Obiectivele cursului
La sfârşitul modulului cursanţii vor cunoaşte aspecte legale şi
responsabilităţi ale utilizării ECDIS cum ar fi:

• Înţelegerea conceptului ECDIS


• Cunoaşterea cadrului Legal
• Standardul de performanţă
• Înţelegerea sistemului de Back-up
• Familiarizarea cu acronimele utilizate în contextul ECDIS
Conceptul ECDIS?
Sistemul ECDIS este un sistem de navigaţie computerizat alcătuit în
principal dintr-un computer, o bază de date standardizata şi senzori de
navigaţie.

Pe lângă afişarea informaţiilor de navigaţie în timp real, sistemul ECDIS


este utilizat şi pentru îndeplinirea altor funcţii de navigaţie ca de
exemplu: planificarea rutei, monitorizare şi avertizare automată.
Istoricul ECDIS?
1995 The first IMO Resolution allows ECDIS to be used as conventional
ships bridge equipment.
1999 Transas Marine becomes the first company in the world to receive
type approval for its Navi-Sailor 2400 ECDIS.
2002 SOLAS chapter 5 rule 19.2.1.4 is amended and for the first time
includes a provision for the use of electronic means of navigation
to meet SOLAS chart carriage requirements.
2009 SOLAS regulation V/19 is amended to mandate ECDIS carriage
requirement on ships.

Organizaţia Maritimă Internaţionala (IMO) a adoptat în sesiunea numărul
86 din 26 Mai – 5 Iunie 2009, prin Maritime Safety Committee, reguli
referitoare la obligativitatea existenţei echipamentelor ECDIS.

2.1 Toate navele indiferent de dimensiunile acestora trebuie să aibă:


2.1.4 Hărţi de navigaţie şi publicaţii nautice pentru planificarea şi afişarea rutei navei
pentru voiajul pe care intenţionează să îl performeze, şi pentru plotarea şi
monitorizarea poziţiei pe timpul voiajului; sistemele ECDIS pot fi acceptate ca fiind
conforme cerinţelor referitoare la hărţile de navigaţie menţionate în acest paragraf.

2.1.5 Un sistem de Back-up care să îndeplinească cerinţele funcţionale din


paragraful de mai sus, dacă acestea sunt parţial sau total îndeplinite de mijloace
electronice.

Notă explicativă:
Ca sistem de Back-up pentru echipamentul ECDIS poate fi folosit un set de hărţi de
navigaţie de hârtie corespunzătoare. Alte sisteme de Back-up sunt acceptabile ...

Nautical Charts and Publications

27. Nautical charts and nautical publications, such as sailing directions, lists of
lights, notices to mariners, tide tables and all other nautical publications necessary
for the intended voyage, shall be adequate and up-to-date.
Amendamentele de la Manila
• Amendamentele de la Manila au fost adoptate în cadrul Conferinţei
Diplomatice desfăsurate la Manila, Filipine în Iunie 2010.
- Improved measures to prevent fraudulent practices associated with certificates of competency and strengthen the evaluation process;
- Revised requirements on hours of work and rest and new requirements for the prevention of drug and alcohol abuse, as well as updated
standards relation to medical fitness standards for seafarers;
- New certification requirements for able seafarers;
- New requirements relating to training in modern technology such as electronic charts and information systems (ECDIS)
- New requirements for marine environment awareness training and training in leadership and teamwork;
- New training and certification requirements for electro-technical officers;
- Updating of competence requirements for personnel serving on board all types of tankers, including new requirements for personnel serving
on liquefied gas tankers;
- New requirements for security training, as well as provisions to ensure that seafarers are properly trained to cope if their ship comes under
attack by pirates;
- Introduction of modern training methodology including distance learning and web-based learning;
- New training guidance for personnel serving on board ships operating in polar waters; and
- New training guidance for personnel operating Dynamic Positioning Systems

ECDIS Type-specific Training
STCW I/14 1.5:
• “Each administration shall […] require every company to ensure that […] seafarers, on being assigned to any of its ships, are
familiarized with […] equipment, procedures and ship characteristics that are relevant to their routine or emergency duties
[…]”
• This leads to a variety of different rules for every flag state.
ISM Code 6.3:
• “The Company should establish procedures to ensure that new personnel and personnel transferred to new assignments […]
are given proper familiarization with their duties. […]”
Paris MOU for PSC:
• „Are the master and dack watchkeeping officers able to produce appropriate documentation that generic and type specific
ECDIS familarization has been undertaken?“
OCIMF Ship Inspection Report Program:
• „If the vessel is equipped with a fully approved ECDIS, have all the deck officers attended appropriate training course?[...]
Absence of such training should be recorded as an observation.“
Graficul implementării ECDIS

Notă: Navele pot fi exceptate a îndeplini cerinţele conform graficului


dacă vor fi permanenet scoase din uz în timp de doi ani după data
de implementare specificată.
Performance Standard for ECDIS
1.2: ECDIS with adequate back-up arrangements may be accepted as
complying with the up-to-date charts required by regulations V/19 & V/27 of
the 1974 SOLAS Convention, as amended.
3.1: ECDIS means a navigation and information system which, with adequate
back-up arrangements, can be accepted as complying with the up-to-date
chart required by regulation V/19 & V/27 of the SOLAS Convention, by
displaying selected information from an system electronic navigational chart
with positional information from navigation sensors to assist the mariner in
route planning and route monitoring, and if required display additional
navigation-related information.
