In the last years there have been important changes in the European countries, which determined a
reform process within the police structures. The objective if these reforms was to enhance effectiveness of
the institution, to ensure security for the citizens and to make them trust in police. In this article we shall
analize the main objectives of police structures fron the point of view of knowledge of the public society.
and the developement of a partnership with the community.

Lisbon Treaty marks a new stage in EU integration, strengthening the democratic achievement of the
acquis communautaire.
In this sense, the treaty creating the appropriate legal framework for the Union to offer its citizens an
area of freedom, security and justice, without internal frontiers in which the free movement of persons, in
conjunction with appropriate measures for border control external, asylum, immigration and crime
prevention and combating of crime.
Treaty gives the architecture structured on the three pillars, including aspects of Area of freedom,
security and justice in the internal Union policies and actions. Under the Lisbon Treaty rules, parts area of
freedom, security and justice are:
- Policies on border checks, asylum and immigration;
- Judicial cooperation in civil matters;
- Judicial cooperation in criminal matters;
- Police cooperation.

Amendments to the provisions of the new Romanian Criminal Procedure Code are intended, among
other things, to accelerating criminal proceedings, simplifying the creation of a coherent jurisprudence in
line with European Court of Human Rights. Unlike the current Criminal Procedure Code, in which
jurisdiction is subject to a separate title General Part (Title II - Jurisdiction), in the new Criminal Procedure
Code the jurisprudence of judicial bodies is regulated under Title III (participants in the criminal case),
along with judicial jurisdiction and competence of the judge of preliminary chamber, the criminal
investigation bodies.

Protection of cultural heritage is one of the most relevant sources of knowledge of the past of a nation
by bringing all traces of human activity in the environment, and a way of asserting identity and support the
economy and resources. In this article we chronologically review the national regulations of the national
cultural heritage protection in Romania and how it reflects European regulations in the regulations at
national level.

Interpol has become the leading organization fighting to prevent and combat international crime. With
the benefits of the industrial revolution of the nineteenth century occurred in early twentieth century and
problems in the internationalization of criminal activities. Intense exchange of goods, ease of growing
large to travel abroad, the development of rapid means of communication and transport have led to
unprecedented human relationships.

To meet citizens' expectations and requirements, Romania must follow, renewal and reform process, so
that all public institutions must become more democratic, more transparent, more effective and efficient.
Thus, as any country in Europe, Romania shall fully respect citizens' expectations, regardless of nationality
and without any discrimination. It is now clear that in Romania began to supply critical assertions, so that
citizens have not only expectations, they want certainties in the quality of services provided by institutions
of order and public safety. Increase public confidence in institutions of order and public safety, is
influenced directly by consistently improving the quality of services provided by these institutions,
regardless of their location and the hierarchical level.

The main objective of accounting is to present information about the financial status, the performances
and the changes in the financial status of a commercial society. This information is useful for the business
partners of the company in the decisional process only if they satisfy certain characteristics which ensure
the quality of reporting. This research identifies and presents the main creative accounting techniques as
regards the intangible assets and how they may influence the information presented in the annual balance
sheets, affecting their quality and credibility. The companies and their managers use different techniques
of handling the information presented in the balance sheets, either to influence the level of result or to
modify the financial status of the company. The creative accounting techniques can be limited if the
accountants set an accounting conceptual frame to reduce the number of authorised operations by
developing the current provisions according to the complexity of the real economic processes.

legislation of other states.
Public order has always existed in all human communities, as there were promoters of disorder,
individuals who, for various reasons, felt the need to behave differently than normal, which confused both
good and evil and wanted to make their own justice.

Since the first scientific researches conducted in criminology field, it has been trying and partly it has
been succeeded a departure from the abstract view on crime, which was practiced by the penologists. Crime
was considered as a human and a social fact, as a phenomenon in the sense of observable and repeatable
reality. The Italian positivists went back on the course of human history, broke the state and continental
boundaries in order to study crime and criminal man.

Bussiness criminality appeared in Romania in 1989, after the accession to the EU. The modus operandi
for this crimes has diversified. One of the fields this crime produces important damage for more than 20
years to the state budget and the health insurance budget is health care fraud. This article aims at drawing
attention on this type of fraud, presenting a series of illegalities, the modus operandi and the factors that
allow these acts to happen. We are addressing to the judicial competent authorities and the persons
responsible for the national health care system. The statistics regarding fraud in the health care system
vary between 1,6 billion in 2004 to 300-400 milion in 2012, in a period when global crisis made
governants adopt unprecedented budgetary cuts.

Victimology reveals the aggressions cause and effects over the victim, the sequence in which acts of
aggression with a clear content occur, there being a causal link between the violent act and the effect of the
aggression. The correlation between aggression and victimization is a correlative for qualifying the effect
of each violent act as being an effect of the aggression. The way victim perceives, understands, accepts or
rejects the violence of the aggressive act is important for establishing the chain of causes and effects of the
victimization phenomenon.

The protection of persons and life implicitly is a constant concern, common to all law systems, from
any social structure, life is protected by the law as a biological phenomenon but also as a social
phenomenon, as a primary and absolute value of any society, as a requisite of the human existence itself.
So, the law protects not only every individual's interest for living, to preserve and extend their life, but also
the society's interest as each one's life to be preserved and respected by the others, the conservation of each
individual's life beeing decisive for the existence of the society, which can be conceived only by being
composed of living individuals.

Using appropriate equipment to collect information about wanted people for committing crimes is
practiced in all democratic states. The judicial bodies are developing an useful activity from social point of
view in the interest of society, for being effective, reason for what it was created a juridic framework in the
most democratic states to govern these bodies right to use the operative technique, including interception
telephone conversations or discussions held in closed spaces, limited only by law not to exploit these
methods.

Cybercrime is a phenomenon of our time, often reflected in the media.A study shows that fear of cyber
attacks exceeds the intensity of ordinary theft or fraud.Criminological research on crime carried out
through computer systems is still in flirtation. Even the one made so far tends to change the classic manner

The current wave of corporate fraud prosecutions focuses on a variety of criminal conduct, including
falsification of corporate books and records, distribution of fraudulent financial statements to the public
and to regulatory authorities, creation of off-the-books accounts and relationships to conceal fraudulent
activity, abuse of high corporate positions for personal benefit at the expense of the corporation, and
insider trading. Often, related charges are brought for obstructing and compromising audits and
investigations related to fraudulent misconduct, destruction or alteration of corporate records, perjury
before grand juries and investigative authorities, and related criminal activity.

Gives the unique existence of common EU policies that, demonstrates acceptance of surrender of part of
Member States' sovereignty to European institutions. From October 1970, the Common Fisheries Policy
(CFP) is based on the common organization of markets. It aims to achieve a proper balance between supply
and demand, in the interests of fishermen and European consumers. Common Fisheries Policy shall cover
conservation, management and exploitation of living aquatic resources, aquaculture and processing and
marketing of fishery and aquaculture, where such activities are practiced in Member States or in
Community waters or by Community fishing vessels or, without prejudice to the primary responsibility of
the flag State, nationals of Member States.

Family violence includes any imaginable form of violence that may appear as long as there is a relation
between the victim and the aggressor. This terrible reality has to be confronted with, even if the real
numbers are not known. The Police are the first institution that responds in this fight to control and put an
end to this phenomenon. The shift to a proactive activity of the Police in the case of domestic violence
offences has developed in time, starting from lack of intervention to mediation and arrest. Criminalizing
domestic violence acts has been accomplished and it is up to the law maker to provide us with laws that
may allow a legitimate police intervention.

Tax evasion is a complex social and economic phenomenon, with which all states are facing, trying to
eradicate undesirable consequences of this growing phenomenon is almost impossible. The effects of tax

Forgery offenses are harmful to most of the socio-economic fields, recording an alarning growth which
imposes the necessity of taking some measures to prevent and combat the problem in an unified
framework. The research held by police officers has an important role in establishing the guilt of the
forgers and this means both transforming the information and data made in procedural documents, and
gathering evidence as well as completing the appropiate documents.

The structural changes that occur in Europe this century, especially the events inside the geopolitical
sphere which our country is part of, fully prove that any changes made to the political, economic and social
structures inevitably recoil on the states most important values, all important for the state as an
organization. These values will be complete and multilateral protected only if these structural changes,
based on law and justice will contribute to strengthening the position of the state and laws order. If,
however, there will be trends towards diminishing the organizational and leadership capacity of the state,
these values will be less and less protected when facing certain social events.

Without strict definition drugs, we can say that for a cop, a drug is any substance which is scheduled
under the Law. 143/2000 on preventing and combating illicit drug trafficking and consumption. Designer
drugs term used by chemists laboratory analysis of drugs, or ethnobotanical plants, name known by
ordinary people, have the same action as prohibited substances, listed in Tables I-III, Annex to Law
143/2000, but different chemical composition and structure, so that it is legal.

Motorways and National Roads in Romania - SA, as the rate of compensation.

Death occurred in the evolution of living matter, as a phenomenon of adaptation is necessary for its
development, the progress of the organic world.
From studies, it appears that an appreciable percentage of the total number of deaths, requires formal
investigation to determine the circumstances in which the death and its causes. Therefore the judicial
police officer wearing a very big responsibility when he is called to investigate a suspicious or violent death,
as in the situation in defending the interests of the victim.

In the context of a predictable rise in the number of EU citizens and third country nationals crossing the
EUs external borders, adapting the border checking procedures to the new realities is a requisite for the
Member States. Cecilia Malmstrm, Commissioner for Home Affairs expressed her strong belief that the
Union must continue to modernise the management of its external borders. We now need to make sure
that the most efficient systems are in place and I am looking forward to discussing the available options
with the European Parliament, the Council and the European Data Protection Supervisor. The 'Smart
Borders' initiative would consist of an entry/exit system (EES) which would record the time and place of
entry and the length of authorised short stays in an electronic database, replacing the current system of
stamping passports. Moreover, it is part of a comprehensive approach to strengthen the overall governance
of the Schengen area.

Beginnings unique license can be found in the European Union in 1991. Then, Union Council, having
regard to the Treaty establishing the European Community and in particular Article 71 of Directive
91/439/EEC issued July 29, 1991. In this regard, the Old Continent has surpassed the United States, where
there are 50 models of driving license, one for each state, where even in terms of substance there is a unified
vision or federal rules.
