CONDIŢII INIŢIALE ŞI CERINŢE PENTRU DEZVOLTAREA SISTEMULUI

Întocmirea tabelului cu condiţiile privind legalitatea, politicile sistemului, siguranţa şi securitatea, regularizarea şi standardizarea sistemului de
informare în timp real pentru trafic şi călătorie.

Categoria „condiţii politice” se referă la cerinţe privind cadrul legal, modul de reglementare şi standardizare, cadrul politic şi de securitate în care
va funcţiona sistemul de informare privind traficul şi călătoria. Cele mai relevante cerinţe pentru sistemul proiectat trebuie să cuprindă:

- Cadrul legal: cadrul legal trebuie să asigure conformitatea cu legislaţiile Europeană şi naţională în ceea ce priveşte securitatea datelor, anonimatul
utilizatorilor, precum şi protecţia datelor cu caracter individual sau privat;

- Reglementări şi standarde: standardizarea şi reglementarea din domeniul bazelor de date, interoperabilitatea tehnică, limba folosită la operarea
sistemului, modul de tarifare şi de taxare a sistemelor etc. Se pot utiliza standarde la nivel internaţional, de exemplu CEN (Comitetul European
pentru Standardizare) sau naţional (STAS), în măsura în care acestea sunt disponibile;

- Cadrul politic: reprezintă cadrul politic necesar definirii ariei de cooperare dintre furnizorii de servicii, utilizarea intermodalităţii în transporturi,
planificarea multinivel etc. Cadrul politic investighează dacă resursele necesare sunt suficiente şi dacă se asigură beneficii suficiente din
investiţiile în intermodalitatea transporturilor, pentru a justifica public investiţia:

- Securitate: este necesar cadrul securizat ce asigură o mai bună cooperare dintre furnizorii de servicii, pentru asigurarea protecţiei pasagerilor,
utilizatorilor serviciilor, împotriva ameninţărilor externe ale sistemului.
