1.Translate the text
5. Fill in the gaps using the vocabulary notes. Use each verb once

1) In law-abiding societies, ordinary citizens are usually happy to
enforce or to obey. But there also rather different societies where
most people feel that it is not such serious matter to respect the law.
In such places, people do not seem to following the law and even the
most honest of citizens does not expect always to comply within in.
The rules of such societies have no difficulty in introducing or
adopting new laws, but the police have considerable problems when
it comes to enforcing or act those laws.
