In ciuda diferentelor care exist intre trile, inclusiv
factorii, cum ar fi. infrastructura tehnologiilor
informationale si a cadrului de reglementare, este mult mai
comun i de convergent in rspandirea de e-Finance,
adic exist un fond comun de experient pe care
toate trile industriali:ate i emergente ar putea s
desene:e pentru evolutiile viitoare in politica economic.

Despite the differences that exist between countries
including factors such as informational technologies

which all industrial and emerging countries could
draw for future developments in economic policv.

In studiul efectuat s-a incercat de a aprecia situatia in linii
generale a economiei Republicii Moldova in comparatie cu
alte state europene i CSI in curs de de:voltare, de a urmri
evolutia acestora pe parcursul perioadei reformelor
economice. S-au fcut unele evaluri in directia determinrii
numrului de concetteni care muncesc peste hotare i care ar
fi aportul lor la formarea veniturilor trii.
The studv attempts to assess the general situation of the
Moldovan economv compared to the other European and CIS
developing countries, to followtheir evolution during the
economic reforms. There has been made some assessment
towards determining the number of fellow citi:ens who work
abroad and what would be their contribution to the income

In acest articol se reflect trsturile securittii financiare i a
cri:ei economice, fiind elucidat corelatia reciproc, precum i
principalii indicatori de evaluare. Asigurarea securittii financiare
contribue la progno:area i atenuarea efectelor cri:ei economice.
Totodat, este reflectat esenta i continutul procesului de
formare i gestionare a datoriei publice interne, ca parte
component a datoriei publice globale. Este abordat
semnificatia datoriei publice interne in cadrul reali:rii
politicilor economice ale statului, fiind evidentiate aspectele
po:itive i negative, in corelatie cu securitatea economic.

This article reflects the features of financial safetv and
economic crisis, relating to mutual correlation and evaluation
of kev indicators. Providing financial securitv contributes to the
prediction and mitigation of the economic crisis.
Also, this article reflects the essence and the contents of
formation and administration process of intern public assets, as
a component part of the global public assets. Concomitantlv, is
approached the meaning of the internal public debt as part of
the state economic politics, being destinguished the positive
and negative aspects, correlated with economic securitv.

Buna gestionare a problemelor financiare i de
intelegere a contextului lor economic este un marker critic
pentru succesul unei firme de-a lungul evolutiei pietei.
Aceste probleme varia: enorm in domeniul de aplicare i
consecinte, in functie de ca:ul unde este intreprinderea in
ciclul de viat al acestuia.
Intreprinderile mici lupta cu finantarea operatiunilor i
eficientei alegerei pietei, intreprinderile mari incearc s
fac fat cu structura de capital i de:voltarea cotei de piat,
firmele sunt prinse in lupta shakeout pentru supravietuire, i
firmele mature se concentre:e pe gestionarea fluxurilor de
numerar i un accent singular pe eficient.
Atentia pietei se schimb de la tinta initial pe linia de
top pentru start-up-uri, linia de mifloc pentru
intreprinderile mari la linia de fos pentru companii mature.
Pretul actiunilor este bine corelat cu aceste markeri.
Conducere unei firme trebuie s acorde o atentie deosebit
indicatorilor financiari care stau la ba:a contextelor
economice.
Acest articol va examina in detaliu scenarii gsite in
piat pentru firme de hi-tech i provocrile lor financiare.
Dei modelul de studiu este industria hi-tech, cele mai multe
descoperiri se pot aplica in mod egal in alte sectoare, in
special cele ce tran:itea: rapid in de:voltarea pietei lor.
Proper management of financial issues and the
understanding of their economic context is a critical marker
of a firms success throughout the market evolution. These
issues varv enormouslv in scope and consequence depending
upon where the firm is in its lifecvcle.
Young firms struggle with funding of operations and
market choice effectiveness, growth firms cope with capital
structure and market share development, firms caught in the
shakeout storm battle for sheer survival, and mature firms
concentrate on management of cash flows and a singular
focus on efficiencies.
The market attention shifts from the initial focus on top
line for start-ups, middle line for growth firms to the bottom
line for mature companies. Stock price is well correlated with
these markers.
The management of a firm therefore must pav particular
attention to husbanding the right financial indicators in the
underlving economic contexts.
This article will examine in detail the various scenarios
found in the market for hi-tech firms and their financial
challenges. Although the template for the studv is the hi-tech
industrv, most findings can equallv applv to other sectors,
especiallv ones transiting rapidlv through their market
development.

Problema resurselor energetice este destul de veche i
poate fi re:olvata utili:and resurse alternative de
combustibil, o buna parte din care pot fi obtinute din
biomasa. Necesitatea utili:arii bioetenolului deriv din
reducerea re:ervelor mondiale de combustibili i
schimbarile climaterice globale. Conform prerilor unor
economisti - in ca:ul in care economia mondial incepe s
utili:e:e biocombustibili, securitatea alimentar poate fi
afectat, deoarece producerea biocombustibilului implic
produse alimentare i culturi pentru hrana scumpe.

The issue of energv resources is quite old and can be
solved bv using alternative sources of fuel, a part of which
can be obtained from biomass. The need of using
bioethanol is driven bv the reduction of world reserves of
fossil fuel and global climate change. Due to certain
economists - if the world economv starts using biofuel,
food securitv can be affected, as the production of the
main biofuel implies a lot of expensive food and feed
crops.

stimulea: sectorul financiar-bancar in aplicarea
oportunittilor lumii tehnologi:ate. Acest articol explorea:
impactul detinut de sistemele de deservire bancar in cadrul
bncii i, respectiv, costurile ce tin de punerea in functiune a
acestora. Succesul implementrii i functionrii acestor sisteme
poate fi resimtit atat de ctre bnci, cat i de mediul extern,
repre:entat prin populatie i guvern. Actualitatea temei este cu
atat mai stringent, cu cat efectele cri:ei trebuie depite prin
solutii apte s aduc plus valoare activittii bancare. Anali:a
cat mai exact a costurilor sistemelor informationale bancare
poate constitui determinanta care inltur necesitatea de a face
orice lucrare pe suport de hartie i economisete timp
considerabil pentru utili:atori. In industria actual bancar,
'motorul` de de:voltare repre:int avantaful competitiv, iar
,uleiul` este calcularea costurilor. Managementul eficient are
menirea de a cuantifica aceste avantafe economice, precum i
astfel de sisteme informationale, ca Ibanking, devin defa o
necesitate pentru bnci.

The fast development of the Internet and online
business boosts the banking sector to use the opportunities
of the tech world. This article explores the impact of
banking service svstems in the bank and that costs related
to the operation of these svstems. Successful of
implementation and operation of these svstems can be felt
bv both banks and the external environment represented bv
the population and government. The topic is more actual
as the crisis effects must be overcome through solutions
that would bring an added value to the banking activitv.
The most precise analvsis of the banking information
svstem costs mav be determinative that eliminates the need
to do anv work on paper and saves considerable time for
users. In todavs banking industrv, the "engine" of
development is the competitive advantage and the "oil" is
cost calculation. Effective management is meant to

Tax fraud leads to several undesirable outcomes and
has the potential to adverselv affect financial, economic,

gestionare a patrimoniului public al statului i al unittilor
administrativ-teritoriale.
Auditul extern al Curtii de Conturi are ca sarcin
principal ridicarea eficacittii puterii executive. Acest articol
descrie rolul managementului auditului extern asupra utili:rii
eficiente a finantelor publice. Autorul pre:int, de asemenea,
impactul activittii de audit asupra unor domenii importante
din viata social-economic a trii in anul 2009.

Within the state financial svstem, the Court of
Acounts,as the supreme institution of external
audit, has as a main task checking the formation,
administration an use of state financial resources and of
the pubic sector, as well as the management of public
assets of the state and of the administrative-territorial
units.
The external audit of the Court of Accounts is responsible
for the increase of the efficiencv of the executive power. This
article describes the role of the external audit management on
the efficient use of the public finance. The author presents the
impact of the audit activitv on important spheres in socio-
economic life of the countrv in 2009.

The article deals with fiscal securitv, particularlv fiscal
risks as one of its most important components. The scientific
investigations of the article could help to develop the concept of
fiscal risks in terms of internali:ation and of national
economies, to improve methods to reduce that risk. Because,
analvsis of fiscal risks becomes increasinglv important.
Reasons include increasing volumes and volatilitv of private
capital flows, transformation of the state from financing of
services to guaranteeing particular outcomes, and related to
both of these, moral ha:ards in the markets, and fiscal
opportunism of policv makers.

Literatura de specialitate abund in anali:e i modele de
cretere i de:voltare economic. In ultimii 10 ani, un punct de
referint in practica international in domeniul dat, repre:int
lucrarea lui Hausmann, Rodrik and Jelasco unde este descris
metodologia de determinare a celor mai iminente constrangeri
i se ba:ea: pe ,o clasificare elementar, dar semnificativ`.
Cu alte cuvinte, aceast abordare adresea: o intrebare valid
pentru economia unei tri de ce creterea este lent. Articolul
pre:int o sinte: a anali:ei in acest sens, ba:at pe studiile
efectuate in Republica Moldova.

The literature is replete with analvsis and models of
economic growth and development. In the past 10 vears, a
milestone in international practice in this area, is the
work of Hausmann, Rodrik and Jelasco describes the
methodologv for determining where the most immediate
constraints and is based on "a basic classification, but
significant." In other words, this approach addresses a valid
question for a countrvs economv whv growth is slow. The
article presents a summarv of the analvsis in this respect, based
on studies in Moldova.

Instabilitatea financiar este o component a sistemului
financiar. Cri:a economic mondial din anii 2008-2010 ne
impune s studim cri:ele economice care pot fi progno:ate,
dar nu i ocolite, sunt inevitabile i se pre:int ca mecanismele
generatoare de oscilatii in procesele economice. Premi:ele
cri:elor financiare sunt create in perioadele de ,avant`
economic, cand nivelul preturilor crete, cand debitorii ii
savurea: activele, sunt convini c ,miine` preturile vor fi
mai mare decat cele de ,a:i`. In perioadele de creteri
economice preturile cresc, dar nu din contul creterii calittii
produselor respective ci din cau:a creterii inflatiei.

Financial instabilitv is a component of the financial
svstem. The world economic crisis of 2008-2010 vears
requires us to studving economic crises can be predicted, but
not avoided, are inevitable and are presented as mechanisms
that generate oscillations in economic processes.
Contributing financial crises are created during the "boom"
economv, when prices rise, the borrowers enfov their assets,
are convinced that "tomorrow" prices will be higher than
"todav". In periods of economic growth rates increase, but
not at the expense of increasing the qualitv of these products
but due to rising inflation.

Este general acceptat faptul, c canalul cursului de
schimb este considerat a avea cel mai puternic impact asupra
procesului inflationist din economia Republicii Moldova.
Totui, este discutabil dac preturile rspund in acelai mod
atat la aprecierea i la deprecierea cursului de schimb. In
pre:enta lucrare se incearc a se testa dac exist vreo
asimetrie magnitudinal referitoare la transmisia de la cursul
de schimb la inflatiei. Re:ultatele obtinute sunt atat in
conformitate cu teoria existent cat i cu cunoaterea a priori
a autorului cu privire la asimetria po:itiv.

It is commonlv accepted that the exchange rate
channel is considered to have the strongest impact on
inflation process in Moldovas economv. Still, this is
questionable if prices respond in the same wav to both
appreciation and depreciation of exchange rate. Current
work attempts to test if there is anv si:e asvmmetrv related
to exchange rate pass-trough to inflation. The results
obtained are both in line with existent theorv and with
authors a priori knowledge of positive asvmmetrv.

Articolul propus este consacrat studierii evolutiei
delimitrilor conceptuale ale creterii economice. Au fost
anali:ate diferite teorii i opinii ale savantilor-economiti
asupra notiunii i continutului procesului de cretere
economic. A fost conturat calea de perfectionare a
studierii conceptului de cretere economic reieind din
realittile sociale, politice, economice ale perioadei in care
s-au inaintat aceste teorii precum i din evolutia gindirii
economice. Au fost cercetate fenomenele conexe ale
creterii economice cum ar fi. de:voltarea economic,
de:voltarea uman, de:voltarea durabil, progresul
economic, evidentiindu-se punctele comune i cele specifice
ale acestora, precum i relatiile de parte-intreg existente
intre ele. Din toate aceste abordri au fost generali:ate
beneficiile i costurile creterii economice anali:ate atit ca
proces cit i ca scop al activittii economice.
Au fost conturate principalele aspecte ale creterii
economice in Republica Moldova precum i impedimentele
acesteia i unele ci de depire ale cri:ei.

The proposed Article is devoted to studving the
evolution of conceptual boundaries of economic growth.
There have been analvsed different theories and opinions
of scholars-economists on the concept and content of the
growth process. It was outlined to improve the wav the
concept of economic growth based studv of social,
political, economic aspects of period in which these
theories were put forward and the evolution of economic
thought. There have been investigated related phenomena
of economic growth such as economic development,
human development, sustainable development, economic
progress, highlighting the common points and their
specific and part-whole relations between them. From all
these approaches have been generali:ed the benefits and
the costs analvsed both as a process of economic growth
and as a goal of economic activitv.
There have been outlined the main aspects of
economic growth the Republic of Moldova and its
impediments and some wavs of overcoming the crisis.

Population ageing, as the natural process, is a change in
the age structure of the population. Population ageing all more
is complicated and is modified in accordance with the
development of human societv. The process of ageing is studied
bv various sciences, including demographv, medicine,
economv, sociologv, geographv, ecologv, genetics and others.
The necessitv of application of specific methodological
approaches and principles is appeared for the evaluation of the
impact of interrelations. This article proposes the complex and
svstem approaches, as the most acceptable for the impact
evaluation of population ageing on the social and economic
development of the countrv, as well as the principles utili:ed in
this case.

In acest articol se pre:int efectele de ordin social i
economic in urma procesului migrational care are loc de
mai multi ani atat in Republica Moldova cat i in
Romania. Aceste dou tri se confrunt deopotriv cu
problema migratiei fortei de munc peste hotare pe de o
parte i fenomenul abandonului migrational al copiilor, pe
de alt parte. Acest fapt influientea: benefic economia
trilor i a gospodriilor, dar afectea: in sens negativ
creterea i educarea copiilor rmai singuri acas.

This article presents the socio-economic effects of the
migratorv process in the Republic of Moldova, as well as
in Romania. These two countries confront, on the one
hand, with the problem of the migration of labour force
and, on the other hand, with the phenomenon of the
migratorv abandon of children. This situation has a
beneficial influence on the countries and households
economv. Howeve,r it negativelv affects the growth and
education of those children who remain home alone.
