stabilit la art. 6 din Directiva Consiliului nr. 91/692/CEE. Acest chestionar sau
model va fi transmis autoritii publice centrale din domeniul apelor i proteciei
mediului cu 6 luni nainte de nceputul perioadei de raportare. Raportul va fi
transmis Comisiei Europene n termen de 9 luni de la sfritul perioadei de raportare
de 3 ani cuprinse n raport.
Prezenta hotrre transpune urmtoarele acte normative comunitare:
a) Directiva Consiliului nr. 75/440/CEE privind cerinele de calitate pentru apa de
suprafa destinat preparrii apei potabile n statele membre, publicat n Jurnalul
Oficial al Comunitilor Europene (JOCE) nr. L 194/1975;
b) Directiva Consiliului nr. 79/869/CEE privind metodele de msurare i
frecvenele de prelevare i analiz a apelor de suprafa destinate preparrii apei
potabile n statele membre, publicat n Jurnalul Oficial al Comunitilor Europene
(JOCE) nr. L 271/1979.
ANEXA 1
NORME DE CALITATE
pe care trebuie s le ndeplineasc apele de suprafa utilizate pentru potabilizare
NTPA-013
ART. 1
(1) Prezentele norme de calitate reglementeaz cerinele de calitate pe care apele
dulci de suprafa utilizate sau destinate potabilizrii, denumite n continuare ape de
suprafa, trebuie s le ndeplineasc dup o tratare corespunztoare.
(2) Apa subteran i apa salmastr nu fac obiectul prezentelor norme de calitate.
(3) Aplicarea prezentelor norme de calitate conduce la reducerea nivelului de
tratare a apei brute de suprafa, cu influen direct asupra costurilor.
(4) Sunt considerate ape potabile toate apele de suprafa din care se capteaz apa
pentru consumul uman i care se transport prin reele de distribuie pentru uz public.
ART. 2
Apele de suprafa se clasific, n funcie de valorile limit, n 3 categorii: A1, A2
i A3. Fiecrei categorii i corespund o tehnologie standard adecvat de tratare,
prezentat n anexa nr. 1a), i caracteristicile fizice, chimice i microbiologice,
prezentate n anexa nr. 1b).
ART. 3
(1) Autoritile bazinale de gospodrire a apelor stabilesc pentru apa de suprafa,
din toate punctele de prelevare sau pentru fiecare punct individual de prelevare, valori
pentru toi parametrii/indicatorii de calitate prevzui n anexa nr. 1b).
(2) Valorile indicatorilor de calitate prevzute n coloana R din anexa nr. 1b)
reprezint valori recomandate, iar cele din coloana O reprezint valori maxim
admisibile.

ANEXA 2
la normele de calitate
NORMATIV
privind metodele de msurare i frecvena de prelevare i de analiz a probelor din
apele de suprafa destinate producerii de ap potabil

ART. 1

Obiectivul normativului
Prezentul normativ reglementeaz metodele de msurare a parametrilor prevzui n
anexa nr. 1b) la NTPA-013 i frecvena de prelevare i analiz a probelor din apele de
suprafa destinate potabilizrii.
ART. 2
Definiii
n sensul prezentului normativ, prin termenii tehnici de mai jos se nelege:
a) metoda de msurare de referin - indicarea unui principiu de determinare sau
descrierea succint a unei proceduri de operare care s permit determinarea valorii
parametrilor prevzui n anexa nr. 2a);
b) limita de detecie - valoarea minim a parametrului examinat, care poate fi
determinat printr-o metod de determinare dat;
c) precizie - intervalul de variaie/limitele ntre care se situeaz 95% din rezultatele
msurtorilor efectuate pe acelai eantion, cnd se utilizeaz aceeai metod de
determinare;
d) acuratee/exactitate - diferena dintre valoarea real a parametrului examinat i
valoarea medie obinut experimental.
ART. 3
Parametri, prelevare, frecvene de prelevare i metode de analiz a probelor
(1) Analiza probelor de ap are n vedere parametrii prevzui n anexa nr. 1b) la
NTPA-013, pentru care au fost prevzute valori I i/sau G fiecreia dintre cele 3
categorii de ap de suprafa A1, A2 i A3.
(2) Metodele de msurare de referin sunt cele prevzute n anexa nr. 2 a).
(3) La verificarea parametrilor prevzui n anexa 2 a) trebuie respectate valorile
pentru limita de detecie, precizia i acurateea metodelor de msurare de referin.
ART. 4
(1) n anexa nr. 2b) sunt stabilite frecvenele anuale minime de prelevare i analiz
a probelor pentru determinarea fiecrui parametru. Prelevarea probelor trebuie s se
desfoare pe ntregul an pentru a oferi o imagine reprezentativ a calitii apei.
(2) Anexa nr. 2c) specific parametrii care se determin n apele de suprafa, pe
categorii de ape de suprafa.
(3) Probele prelevate din apa de suprafa trebuie s fie reprezentative pentru
calitatea apei n punctul de prelevare.
ART. 5
Recipientele utilizate pentru prelevarea probelor, reactivii sau metodele utilizate
pentru conservarea lor n vederea analizrii unuia sau mai multor parametri,
transportul i depozitarea lor, precum i pregtirea probelor pentru analiz nu trebuie
s produc modificri importante asupra rezultatelor analizelor.
