hotărât să pună la dispoziţia Asociaţiei
Filateliştilor din România cauţiunea so-
licitată în valoare de 500 SFr cu condiţia
garantării menţinerii calităţii de mem-
bru FIP, sau dacă este posibilă read-
miterea Asociaţiei cu ocazia celui de-al
59-lea Congres FIP de la Londra.
Vă rugăm în acest sens să încunoştiinţaţi
Asociaţia română sau a ne informa asupra
măsurilor în continuare.

Cum a circulat?
O carte poștală ilustrată de la începutul se-
colului trecut, aflată în colecţia prof. univ. Ernst
Bock din Germania, ne îndeamnă la reflecţie.
Piesa este ilustrată cu Franz Josef (18 august
1830-21 noiembrie 1916), împărat al Austriei
din Casa de Habsburg, rege al Ungariei și
Boemiei, rege al Croaţiei, mare duce al Bu-
covinei, mare principe de Transilvania, marchiz
de Moravia, mare voievod al Voievodatului Ser-
bia, din anul 1848 până în 1916, Wilhelm al II-
lea (27 ianuarie 1859 - 4 iunie 1941), ultimul
împărat al Germaniei și rege al Prusiei de la
1888 până în 1918 și Nicolae al II-lea (18 mai
1868-17 iulie 1918), ultimul ţar al Rusiei ce a
domnit din 1894 până la abdicarea sa din 15
martie 1917.
Pe verso piesa este francată cu mărci din
Rusia - obliterat GRANIŢA 13.VIII.01, Austria -
obliterat SZOZAKOWA 25.8.01, Germania - KAT-
TOWITZ (OBERSCHL) 12.9.01, fiind obliterată la
sosire cu ștampila de zi DOMBUEH 13 9 01.
De subliniat că domnia de 68 de ani a lui
Franz Josef a fost a treia ca lungime dintre dom-
niile din Europa, după cea a regelui Ludovic al
XIV-lea al Franţei și a principelui Johann al II-lea
al Liechtensteinului. Trebuie să remarcăm că
Wilhelm al II-lea provine din familia de Hohen-
zollern, tătăl său fiind Friedrich III iar mama sa
fiind împărăteasa Victoria Adelaide Lary Louisa.
De asemenea este de precizat că ţarul Nicolae
al II-lea a fost asasinat împreună cu întreaga
familie de către bolșevici la ordinul lui Lenin,
fiind ulterior canonizat drept sfânt al Bisericii

Prima banderolă pentru ziare
a fost pusă în circulaţie în data de
3/15 octombrie 1870, în urmă cu
140 de ani. Tiparul este negru,

tipărit, se disting două tipuri:

Desenul prezintă efigia Regelui
Carol I, cu barbă, privind spre
stânga (Fig. 9), tipărită în negativ

rioară, iar în partea inferioară - 12
perle. Între cele două semicercuri
cu perle se află, în faţa efigiei, cu-
vântul POSTA, iar în spate (la ceafă)
cuvântul ROMANA, totul încadrat
într-un cerc. Valoarea nominală
1½ apare inscripţionată la colţurile
superioare, denumirea BANI
lipsind. Restul suprafeţei este com-
pletat cu linii şerpuite la negativ b
(pe trei laturi) şi grilă din linii verti-

Regarding FIP fees for 2009 and 2010 and FEPA fees for 2010
that the Romanian Philatelic Federation has to pay, in total amount
of 11,475 lei, due to the participation of the Romanian exhibitors
to different philatelic events organized under their patronage. The
Executive Committee of FFR, after consultating many participants
to these exhibitions concluded that the taxes should be paid, by
united effort, by those entered to these exhibitions.
Accordingly to the situation drawn, it results that for each ex-
posed frame/book the amount of 25 lei has to be paid.
The total amount, as the enclosed table reveals, will be paid to
the FFR, as follows:
- the exhibitors from MOLDAVIA will pay individually to Mr.

- the exhibitors from MUNTENIA and DOBROGEA will
pay individually to Mr. Al. Bartoc or to Mr. Sergiu Gabureac

- the exhibitors from ARDEAL and BANAT will pay individ-
ually to Mr. Victor Iordache.
As the amount will be paid, until at the latest March 31st, 2010,
the table posted on the FFR site, by Mr.Francisc Ambrus, will be
filled in.
If this fee will not be paid the federation and its members will
be in impossibility to take part to the future FEPA and FIP exhibi-
tions loosing the quality of membership because of the fees non-
payment.
