Sistemul de Control al Importului (ICS) Faza 1 este o componenta a Sistemului Automat al
Importului (AIS) utilizat in cadrul birourilor vamale pentru controlul marfurilor destinate
importului.
Sistemul de Control al Importului (ICS) urmează a fi implementat in Romania începând cu
data de 01.10.2009 şi se aplică în două situaţii:
la intrarea pentru prima dată a mărfurilor în Uniunea Europeană(UE) prin Primul Birou
de Intrare şi
la intrarea mărfurilor printr-un birou vamal al următorului Stat Membru – referit ca
Următorul Birou de Intrare.
Implementarea ICS permite schimbul de date între Primul Birou de Intrare în UE şi
următoarele birouri de intrare în alte State Membre UE anterior intrării mărfurilor pe cale maritimă
sau aeriană.
ICS gestionează Declaraţiile Sumare de Intrare (ENS), care depuse electronic la Primul Birou
de Intrare, sau după caz la Biroul de Depunere, înainte de plecarea mărfurilor spre destinaţia finală
(destinaţiile finale). Sistemul tratează de asemenea cererile de devieri care apar atunci când Primul
Birou de Intrare declarat în ENS este incapabil sau nu poate primi mărfurile în tranzit.
ICS-RO va interacţiona cu aplicaţiile informatice ale operatorilor economici prin mesaje
standard de tip XML specifice acestui sistem.

1. Introducere
1.2. Scop
Scopul documentului este acela de a defini specificatiile tehnice şi mesajele de tip XML ce
se vor schimba intre aplicatiile operatorilor economici şi ICS–RO.
1.3. Terminologie
Termen Definitie
Regular Shipping ’Serviciu autorizat de transport obisnuit’ – este un serviciu autorizat de vama
pentru transportul bunurilor comunitare sau bunuri acoperite de o procedura
vamala intre doua State Membre
Transhipment Cand incarcatura este descarcata dintr-un tip de transport si incarcata in altul

2. Sistemul actual
Asa cum s-a menţionat, scopul acestui document este de a evidentia interactiunile dintre
ICS-RO şi aplicaţiile operatorilor economici ce se bazează pe schimbul de mesaje de tip XML
definite in acest document.
Pentru aceasta sunt propuse urmatoarele modalităţi de interactiune:
sistem - sistem: Acesta presupune schimbul securizat de mesaje electronice intre
sistemul ICS-RO si aplicatiile operatorilor economici. Sistemul ICS-RO va primi si
procesa mesajele de la aplicatiile operatorilor economici, va genera si va transmite
raspunsuri la mesajele primite. Mesajele schimbate vor fi conforme cu specificatiile
ICS-RO Faza 1.
aplicatie WEB: Autoritatea Naţională a Vămilor va pune la dispozitia operatorilor
economici (ce opteaza pentru aceasta solutie de conectare la ICS-RO) o aplicatie WEB
ce va permite inregistrarea si trimiterea declaratiei sumare catre birourile vamale si
receptionarea mesajelor pentru fiecare declaratie sumara in parte. Astfel, se vor putea
inregistra cereri de modificare si rerutare si va putea verifica starea fiecarei declaratii
sumare in parte.
Serviciu WEB: Acest serviciu va permite conectarea securizata a operatorilor
economici la o interfata WEB a ICS-RO si incarcarea datelor dintr-un fisier XML
obtinut din propriile aplicatii.

Procesele tratate de aplicatia ICS-RO sunt in numar de şapte, asa cum sunt definite in
documentul DG TAXUD “Doc1043-FSS_AIS Addendum 1-2006-rev6.2-final_main”. Aceste
procese vor fi partial sau in totalitate automatizate:

Procesul CO1 (CO1A, CO1B ) – tratează declaraţia sumară de intrare transmisă electronic la
Biroul de Depunere sau la Primul Birou de Intrare pentru mărfurile care urmează să intre pe
teritoriul vamal al Comunităţii.
Procesul CO1D - tratează rerutarea mijlocului de transport activ
Procesul CO3A – tratează prezentarea mărfurilor ce urmează a fi decărcate la un Birou care
acţionează ca primul birou actual de intrare
Procesul CO3B – tratează prezentarea mărfurilor ce urmează a fi decărcate la următorul(ele)
birou(uri) de intrare
Procesul CO3C – procesul de eliberare pentru intrarea mărfurilor la biroul actual de intrare
(primul sau următorul)
Procesele de business în care sunt implicaţi operatorii economici sunt: CO1A, CO1B,
CO1D, CO3A, CO3B, CO3C.
Acest proces este executat numai dacă declaraţia sumară de intrare (ENS) este depusă la alt
birou decât Primul Birou de Intrare. Dacă ENS este transmisă direct la Primul Birou de Intrare
atunci acest proces nu este utilizat şi se va executa procesul CO1B.

ENS este transmisă electronică (IE315) la BD. Numărul local de referinţă (LRN) trebuie
completat obligatoriu de operatorul economic pentru a identifica unic ENS-ul în sistemul ICS-RO şi
pentru a putea fi regăsit de către lucrătorul vamal din cadrul BD. Validarea ENS este un proces
complet automatizat.
Dacă ENS nu este valid, sistemul ICS-RO respinge ENS şi notifică (IE316) persoana care
l-a depus că acesta este invalid comunicând în acelaşi timp şi motivul respingerii acesteia.
Dacă ENS este valid, sistemul ICS-RO generează automat numărul de referinţă al mişcării
(MRN) şi-l comunică (IE328) persoanei care a depus ENS.
MRN-ul este comunicat (IE328) şi operatorului economic ( transportatorului) la intrarea în
Comunitate de către BD dacă sunt îndeplinite toate condiţiile:
operatorul economic ( transportatorul) este declarat în ENS şi are un numar EORI
valid
operatorul economic ( transportatorul) este diferit de persoana care depune ENS-ul
operatorul economic ( transportatorul) este conectat la sistemul ICS-RO unde se află
localizat BD.
În concluzie:
dacă ENS nu este valid acesta va fi respins şi persoana care a depus documentul este
notificată de respingere (IE316).
dacă ENS este valid acesta este înregistrat la BD, sistemul ICS-RO îi alocă automat MRN, şi
notifică (IE328) persoana care a depus ENS precum şi operatorul economic( transportatorul)
la intrarea în Comunitat despre înregistrare. BD transmite ENS (IE30) la Primul Birou de
Intrare în Comunitate.

4.2.3. CO1D (SUM) – Procesul privind rerutarea internaţională la Primul Birou
de Intrare în Comunitate
Acest proces este executat în situaţia în care mijlocul de transport activ este rerutat în alt Stat
Membru decât:
o Statul Membru unde este localizat primul birou de intrare (declarat în declaraţia
sumară) şi
o Statul(ele) Membru(e) unde este (sunt) localizat(e) următorul (următoarele)
birou(uri) de intrare (declarat(e) în declaraţia sumară).
Dacă aceste condiţii sunt îndeplinite transportatorul notifică Primul Birou de Intrare prin
transmiterea solicitării de rerutare (IE323) şi aşteaptă decizia de confirmare a acestei solicitări.
Procesul nu va fi executat dacă persoana care a transmis ENS mai transmite un nou ENS la
primul birou actual de intrare.
Solicitarea rerutării (IE323) este transmisă la Primul Birou de Intrare declarat în ENS de
către operatorul economic responsabil cu informarea vămii sau de reprezentantul acestuia.
Solicitarea rerutării trebuie să acopere toate mărfurile încărcate pe mijlocul de transport
activ rerutat şi să conţină fie referinţele care să permită lucrătorului vamal să identifice mijlocul de
transport rerutat , fie MRN-ul (urile) declaraţiei sumare de intrare încărcată pe mijlocul de transport.

4.3. CO3 – PROCESUL DE PREZENTARE
Acest proces este executat în situaţia în care mărfurile ce urmează a fi decărcate la un Birou care
acţionează ca primul birou actual de intrare
Operatorul economic la intrarea în Comunitate va furniza o notificare de sosire pentru toate
mărfurile ce trebuie descărcate la acest birou. Notificarea de sosire va conţine referinţe (identificator
unic al mijlocului de transport sau MRN-ul/numărul articolului din MRN) ale ENS.

4.3.2. CO3B – Procesul de prezentare la următorul birou actual de intrare
Acest proces este executat numai dacă cel puţin unul sau mai multe articole de marfă
declarate în ENS urmează a fi decărcate la următorul(următoarele) birou(uri) actual(e) de intrare.
Operatorul economic la intrarea în Comunitate va furniza o notificare de sosire pentru toate
mărfurile ce urmează a fi decărcate la următorul(următoarele) birou(uri) actual(e) de intrare.
Notificarea de sosire va conţine:
o referinţe (identificator unic al mijlocului de transport sau MRN-ul/numărul
articolului din MRN) ale ENS ori de câte ori un ENS a trebuit să fie furnizat
în prealabil, sau
o toate datele complete din declaraţia sumară pentru toate mărfurile care nu au
solicitat un ENS (ex. Pentru mărfurile încărcate în porturile UE în
conformitate cu Art. 184f din Regulamentul de aplicare al Codului Vamal).

4.3.3. CO3C – Procesul de eliberare pentru intrarea la biroul actual de intrare
Biroul vamal de intrare poate decide sa efectueze controlul (ex. controlul fizic al mărfurilor,
controlul documentar sau al sigiliilor).
Mărfurile pot fi sau nu eliberate pentru intrare.

ANEXA A. Formatul mesajelor folosite in sistemul ICS-RO Faza 1
Introducere
Anexa conţine descrierea detaliată a Structurii Mesajului Functional (Functional Message Structure
(FMS)) pentru fiecare mesaj ce face obiectul schimbului între ICS-RO şi aplicaţiile operatorilor
economici, conform documentaţiei DG TAXUD DDNIA v4.0 şi Listei de Erori Cunoscute (Known
Error List (KEL)) Vers. 0.20 pentru DDNIA
FMS – urile sunt organizate în grupuri de date ce conţin elemente de date. Un grup de date nu
trebuie sa fie neaparăt echivalentul unei entitati în baza de date. Elementele de date sunt grupate
împreuna de aşa manieră încât să construiască blocuri logice coerente in cadrul FMS.
Structurile detaliate cuprind :
- Caracteristicile grupurilor de date ce aparţin FMS: secvenţa, număr de repetări, o
valoare de stare ce indică dacă grupul de date este obligatoriu (R: Required), optional
(O: Optional) sau conditional (D:Dependent);
- Identarea grupului de date care indică faptul că grupul de date poate să conţină nu
numai elemente de date ci şi alte grupuri de date;
- Regulile şi condiţiile aplicabile
- Listele de coduri aplicabile

R134 The data group/attribute shall not be used if the message is sent to the 'Person lodging
the ENS'. If the message is sent to the 'Trader at Entry (Carrier)' and if the same data
group/attribute is present in the ENS, then it shall be present.
R136 The data group shall contain only the 'Document Type (Box 44)' which refers to transport documents.
R147 The data group shall be used if the ENS to which the message refers to contains one or more 'Document
Type (Box 44)' which refers to transport documents. All declared transport documents shall be included in
the message.
R148 The data in the IE corresponds always to the current (latest) version of the data. This means that it
contains the amended declaration data (if any) and/or the revised declaration data after a control (if any).
R221 Even if the IE is sent for one or more goods items of an ENS (but not for all of them), the following
attributes shall contain the totals for the complete ENS (for all items declared in the ENS):

R410 The IE consist of top level data groups. Each top level data group has its own data group ACTION which
attributes apply to the top level data group and its subsequent sub data groups.
The sender of the IE will always (in case of Create, Update and Delete) send all values of the
occurrence.
The "Operation" attribute is used to indicate what action is applied to the occurrence in the IE. Its value
can be:
"C" (create) ,"U" (update), "D"(delete).
The "Validity date" together with the attribute "Modification Subtype" allow the following mechanism;
An occurrence becomes invalid as of the specified "Validity date" when the value of "Modification
Subtype" is set to "0" (implies an implicit end date).
An occurrence and all values of the attributes become valid as of the specified "Validity date" when the
value of "Modification Subtype" is set to "1".
The values of the attributes become applicable as of the "Validity date" when the value of "Modification
Subtype" is set to "2" (this is when the value of the attribute(s) change).
"C" (create) :
The create operation is used to create a new occurrence of an entity;
"U" (update):
The update operation is used to change an existing occurrence. It can render an existing occurrence
invalid or it can modify existing values of attribute(s) of an occurrence;
"D" (delete):
The delete operation is used to physically delete an occurrence. This operation must only be used when
data has been created erroneously.
R411 The ‘Operation’ attribute is used to indicate what action is applied:
‘C’ (create), ‘D’ (delete).
In case of “updates”, the data group ‘SYSTEM UNAVAILABILITY’ to be updated will be first deleted and
then (re)-created.
R422 This attribute refers to the content of Column 2 in the UN/LOCODE. Column 2 shows the names of the
locations (city names) which have been accepted for inclusion in UN/LOCODE, in accordance with the
provisions of Recommendation n° 16 (see Rule 460).
R425 The attribute "Season Code" is NOT used as a flag. It is possible to have up to 9 different "seasons" in a
year, depending on a defined time period, which is completely covering the year-period.
R430 The "Day in the week (end)" must be equal or greater then the "Day in the week (begin)".
R445 The SENSITIVE GOODS CODE consists of two parts: the first part represents the HS6 six digit
commodity code of the TARIC system, the second part represents the "Sensitive Goods Code" which is
a two numeric digit code, to be defined by DG TAXUD.
This two digit numeric "Sensitive Goods Code" is only used when the 6 digit HS6 code is not specific
enough to identify the concerned goods (example: the codes "0405xx" and "2208xx" in the TARIC system
cover both sensitive and non sensitive goods, or more than one sensitive good, and must be extended
to 0405xx.01 and 2208xx.01 in order to uniquely identify the sensitive goods).
These codes are used in the ""List of Goods which when transported give rise to an increase in the
Flat-rate Guarantee" (see proper domain).
R456 For "Package Code" use the alphabetic two-digit UN-code going from "AE"= "aerosol" to "WB" =
"Wickerbottle".
R460 This UN/LOCODE refers to the 3 digit alphabetical code of the second part of Column 1 in the
UN/LOCODE - Code for Ports and other Locations . Column 1 shows in a first part the ISO 3166
alpha-2 Country Code, which is followed by a space and a 3-alpha code for the city (location) name: XX
XXX. This combination is invariably identifying the "City Name". This UN/LOCODE city name is used as
an attribute in the "CUSTOMS OFFICE LSD" entity.
R486 This attribute can be used to indicate potential specific characteristics of the Customs Office, namely
regarding variation of opening hours (e.g. during public holidays, etc.), operational and/or procedural
restrictions (e.g. competent only for simplified procedures, competent only for certain goods, the only
office authorised to accept flat-rate guarantees, etc.). This attribute will be coded by DG TAXUD after
clear definition of the need of the NAs.

R489 Reference Number Main Office is used to indicate the Customs Office (local) to which the Customs
Office in question is subordinate. The use of this attribute is left up to the NAs.
R490 Reference Number Higher Authority is used to indicate that the Customs Office in question has a higher
authority. As a consequence this attribute becomes required when the Office in question has a higher
authority.
R495 Reference Number Take-over is used to indicate another Customs Office that replaces (take-over) the
Customs Office in question when the latter is no longer able to perform NCTS operations.
R500 At least 1 of the 4 attributes must be present.

R823 The United Nations Dangerous Goods Identifier (UNDG) is the unique serial number (n4) assigned within

the United Nations to dangerous substances and articles. This element shall be provided where it is

R828 Following rule shall be checked on the basis of the common reference data:

of the Customs Office.Reference number are different), then the Office of Lodgement shall only accept
the ENS if both of following conditions are met:
• The Member State in which the Office of Lodgement is located must accept to receive the ENS and
to forward it to the Member State in which the Office of first Entry is located;
• The Member State in which the Office of first Entry is located must accept to receive and process
ENS that is forwarded by an Office of Lodgement in another Member State.
R829 The data group 'Customs Office of Lodgement' shall not be present.
R833 The data group 'Customs Office of Lodgement' shall be present if it is present in the ENS (IE315 or
amendment IE313) to which the IE351 refers to.
R834 This following check shall be performed if the AEO-Database in which the AEO certificate numbers are
registered is available when performing the check:
• The 'Specific circumstance indicator' with value 'E' (AEO) can be used only if the 'Person Lodging
the ENS' and all 'Consignees' declared in the ENS have a valid AEO certificate of type 'AEOF' or
'AEOS'.
• If an amendment request (IE313) is concerned and if the amendment request is sent by a

R888 The item number as presented in the accepted (Entry) summary declaration with the same MRN has to
be entered.
R891 The Local Reference Number (LRN)/Diversion LRN/Pre-Arrival LRN/Arrival LRN shall be a
number/identifier allocated by the sending TRADER for a specific transaction (ENS, Pre-Arrival
Notification, Arrival notification). It shall be unique per Trader sending the transaction.
R895 Only the Trader to whom the Office concerned is sending the advanced intervention notification (IE351)
shall be used in the message.
R896 The data group 'TRADER Representative' can be used by the 'PERSON Lodging the entry summary
declaration' to authorise a Representative to amend an Entry summary declaration on his behalf at the
Office of first Entry concerned.
If preventive/prohibitive measures are to be taken (IE351) or if controls at Entry are to be communicated
to the trader prior to the arrival at Entry (IE351), the trader identified here, will be receiving the
'Advanced intervention notification' – IE351.
R897 The attribute shall refer to the item number of the requested Entry summary declaration.
R899 The country code is required to enable ICS to request the ENS data and the safety and security risk
analysis results at the declared Office of first Entry (e.g. in case of international diversion or where the
forwarding has failed for any reasons).
The country code shall be declared if it is different to the third and fourth characters of the MRN.
It shall correspond to the first and second digit of the 'Customs Office of first Entry' declared in the
Entry summary declaration. It is only required if the Diversion request/the Arrival notification is sent to a
Member State which is different from that country.
TR0022 In case the value of a MESSAGE.GOODS ITEM.PACKAGES.Number of Packages is ‘0’ then there should
exist at least one GOODS ITEM with the same 'Marks and Numbers of Packages', and 'Number of
Packages' with value greater than ‘0’.
TR0099 This data item must be entered if the message is encoded in EDIFACT and the corresponding free text
field is not in the UNOC character set. It is otherwise optional.
If the data item is filled in, it must contain the language code of the language used in the corresponding
free text field.
TR0101 This field is to be validated against Codelist 39 (Additional information coded codes) if used in a Common
Domain message. This field is to be validated against the Additional information coded valid in the NA if

TR0700 Values of field 'type' must be identical throughout the message (i.e.: same value in all the repetitions of
the "System Unavailability" group).
TR0702 Note that the IE71 is a replica of the IE70 and so the same conditions and rules can be applied. In case
of unscheduled unavailability the 'down time to' of the IE70 is optional.
For the purpose of consolidation, IE70 with Type 'U' or 'N' that have no value for 'downtime to' are
considered as being ongoing. This means that when a IE70 is received by the system with an empty
'down time to'-field, the timer will keep on running until a new IE70 is received containing a filled in 'down

- Codurile de business ( identificate in “FTSS Addendum 1/2007” si in “C2007 WORKING ENQUIRY
GROUP” ) pentru care valorile definitive sunt cele incarcate in Baza de Date de Referinta (RD) de catre
Serviciul Central (Central Service -CS) al DG TAXUD si disponibile Autoritatilor Vamale pentru descarcare.
De aceea, acele valori incarcate in CS/RD nu sunt prezentate sau sunt prezentate doar informativ.
