalitatea de estimare a factorului de importanță
în cadrul modelului RiskMetrics, cât și dimensiunea eșantionului selectat.
În acest sens, se poate observa că modelele sunt acceptate cu precădere
în cazul presupunerii unei distribuții t-Student a rentabilităților folosite, cât și
a pragului de 1% semnificație statistică.
O importanţă deosebită în estimare o are alegerea pragului de
semnificaţie statistică în estimarea riscului pe pieţele de capital, deoarece
singurele zone de performanță acceptabilă a estimării istorice sunt reprezentate
de alegerea unui prag de semnificație statistic de 1%.
În final se poate observa că metodologia varianță-covarianță este mai
utilă în estimarea riscului pe piața de capital, generând rezultate mai bune
comparativ cu simularea istorică.
Abstract
The purpose of this article is to identify the difference between
applying the variance-covariance method (used by the RiskMetrics model)
and the historical simulation, in quantifying the risk. As a result of the different
assumptions behind these models, we conclude that the risk is more correctly
or less correctly identified.
The main analyzed hypotheses that influence the ability of the models
to quantify the risk are: the way of estimating the decay factor, the supposed
distribution of returns, as well as the methodological framework used.

Introduction
The economic literature has delimited three approaches to quantifying
Value at Risk, namely: the variance-covariance approach (advantage =
easy application; disadvantage = predetermined hypothesis regarding the
distribution of the set of returns), the historical simulation and the Monte
Carlo simulation.
For the practical analysis, we will use the daily values of the stock
exchange indices for the capital markets of Central and Eastern Europe: BET
(Romania), BUX (Hungary), PX (Czech Republic), SAX (Slovakia), SOFIX
(Bulgaria) and WIG (Poland). The sample consists of 6 capital markets from
Central and Eastern Europe, including only those countries that are members
of the European Union and from which Romania imported more than 1% of
the total value of imports from 2011-2013, according to the data, obtained
from the official website of the National Institute of Statistics.

for c (22 ) are 4.605 (90%), 5.991 (95%) and 9.210 (99%). Bold values indicate that the model is
accepted (the probability of failure is equal to the selected confidence level – α).
The efficiency of the estimates is tested using the two tests well known
in the economic literature, namely: the unconditional coverage test and the
conditional coverage test.
The results obtained are summarized in table 5, based on which we
can see that the Value at Risk manages to better capture the risk on the capital
market, only if we consider the confidence level of 1%, and especially for the
post-crisis period.
Conclusions
This research aims to identify the impact of main mathematical
assumptions of the models used in the estimation of the Value at risk,
using two main estimation methods: the variance-covariance approach and
the historical simulation. We have shown the impact on the results of the
estimation of the following main hypotheses: the chosen confidence level, the
assumed distribution of the returns, the way of estimating the decay factor in
the RiskMetrics model, as well as the size of the selected sample.
In this regards, it can be observed that the models are accepted
especially in the case of the assumption of a t-Student distribution of the used
returns, as well as of the threshold of 1% statistical significance.
The choice of the statistical confidence level in the estimation of the
risk is of particular importance in the estimation, since the only acceptable
performance areas of the historical estimation are represented by the choice of
a statistical significance threshold of 1%.
Finally, it can be observed that the variance-covariance methodology
is more useful in estimating the risk on the capital market, generating better
results compared to the historical simulation.
