By means of the piece of work bearing the title above, the authors
attempt to go through the main phases of the 140 years of diplomatic
relations between Romania and Turkey, highlighting, at the same time,

some of the considerable events which have taken place during those
phases.
As is well known, the relations between the Romanian principalities
(Wallachia, Moldavia and Transylvania) have evolved under special
subordination circumstances, different to those in the Balkan area,
which had been directly influenced by the Turkish and Muslim legal
and administrative system.
The Russian-Romanian-Turkish War from the 1877-1878,
concluded by the Treaty of Berlin (July 1878), would radically change
the relations between Romania as an independent state and the Sublime
Porte, setting both on a position of equality according to the customs
of international diplomacy.
After the signing of the Treaty, the first phase of Romanian-Turkish
diplomatic relations has developed under normal conditions, by
founding diplomatic representations in Bucharest and Istanbul.
The First World War (1914 – 1918) would bring the two countries
together, each a part of a different side, locked in conflict. At the end
of the First World War, through the Paris Peace Conference (1918 –
1920), Romania was accomplishing its “Great Unification”, while the
Sublime Porte, losing the war, was falling into disarray irredeemably.
The Turkish People, led by Mustafa Kemal (Atatürk) and his fellow
fighters, starting their liberation struggle nevertheless, were to come
out victorious eventually, by signing the Treaty of Lausanne on 24th
July 1923, and on the 29th of October, the Republic of Turkey was
proclaimed, after the abolition of an Empire which had lasted for more
than six centuries.
Only later could New Turkey, led by M. K. Atatürk, become a free
country, by taking control of its own fate. Starting from this moment
and lasting for the whole period between wars, the diplomatic relations
between Romania and the Republic of Turkey were to achieve important
feats, of which some have gone down in history.
While Romania participated to the Second World War on the side
of the Axis Powers (Germany, Italy and so on) until 1944, Turkey has

managed, with great difficulty, to keep its neutrality until near the end
of one of the most destructive wars of humankind. After the defeat
of Germany, Romania has entered the sphere of influence of the
Soviet Union by becoming a part of the Socialist Camp, while Turkey
has joined the system of free countries, joining NATO in 1952 and
reinforcing the south-eastern European flank.
Several years after the “Cold War” had started and Ceaușescu had
become leader of Romania, and despite the fact socialism was gaining
ground, the diplomatic relations between Romania and Turkey were
resumed somehow, and a system of reciprocal visits every six months,
in one of the two places and on different levels, was established. Some
of them were courtesy visits, without any other purpose, such as
Protocols or Conventions to be signed.
Only after the Revolution of 1989 and Romania’s move towards
democracy did the Romanian-Turkish relations stabilize, with
major evolution taking place in nowadays’ completely new historical
conditions, with increasingly larger development possibilities.
In the presentation, we shall identify the more important events or
accomplishments of one phase or another of the 140 years of diplomatic
relations between Romania and Turkey.

acordarea de drepturi românilor de pe cuprinsul Imperiului (cei din
provincia Macedonia) egale cu cele ale celorlalți creștini (greci, sârbi,
bulgari). De cealaltă parte, diplomația otomană căuta să încheie o
alianță defensivă cu România sau să inițieze demersurile pentru
constituirea unei Confederații balcanice.
Cea mai importantă misiune a diplomatului român, desfășurată
pe toată perioada mandatului său, a reprezentat-o recunoașterea de
către Sultan a unui episcop sau mitropolit al românilor macedoneni,
pentru a evita deznaționalizarea de către greci, sârbi sau bulgari.
Negocierile au fost îndelungate și mereu tergiversate de diplomația
de la Constantinopol, la un moment dat chiar subordonate încheierii
tratatului de alianță româno-otomană. În cele din urmă, misiunea lui
Trandafir Djuvara s-a încheiat cu un eșec. Cu toate acestea, eforturile
sale aveau să fie apreciate de Regele Carol I. Un câștig la nivelul relațiilor
celor două țări în această perioadă l-a constituit reînnoirea convenției
comerciale în 1897.

modul în care au fost primite de autoritățile otomane. Ne interesează
aspectele politico-diplomatice ale celor două vizite, dar și implicațiile
economice ale acestora în raporturile dintre guvernele de la București
și la Constantinopol.

Between 29th and 31st October 1933, the leaders and central - local
institutions of the young Turkish Kemalist state organised, carried out
and finalized grand official events and activities on the occasion of
the 10th anniversary of the proclamation of the Republic of Turkey
(Türkiye Cümhüriyeti) on October 29th 1923. The special committee
for organising the festivities invited representatives of the diplomatic
corps officially accredited in Ankara / Istanbul and delegates of Turkish
minorities from different countries of the world.

From Romania, besides the officially accredited diplomatic
representatives, a delegation consisting of approx. 125 Muslim Turks
from Durostor County in southern Dobruja led by Senator Ahmed
Tașçı Rifat and mufti Hafez Rifat attended the events held in Ankara
and Istanbul. The members of the delegation went to the cities of
Istanbul and Yenișehir and to neighbouring villages where they had
relatives and acquaintances, actively taking part in the anniversary
activities taking place in those locations. Senator Ahmed Tașçı Rīfat
and the mufti Hafez Rīfat (the Muslim legal expert of the county) visited
Ankara, accompanied by Ion P. Carp, the envoy extraordinary and the
Romanian minister plenipotentiary in the Turkish capital. There, the
two leaders of the Muslim Turkish delegation from Dobruja attended
the official military parade, visited the Institute of Agriculture recently
inaugurated by the Turkish Prime Minister, met with members of the
Turkish government: Prime Minister Ismet Inönü, Minister of Foreign
Affairs Tevfik Rüștü Aras, Minister of Agriculture Muhlis bey.
The second reason for the invitation and the discussions between
the Turkish officials and the leaders of the Muslim Turkish delegation
from Romania was the need to inform the Senator and the mufti of
Durostor County that the realities and living conditions in Turkey
(especially in Anatolia) are harder than in Dobruja, that the intentions
of the Turkish families from Dobruja to migrate to Turkey must be
strongly discouraged from the start. In 1933, Turkey did not want
to offer vain hopes of benefiting from the emigration of the Turks
from Dobruja to Anatolia because it lacked the necessary funds and
infrastructure to colonize them in the semi-arid lands of Asia Minor.
Also, the Turkish - Romanian joint actions could effectively combat
the Bulgarian propaganda which promoted the emigration of the
Turks from Dobruja to Turkey and the takeover of their lands by the
Bulgarians in Cadrilater.
The visit of the Turkish Muslim delegation from Durostor County
to Turkey between 29th and 31st October 1933 reached two outcomes.
The group participated in the celebrations organised on the occasion

Wolfson a încheiat un acord cu Pants, prin care acesta din urmă s-a
angajat să închirieze caiace turcești în numele germanilor ca mijloc de
a furniza informații. În timpul celui de-al doilea război mondial, Tozan
a fost unul dintre cei mai importanți agenți SOE din Balcani.În august
1941, Siguranța Română l-a arestat pe Rică Georgescu, colaboratorul
lui Iuliu Maniu și pe operatorul W / T. Odată cu dispariția din scenă
a lui Georgescu și a aparatului W / T, SOE a trebuit să se întoarcă la
curieri ca mijloc de a menține contactul cu Maniu. Aflat în dificultate
SOE a apelat la metode simple și tradiționale cu care au contracarat
controlul german al frontierei de la Svilengrad folosind privilegiile
diplomației, pe care chiar și naziștii au considerat încă de cuviință să le
respecte. Au folosit pe Tozan, consulul finlandez din Istanbul. Acesta a
devenit principalul contact al SOE cu Maniu. Dar, în scurt timp, a fost
arestat de poliția secretă maghiară. Tozan a fost arestat atunci când un
agent maghiar, pe care a fost instruit să îl contacteze într-un acces de
suspiciune, a înțeles greșit abordarea lui și l-a denunțat. Dar două plăți
într-o bancă elvețiană de 20.000 de franci elvețieni și 20.000 de dolari
au scos pe Tozan în siguranță din celula sa maghiară cu un pașaport
croat. Acest articol spune povestea lui Tozan în perioada 1941-1944.

Turkish caiques on behalf of the Germans as a means of providing
regular sources of information. During the Second World War, Tozan
was one of the most important SOE agent in Balkans. In august 1941
Romanian Surete arrested Rica Georgescu who was Iuliu Maniu’s
collaborator and the W/T operator. With the disappearance from the
scene of Georgescu and the W/T set, SOE had to fall back on couriers
as a means of maintaining contact with Maniu. SOE in trouble resorted
to simple and traditional methods countered the German Svilengrad
border control with the privileges of diplomacy which even the Nazis
still found it expedient to respect. They used Tozan who was Finnish
Consul in Istanbul. He became the main SOE contact with Maniu.
But in short time he was arrested by Hungarian Secret Police. An
Hungarian agent with whom he was instructed to make contact in an
access of suspicion misunderstood his approached and denounced
him. But two payments into a Swiss Bank of 20,000 Swiss francs and
20,000 dollars brought Tozan safely out of his Hungarian cell with a
Croatian passport. This article tells Tozan’s story between 1941-1944.

În deschiderea cărţii există fotografiile lui Nicolae Titulescu şi
Mustafa Kemal Atatürk, însoţite de următorul text: „România şi Turcia
sunt hotărâte să desfăşoare o prietenie sinceră şi afectivă. În credinţa
că prietenia dintre Turcia şi România se va întări în viitor”. Semnează
Nicolae Titulescu. „Sentimentele leagă popoarele între ele mai mult
decât tratatele. România ocupă un loc frăţesc în inimile noastre”.

Totodată, în cuprinsul demersului nostru vom evidenția acțiunile
întreprinse din anul 1960 până în prezent de către arhivisti-paleografi
ai Arhivelor Naţionale pentru întregirea fondului arhivistic naţional,
care, urmare politicii de acorduri mutuale dintre Arhivele Naţionale
și instituţii deţinătoare de arhivă din Republica Turcia, în special
cu Bașbakanlik Arșivi, au realizat o importantă și bogată colecţie de
documente pe suport de substituţie (microfilm), colecţia Microfilme
Turcia, importantă sursă de cercetare a evoluţiei relaţiilor turco-
otomane. In final, ne vom îndrepta obiectivul analizei către noile direcții
și perspective oferite de actualele realităţi ale știinţei arhivistice, mai ales
de ceea ce reprezintă realizarea descrierilor arhivistice standardizate și
de digitalizare a documentelor de arhivă.

dezvoltate de agențiile de stat pentru a face față pericolului sovietic din
ultimul an al războiului.

care dovedesc aspectele menționate mai sus.
The Evolution of the Economic Relations between Romania and
Turkey in the Last Decade
There are some countries whose name is mostly pronounced during
last decade. Especially the global economic downturn highlighted the
performance of those countries among which Turkey is considered as
a special case. Being one of the most important actor in its region and
in global scale as well, Turkey is demonstrating a very well established
combination of democratic principal with its cultural and religious
characteristics.
Considering the fact that the economic crisis that we are faced is
the one with the deepest effect since “the great depression”, even those
countries which are the stars of the last decade were affected by. Turkey
has nevertheless succeeded to cope with the crisis.
Besides, Turkey has had a very important role in the Balkan region
in terms of its contribution to imprevemnt of market economoy and
international trade in Balkan region especially after the collapse of
‘iron curtion’. This statement finds a concrete base when it is reflected
to Romanian-Turkish economic and commercial relations as well.
Having in mind the fact that Romania is the biggest country in the
region, there was, and still is, a huge economical potential to develop and
to settle strong economic and commercial ties with the negighbouring
countiries but not only. A study on chronological bilateral relations
between Romania and Turkey, at a glance, provides us main indicators
proving obeve mentioned aspects.
