Promulgarea legilor (1) Preedintele Republicii Moldova promulg legile.

(2) Preedintele Republicii Moldova este n drept, n cazul n care are obiecii asupra unei legi, s o trimit, n termen de cel mult dou sptmni, spre reexaminare, Parlamentului. n cazul n care Parlamentul i menine hotrrea adoptat anterior, Preedintele promulg legea. Dizolvarea Parlamentului (1) n cazul imposibilitii formrii Guvernului sau al blocrii procedurii de adoptare a legilor timp de 3 luni, Preedintele Republicii Moldova, dup consultarea fraciunilor parlamentare, poate s dizolve Parlamentul. (2) Parlamentul poate fi dizolvat, dac nu a acceptat votul de ncredere pentru formarea Guvernului, n termen de 45 de zile de la prima solicitare i numai dup respingerea a cel puin dou solicitri de nvestitur. (3) n cursul unui an Parlamentul poate fi dizolvat o singur dat. (4) Parlamentul nu poate fi dizolvat n ultimele 6 luni ale mandatului Preedintelui Republicii Moldova, cu excepia cazului prevzut la art.78 alin.(5), i nici n timpul strii de urgen, de asediu sau de rzboi. Mesaje (1) Preedintele Republicii Moldova poate lua parte la lucrrile Parlamentului. (2) Preedintele Republicii Moldova adreseaz Parlamentului mesaje cu privire la principalele probleme ale naiunii. Preedintele Republicii Moldova, eful statului (1) Preedintele Republicii Moldova este eful statului. (2) Preedintele Republicii Moldova reprezint statul i este garantul suveranitii, independenei naionale, al unitii i integritii teritoriale a rii. Atribuii n domeniul politicii externe (1) Preedintele Republicii Moldova poart tratative i ia parte la negocieri, ncheie tratate internaionale n numele Republicii Moldova i le prezint, n modul i n termenul stabilit prin lege, spre ratificare Parlamentului. (2) Preedintele Republicii Moldova, la propunerea Guvernului, acrediteaz i recheam reprezentanii diplomatici ai Republicii Moldova i aprob nfiinarea, desfiinarea sau schimbarea rangului misiunilor diplomatice. (3) Preedintele Republicii Moldova primete scrisorile de acreditare i de rechemare ale reprezentanilor diplomatici ai altor state n Republica Mo Atribuii n domeniul aprrii (1) Preedintele Republicii Moldova este comandantul suprem al forelor armate. (2) Preedintele Republicii Moldova poate declara, cu aprobarea prealabil a Parlamentului, mobilizarea parial sau general. (3) n caz de agresiune armat ndreptat mpotriva rii, Preedintele Republicii Moldova ia msuri pentru respingerea agresiunii, declar stare de rzboi i le aduce, nentrziat, la cunotina Parlamentului. Dac Parlamentul nu se afl n sesiune, el se convoac de drept n 24 de ore de la declanarea agresiunii.
