ACT (ASSISTING COMMUNITIES TOGETHER) PROJECT – SEVENTH PHASE (2011-
2012)
GUIDELINES FOR APPLICANTS

1. BACKGROUND INFORMATION

The Assisting Communities Together (ACT) Project is a joint initiative of the Office of the United
Nations High Commissioner for Human Rights (OHCHR) and the United Nations Development
Programme (UNDP) which makes small grants available for civil society organizations carrying out
human rights promotional activities in local communities. Since its launch in 1998, it has focused on
strengthening local capacities for human rights education, training and public information in the context
of the United Nations Decade for Human Rights Education (1995-2004) and of the World Programme
for Human Rights Education (2005-ongoing).

Supported activities, depending on local needs, have included:


- organizing human rights workshops and training courses for various groups, including teachers,
women, social workers, public officials and indigenous peoples;
- building human rights awareness through cultural events, such as theatre performances, art
exhibits and rock concerts;
- producing/translating human rights materials and disseminate them through the media;
- creating information centres for the promotion and protection of human rights;
- developing education programmes for specific vulnerable populations such as prisoners, sex
workers, HIV-positive persons, orphans, internally displaced persons;
- developing activities for human rights education with children and youth, such as school
competitions and establishment of human rights youth clubs.2

2. THEMATIC FOCUS

The seventh phase is focusing on supporting human rights education projects specifically aimed at
countering discrimination on any ground and with regards to any group, in line with one of OHCHR’s six
thematic priorities for the 2010-2011 biennium. 3 However, as in previous phases, proposals for human
rights education activities concerning other issues may also be considered, based upon local needs.

3. WHO IS ELIGIBLE TO APPLY

Applications will be accepted from:


 non-governmental organizations;
 local associations;
 academic institutions; and
 other civil society institutions carrying out human rights promotional activities in local
communities.

Organizations that have already received an ACT grant in the past are eligible as long as they have no
outstanding reports concerning the previously funded project.

4. PROJECTS

The projects should include activities to be carried out within the period of no more than six months
(projects may be shorter). Proposals should be as innovative as possible, replicable and designed to
provide maximum sustainable impact at the local level. The proposed budget for an ACT grant must be
a maximum of US$ 7,000. The overall project budget can be higher if funds are available from other
sources. But the grant application budget must not exceed US$ 7,000.

When planning the activities, please bear in mind that grant payments are made in two instalments:
Disbursement of the first instalment (80% of the total grant) will normally be made shortly after the
signature of the Grant Agreement by OHCHR. The second instalment of the grant will be released only
when a satisfactory final report concerning all implemented activities has been received and accepted
by OHCHR. Start date for project implementation should be no later than August 2011.

5. HOW TO APPLY

Application forms and guidelines are available from your local UNDP country office and OHCHR field
presence. The applicant will complete the application form in English, French or Spanish and return it to
the UNDP country office or the OHCHR field presence. OHCHR Headquarters in Geneva does not
receive application forms directly.
