Prin prezența, rog organele de drept să identifice și să cerceteze prin prisma legislației naționale.

conducere al Republicii Moldova în permisul de conducere Statului Român.

Comunic, că începând cu anul 2016 am avut un job în regatul Unit al Marii Bitrania. iar

la finele lunii aprilie 2018 am revenit acasă.

Fiind obligat de legislația internă a Marii Britanie pe dimensiunea actelor pentru mijloace
de transport, am decis să găsesc oportunități de transcriere a permisului moldovenesc în permisf

român în continuare, având cele mai vagi cunoştințe pe domeniul dat am apelat pentru

soluționarea acestei probleme, m-am adresat unei persoane care am cunoscut-o în preajma SLU"

Consulatului Român care s-a prezentat lon, s-a oferit rezolve problema contra unei plāți

250EUR. Menționez că în discuția cu această persoană a dat dovadă de cunoştințe în acest

domeniu, mi-a insuflat incredere, permanent raspundea la telefon, in fata Consulatului dặdea

consultații mai multor persoane, am observat cum a transmis seturi de acte cu certificate de

nastere transcrise, procuri li altele fapt care m-a determinat să cred că este de bunả credință.

Cu atât mi mult adaug că mi-a oferit nişte chestionare şi cereri pe care le-au complectat pentru
prezentarea ulterioară autorităților Statului Român. Tot atunci m-am pozat pentru acte și i-am
transmis alăturat și pozele. Din spusele d-lui lon, urma ca setul de acte și permisul să fie depus la

Ulterior, către finele lunii iunie am fost contactat de către lon, iar la întâlnire cu el și mi-

examinează în instanța de judecată. Copiile de materiale cauzei penale le prezint poliției. Tin så

menționez că o dată cu recerea timpului, strămutarea cu traiul în altă țară, schimbul detelefoane

By my presence, I ask the law enforcement agencies to identify and investigate through by
legal means, the unknown persons who during the months of April-June 2018. taking advantage
of the ignorance of the legal framework by me, taking advantage of my trust, determined me to
send them money in the amount of EUR 250, personal documents and photos in exchange for
transcribing (changing) the driving license of the Republic of Moldova to the driving license of
the Romanian State.

I communicate that since 2016 I had a job in the United Kingdom of.Great Britain and at
the end of April 2018 I returmedback home.
Beingobliged by thedomesticlegislation ofGreatBritain on the size ofdocumentsfor o

means of transport,I decided to find opportunities to transcribe (change) the Moldovan driving
licence into a Romanian driving licence. Having the vaguest knowledge in this field I appealed to
solve this problem, I addressed to a person I met near the Romanian Consulate who introduced

himself as Ion, he proposed me to solve the problem for a payment of 250EUR. I mention that by uvE
the discussion with this person he proved knowledge in this field, he inspired confidence, he
always answered to my phone calls, in front of the Consulate he consulted many people, I noticed
how he sent sets of documents with transcribed birth certificates, powers of attorney and other
facts that led me to believe that he is in good faith.

Even more, he transmitted me some application forms and requested me to fill them in for
subsequent presentation to the Romanian State authorities. At the same time, I made photos for
documents and sent them to him. According to Mr. Ion's words, the set of documents and the
driving license had to be submitted to the Authorities of Romania and in about one month the

transcribed / changed driving licence had to be handled to me.

I mention that he did not request notarial powers of attorney from me, instead he told me
that from the amount he paid, he will also pay the fees provided by law.

Subsequently, by the end of June, I was contacted by lon and at the meeting with him, he

sent me the document, assuring me that it was true. The driving license was in a sealed envelope,

and on the header with the emblems of the Romanian State.

 Later, in September, I returned to Great Britain, where I owned a car and during the

verifications of the documents by the British State Police, respectively no suspicions arose of

forgery, but in December of 2019 yearI was stopped and checked and a result of this fact the

driving licence was taken from me with the suspicion of fake document. Further on the driving
licence was examined and verified in terms of authenticity, establishing through research that it is

a fake one.
I was further investigated in a criminal case and at the moment the case is being examined

in court. I present the copies of materials of the criminal case to the police. I want to mention that

with the passage of time, moving to another country, exchanging phones and contact numbers, I
did not preserve the telephone number of that person as well as the advertisement regarding the

services provided by this one. At the same time for knowledge of the cause I ask to be informed

about the progress of research on this case, as well as on the domestic and international legal

framework aimed at exchanging driving licenses and identity documents.
