R omânia este situatã în sud-estul Europei
Centrale, în interiorul și exteriorul arcului
munților Carpați, pe cursul inferior al Dunãrii
(1075 km), cu ieșire la Marea Neagrã, la o distanțã
fațã de extremitãțile continentului, ce variazã
între 1050 km și 2800 km.
T eritoriul României este situat la intersecția
paralelei 45o N cu meridianul 25o E.
România este o țarã carpaticã și dunãreanã, cu
ieșire la Marea Neagrã.
Litoralul românesc al Mãrii Negre se
desfãșoarã pe 245 km, între gârla Musura
(granița cu Ucraina) și localitatea Vama Veche
(granița cu Bulgaria).

- componenta antropicã, reprezentatã prin
vestigii ale civilizațiilor ce s-au succedat pe
teritoriul României din vremuri imemoriale,
monumente și obiective de artã laicã sau
religioase, muzee și colecții muzeale, elemente de
etnografie și folclor de mare frumusețe și
originalitate, realizãri actuale de prestigiu.

R omania is situated in the South Eastern part of
Central Europe, inside and outside the Carpathians
Arch, on the Danube (1075 km) lower course and on
the Black Sea, being placed at a distance ranging
between 1050 km and 2800 km from the continent
extremities.
T he Romanian territory is situated at the
crossing between the parallel 45o N and the
meridian 25o E.
Romania is a Carpathian and Danubian country,
located at the Black Sea.
R omanian seaside stretches for 245 km along the
Black Sea coast, between Musura brook (border
with Ukraine) and Vama Veche locality (border with
Bulgaria).

T he exceptional tourism potential of Romania
has two main components:
- the natural component, represented by
spectacular landscapes, varied configuration of the
relief, favourable climatic conditions and lots of
natural therapeutic spas;
- the historical component, represented by traces of
succeeding civilisations that had lived on Romanian
territory since ancient times, monuments and lay or
religious art objects, museums and museum
collections, beautiful and original ethnographical
and folklore elements and actual prestigious
achievements.
A cestea constituie elementele de mare
atractivitate ale ofertei turistice românești,
prezentând o paletã largã de forme de turism: de
sejur (de litoral, montan, balnear), vânãtoare și
pescuit sportiv, turism itinerant cu valențe
culturale, turism profesional etc.
P oziția geograficã îi conferã României statutul
de țarã carpato-danubiano-ponticã, datoritã
celor trei elemente naturale definitorii în
structura peisagisticã și a teritoriului: Munții
Carpați, fluviul Dunãrea și Marea Neagrã.
F iecare formã a cadrului natural deține, dupã
specificul sãu, o anumitã capacitate de potențial
turistic, urmãritã pe treptele majore de relief,
crește de la câmpie, la dealuri și podișuri pânã la
unitãțile montane, excepție fãcând litoralul
românesc al Mãrii Negre și Delta Dunãrii, care
prezintã aspecte fizico-geografice originale.
R omânia este deținãtoarea unui tezaur imens de
vestigii arheologice, monumente istorice, de
arhitecturã sau de artã, ca și a unui inestimabil
patrimoniu care atestã evoluția și continuitatea
de muncã și de viațã pe aceste meleaguri,
dezvoltarea culturii și artei poporului român.
R esursele turistice antropice sunt în principal,
urmãtoarele:
- vestigiile arheologice;
- monumentele istorice, de arhitecturã și de artã
cu o valoare de unicat;
- muzeele și casele memoriale;
- mãrturiile civilizației și culturii populare;
- satele turistice.
Între cele mai reprezentative zone turistice ale
României se disting câteva cu caracteristici
deosebite:
- București - capitala României cel mai mare
centru politic, industrial, administrativ, cultural,
științific și turistic al țãrii;
- Munții Carpați - prin întindere, ușoarã
accesibilitate, originalitatea și frumusețea
peisajelor montane, bogãția de ape minerale și
multiple posibilitãți de practicare a sporturilor de
iarnã, constituie cea mai mare și mai complexã
zonã turisticã a țãrii. Aici se gãsesc renumitele
stațiuni montane internaționale Poiana Brașov,
Sinaia, Predeal, care, alãturi de Borșa, Stâna de
Vale, Pãltiniș, Durãu, Semenic, Muntele Mic, Bâlea,
dispun de hoteluri moderne și vile cochete,
restaurante, numeroase posibilitãți de agrement,
pârtii și instalații pentru sporturile de iarnã și
transport pe cablu.

A ll the above mentioned constitute very
attractive elements of the Romanian tourism offer,
presenting a wide variety of tourism types: stay
(seaside, mountain, spa), hunting and sport
fishing, cultural tourism at large, professional
tourism a.s.o.
D ue to its geographical position and to the three
natural elements defining its landscape structure
and territory: the Carpathians, the Danube and the
Black Sea, Romania has the status of a Pontian-
Danubian-Carpathian country.
E ach natural element, by its specific, has a certain
capacity of tourism potential, pursued on major
steps of relief, increasing from the plain to the hills
and plateaus up to the mountains, with the
exception of the Romanian seaside of the Black Sea
and the Danube Delta which present physical and
geographical original aspects.
R omania holds a huge treasury of archaeological
traces, historical, architecture and art monuments,
as well as a valuable patrimony certifying the
continuous labour and life evolution on these
lands and the development of the Romanian
culture and art.
T he main cultural and historical tourism resources
are the following:
- archaeological artifacts;
- historical, architecture and art monuments of
unique value;
- museums and memorial houses;
- folklore and traditions;
- tourist villages.
H ere are some of the most representative
tourism areas of Romania with their special
characteristics:
- Bucharest - capital of Romania - the largest
political, industrial, administrative, cultural,
scientific and tourism centre of the country;
- The Carpathians - due to their width, easy
access, original and beautiful mountain
landscapes, rich mineral waters and lots of
possibilities for winter sports, represent the
largest and the most complex tourism area of the
country. Here are located the international
famous mountain resorts Poiana Brașov, Sinaia,
Predeal which, besides Borșa, Stâna de Vale,
Pãltiniș, Durãu, Semenic, Muntele Mic, Bâlea,
boast modern hotels and smart villas,
restaurants, various entertainment facilities,
tracks and installations for winter sports and
cable transport.
Turismul balnear are, de asemenea, puternice
baze de tratament, cazare și agrement în
frumoasele stațiuni din depresiunile sau culoarele
de vãi carpatine: Bãile Herculane, Bãile Felix,
Cãlimãnești-Cãciulata, Slãnic-Moldova, Bãile
Tușnad, Covasna, Vatra Dornei etc.;
- Litoralul românesc al Mãrii Negre - zona
respectivã are o alcãtuire complexã care-i
mãrește valoarea turisticã. Ea se desfãșoarã pe o
lungime de 245 km, cu Delta Dunãrii și complexul
de lagune Razim-Sinoe la nord, iar la sud pe
circa 70 km se întinde litoralul turistic propriu-zis.
Stațiunile de pe litoral, bine cunoscute în turismul
internațional: Nãvodari, Mamaia, Eforie Nord,
Eforie Sud, Techirghiol, Costinești, Olimp, Neptun,
Jupiter, Aurora, Venus, Saturn, Mangalia, au
moderne baze de cazare și tratament și diverse
posibilitãți de agrement;
- Delta Dunãrii, este situatã în partea de nord a
litoralului românesc, la 122 km de Constanța. Se
prezintã ca o imensã suprafațã cu stuf, din care se
desprind plauri cu nuferi, plante amfibii și
carnivore, pãduri de plopi și sãlcii pletoase. Delta
Dunãrii este totodatã și cel mai bogat parc
faunistic din Europa, cu peste 300 specii de pãsãri,
60 specii de pești de mare valoare economicã;
- Moldova de Nord, Bucovina sau “țara de Sus
a Moldovei” - este renumitã pe plan
internațional prin mãnãstirile și bisericile sale -
Voroneț, Moldovița, Sucevița, Humor, Arbore,
Dragomirna, Putna etc.;
- Maramureș - Oaș - perimetrul respectiv
reprezintã una dintre cele mai originale zone
istorico-etnografice ale țãrii. Bisericile de lemn,
porțile masive, au înscrustãri originale și
ornamente variate, ceramicã cu motive
decorative dacice (Vama-Oaș);
- Zona Oltenia se constituie ca o zonã turisticã
importantã, situatã între Carpații Meridionali și Dunãre;
- Zona Transilvania - sub acest nume este
cunoscutã, încã din vremea cuceririi romane,
regiunea geograficã din România cuprinsã în
interiorul arcului carpatic;
- Moldova Centralã - este provincia istoricã
româneascã situatã la est de Carpații Orientali;
- Dunãrea - a constituit încã din antichitate o
arterã de comunicație între Europa Centralã și
Peninsula Balcanicã;
- Banatul - strãveche vatrã de locuire și de culturã
româneascã, este situat în sud-vestul României,
între Dunãre, Mureș și lanțul Carpaților
Meridionali.
Spa tourism also boasts important treatment,
accommodation and entertainment centres in
beautiful resorts of the Carpathian valleys and
plateaus: Bãile Herculane, Bãile Felix, Cãlimãnești-
Cãciulata, Slãnic-Moldova, Bãile Tușnad, Covasna,
Vatra Dornei a.s.o.;
- The Romanian seaside of the Black Sea - this
region is a complex one which increases its tourism
value. It lies on 245 km in length, with the Danube
Delta and the lagoon complex Razim-Sinoe to the
North while to the South, on about 70 km, there lies
the seashore itself. The seaside resorts which are
well known at international level: Nãvodari,
Mamaia, Eforie Nord, Eforie Sud, Techirghiol,
Costinești, Olimp, Neptun, Jupiter, Aurora, Venus,
Saturn and Mangalia, have all modern
accommodation, treatment centres and various
entertainment opportunities;
- The Danube Delta - is located in the North of
the Romanian seaside, 122 km from Constanța.
It is a very wide area of rush¸ water lilies,
carnivorous and amphibious plants, poplar
woods and weeping willows. It is also the
richest fauna park in Europe, with over 300 bird
species and 60 fish species of great economic
value;
- North Moldavia, Bucovina or “Highlands of
Moldavia” - is famous at international level due
to its monasteries and churches Voroneț,
Moldovița, Sucevița, Humor, Arbore, Dragomirna,
Putna a.s.o.;
- Maramureș - Oaș - this area represents one of
the most original, historical and ethnographical
regions of the country. There are wooden churches
and massive gates that have original engravings
and various ornaments and Dacian pottery
(Vama-Oaș);
- Oltenia - is a very important tourism area situated
between the Southern Carpathians and the Danube;
- Transylvania - known as such since the
Roman conquest, it is a geographical region
of Romania situated inside the Carpathian
arch;
- Central Moldavia - this is the Romanian historical
district situated at East of the Eastern Carpathians;
- The Danube - since antiquity, it has been a
communication channel between Central Europe
and the Balkan peninsula;
- Banat - this ancient habitation area and
Romanian culture region, is situated in the South-
Eastern part of Romania, between the Danube, the
Mureș river and the Southern Carpathians chain.

TOURISTS’ ACCOMODATION CAPACITY
 P rin structurã de primire turisticã cu funcțiuni
de cazare turisticã se înțelege orice construcție
sau amenajare, care furnizeazã în mod
permanent sau sezonier serviciul de cazare și alte
servicii specifice pentru turiști.
Nu se cuprind în structurile de primire Establishments of tourists’ reception with
turisticã cu funcțiuni de cazare turisticã:
structurile de primire folosite în exclusivitate de
posesori sau chiriași, pe o duratã mai mare de un
an, indiferent de clasificarea acestora; locuințele
secundare ale populației, utilizate în scopuri
turistice în mod exclusiv de posesorii acestora;
cãminele, internatele școlare pe perioada anului
școlar, unitãțile spitalicești (cu excepția
sanatoriilor și altor spații similare ce practicã în
mod exclusiv activitãți turistice); vagoanele
dormitor; adãposturile și refugiile montane și
similare; barãcile și dormitoarele pentru
muncitori, cãminele de bãtrâni și casele de copii.

permanently or seasonally accommodation and
other specific services to the tourists.
functions of tourists’ accommodation do not
include: establishments of accomodation used
exclusively by owners or tenants for over a year,
irrespective of their classification; secondary
dwellings of the population used for tourism
purposes exclusively by their owners; hostels and
boarding schools during school year, hospital units
(excepting sanatoria and other similar spaces
which exclusively have tourism activities); sleeping
cars; mountain shelters and refuges and similar;
workers huts and bedrooms, retirement homes for
old people and children hostels.

Î n numãrul structurilor de primire turisticã cu
funcțiuni de cazare turisticã sunt cuprinse
structurile de primire turisticã existente la 31 iulie
din anul respectiv, fiind excluse cele a cãror
activitate a fost întreruptã pentru o perioadã mai
mare de timp, în vederea realizãrii unor reparații
capitale sau pentru modificãri importante ale
capacitãții de cazare sau/și a categoriei de încadrare.
C apacitatea de cazare turisticã existentã
(instalatã) reprezintã numãrul de locuri de
cazare de folosințã turisticã înscrise în ultimul act
de recepție, omologare sau clasificare al structurii
de primire turisticã, exclusiv paturile
suplimentare care se pot instala în caz de
necesitate. Numãrul de locuri a fost determinat
pentru structurile existente la 31 iulie din anul
respectiv.

tourists’ reception existing on July 31 of the
respective year, excluding those whose activity was
interrupted for a long period of time in order to carry
out capital repairs or important changes of their
accommodation capacity or/and category.
Existing (provided) tourists’ accommodation
capacity represents the number of beds used for the
tourists’ accommodation and registered in the last
reception, homologation or classification
document of tourists’ accommodation
establishment, the extra-beds which can be
provided, if necessary, excluded. The number of
beds was determined for the existing
establishments on July 31 of the respective year.

3 THE TOURISTS’ ACCOMODATION

ACTIVITY
 N umãrul turiștilor cazați în structurile de
primire turisticã cu funcțiuni de cazare
turisticã cuprinde toate persoanele (români și
strãini) care cãlãtoresc în afara localitãților în care
își au domiciliul stabil, pentru o perioadã mai
micã de 12 luni și stau cel puțin o noapte într-o
structurã de primire turisticã în zone vizitate din
țarã; motivul principal al cãlãtoriei este altul decât
acela de a desfãșura o activitate remuneratã în
locurile vizitate.
Înnoptarea reprezintã fiecare noapte pentru The overnight stay represents
care o persoanã este înregistratã într-o structurã
de primire turisticã cu funcțiuni de cazare
turisticã, indiferent dacã fizic este prezentã sau nu
în camerã.
T he number of tourists accommodated in the
establishments of tourists’ reception with
function of tourists’ accommodation includes all
persons (Romanians and foreigners) who travel
outside the localities of residence, for less than 12
months and who stay at least one night in an
establishment of tourists’ reception in the visited
areas of the respective country; the main reason of
the trip is other than carrying out a paid activity in
the visited places.

Î nregistrarea turistului strãin care este cazat
într-o structurã de primire turisticã cu funcțiuni
de cazare turisticã se face dupã țara sau zona
geograficã de reședințã a acestuia.
I ndicii de utilizare netã a capacitãții de cazare
turisticã în funcțiune se calculeazã prin
raportarea numãrului de înnoptãri realizate, la
capacitatea de cazare turisticã în funcțiune, din
perioada respectivã.
T he accommodation of the foreign tourist is
done in an establishment of tourists’ reception with
functions of tourists’ accommodation and he/she, is
registered by his/her country of residence or
geographical residence area.
Net use indices of the capacity of tourists’
accommodation in use are calculated as the ratio
between the number of overnight stays and the
capacity of tourists’ accommodation in use in the
respective period.

A ceeași persoanã din strãinãtate poate realiza,
în perioada respectivã, mai multe cãlãtorii în țarã,
fiind înregistratã de fiecare datã ca o nouã sosire.
În același mod se procedeazã la plecãrile
vizitatorilor români în strãinãtate.
Urmãtoarele categorii de cãlãtori sunt
excluse din sosirile și plecãrile vizitatorilor
internaționali: persoanele care intrã sau ies din
țarã ca migranți; diplomații, reprezentanții
consulari și membrii forțelor armate când se
deplaseazã spre/dinspre locul unde trebuie sã-și
exercite misiunea, într-o altã țarã; refugiații sau
nomazii.

RESIDENTS IN ROMANIA
 S fera de cuprindere a anchetei o constituie
persoanele rezidente în România, cu vârsta de cel
puțin 15 ani împliniți, din cadrul unui eșantion
reprezentativ de gospodãrii.
U nitatea de observare este gospodãria, prin
care se înțelege un grup de douã sau mai multe
persoane, care în mod obișnuit locuiesc
împreunã, au în general legãturi de rudenie, se
gospodãresc (fac menajul) în comun, uneori
lucreazã împreunã în gospodãrie, consumã și
valorificã în comun produsele obținute, participã
integral sau parțial la formarea și utilizarea
bugetului de venituri și cheltuieli al gospodãriei.
Î nregistrarea datelor a fost fãcutã prin metoda
interviului fațã în fațã, rolul principal revenind
anchetatorilor, care s-au deplasat la domiciliul
gospodãriilor ce au fãcut obiectul anchetei.
