Abstract:
The Romanian Lottery, is unquestionably the oldest and largest gaming operator in our
country. October this year brought forth a repositioning of the Romanian state to the
activity of the lottery by changing the "administrator" of this company which operates the
state monopoly of gaming lottery, meaning the National Gambling Office will manage this
area for a period of four years. This material points to the legislative changes and discusses
some aspects of legal-technical nature of great interest for the specialists in the
circumscribed interest of gambling.

Abstract
The presence of violence, as a fundamental characteristic of terrorism makes it
necessary to distinguish between terrorist acts and the acts committed by terrorist
organizations. Not all the actions of the terrorist organizations can be categorized as of a
terrorist type, as neither all the terrorist acts are not compulsorily fulfilled by a terrorist
organization. All the criminal acts, regardless of the political stakes, moral justifications
and forms of terrorist activity, involving murders, attacks, hijackings, kidnappings, arsons,
sabotages, acts condemned by the society. It is precisely this kind of terrorism distinguishes
terrorism and criminal urban or rural guerrilla warfare, counter-insurgency operations
which, although they are not considered fully forms of conventional war, are accepted as
such by the society. Terrorist acts are not justifiable.

Abstract
Often, the police officer’s portrait in the society does not correspond to reality. It is
intentionally distorted by those who do not want to understand that democracy does not mean
doing anything, anywhere and anytime. It's an unjust image in relation to his work and
commitment to efforts which he submits to defending the supreme values of the State.
A society altered by all sorts of vices will generate a series of vulnerabilities on all the
levels of State employees training and will create that environment favorable to occurrence
and development of acts of corruption. The policeman does not make exception. Just like the
other categories of State servants, he is the exponent of some shortcomings, which have
become customs, in the meantime, and that the State has not been able yet to bring to an end.

Abstract
The significance of the study is given by the concern regarding the management of
contemporary society and, hence, primary resource security.
The concept of security, concept with wide area coverage, considered in most situations
through the prism politically and militarily, includes security features primary resources
(water, food, population).
Need to ensure the safety of primary resources requires engaging all stakeholders and
applying all norms that support and protect these resources (especially water resources, food
and population).

Abstract:
The aim of this article is to present a research regarding the way the police institution
appeared in Mureş Chair. I wish to highlight the fact that in Transylvania, the law system was
more advanced than in Ţările Române. Also, the accent falls on the new proficiencies, the way
of organizing police institutions which were set up at the beginning of the XIXth century. The
way people deprived of their freedom were treated by the authorities has a special attention in
this paper.

Abstract
The paper is focused on tax fraud analysis covering collection and non-payment
intentionally within 30 days of the due date, the amounts of taxes or contribution, special
offense under Law 241/2005 for preventing and combating tax evasion phenomenon. The
article debates the causes of declaring unconstitutional the offense provided by art. 6 Law
241/2005 and their consequences both in terms of activity of judicial structures in Romania
and regarding the collection of taxes due the state budget by the authorities, focusing on the
safety of the economic circuit.

Abstract:
Psychologically speaking, when the cop feels increasingly motivated in its duties, he
feels more satisfaction, gratitude of the society and appreciation of the authorities towards
the results of his work.
There simultaneously inherent dangers associated this sense of satisfaction, such as:
belief that it has a discretionary power; emphasize a sense of independence; installation and
display of sense of superiority; proclamation and emphasizing the secrecy of policing;
development of autonomous unionism linked to the secret police procedures used to.
So, the need to establish and exercise control over the environment police appear not
only as a support for confidence, but also as an appropriate response, if not total, as demand
ever more urgent need for the existence of a genuine ethical policing .

Abstract:
Ethics can be defined, on the one hand, as a set of moral norms, technical or otherwise
to be respected by those carrying out certain activities, on the other hand, theory or
discplină that aims to establish these rules.
The profession of organ prosecution, unlike many others, is presented as a special one,
given that the entire business who carries representing the company and the achievements
or failures of its repercussions on both the institution on whose behalf they work, how and
the company invested. The more important appear ethical standards that should govern the
activity of the investigators, since they appear not only as a subject official duties
incumbent on line its specialty, but also as a representative moral society, as a defender of
freedom and dignity.

Abstract: The stringent need for resources influences the geopolitical environment to
such an extent that territories rich in oil and gas have become strategically important. The
accelerated decrease in oil and gas resources, generated by increasing electrical power
consumption, leads to an increase in the use of other energy sources which has a strong
impact on the environment and causes a rise in security risks.

Abstract
Today’s cybercriminal industry has evolved to a point where criminal activities have
become as structured, organized, and skilled as security vendors, turning them into money-
scheming machines causing global yearly financial losses ranging in the billions of dollars.
Financial and banking institutions that have adhered to the new internet and technology era
in the hopes of delivering better customer experience and service availability have
embraced technology with both hands. However, this has caused a wide range of problems
due to the ever-increasing complexity of systems used to deliver these services. Expanding IT
infrastructures and operating system fragmentation has paved the way for cybercriminals
to find and exploit new and unknown vulnerability that affect all transitioning parties.

Abstract:According to the regulations of the New Code of Criminal Procedure art. 138
para. 1 by special surveillance and research methods (name head. NCPP IV is reproduced as
amended by art. 102 of Law no. 255/2013), we refer to the following: interception of
communications or of any kind of communication distance; access to a computer system;
video surveillance, audio or photography; locating or tracking through technical means;
obtaining data on the financial transactions of a person; detention, surrender or searching
mail; use of undercover agents or employees; authorized participation in certain activities;
controlled delivery; obtaining data generated or processed by providers of electronic
communications networks or public or providers of publicly available electronic
communications services other than communication content retained by them under the
special law on the retention of data generated or processed by providers of public
communications networks electronic public.

Abstract:
From the security component of the European Union and homeland security part of this
space, which has been configured in a manner marked by consistency in the Lisbon Treaty.
The concept of security, more contemporary than ever in this period, not only focuses on
the aspects of a military nature, but also on non-military threats on security. In the
contemporary globalized world of new threats to security have emerged, such as objectives
of security has changed. Refugee issue was the constatnt at the confluence of humanitarian
principles and concerns of each state to preserve sovereignty and control over the right to
decide who can and can not enter and remain on its territory. This problem is also shed on
the table of many countries and international bodies, not just a problem facing the
European Union.

Abstract
The democratic rule of law which represents the judicial area that is necessary in order
to exercise the civil rights and freedoms is unthinkable in the absence of the division of the
three powers-legislative, executive and judicial - a principle that creates the premises of
ensuring a genuine independence of the justice system. In Romania, the security interests
result from the constitutional provisions and aim inter alia the defence and consolidation of
the constitutional democracy and rule of law, the protection of the fundamental civil and
human rights and freedoms as well as ensuring their safety. The progress in achieving the
national and safety targets-seen from the internal perspective- is provided by the
improvement of the justice well functioning as a public service, as well as in terms of the
consolidation of its independence.

Abstract
European context in terms of security risks and trends extension has a worrisome
dynamic, which prompted the Council of Europe on 10 June 2015 to propose an internal
security strategy for the period 2015-2020 renewed. Therefore, this essay seeks only an
inventory of threats, methods and principles by which the European Union is trying to
regroup countries and measures in order to remove and manage risks and crises today. The
essay is an attempt of understanding the concept of security and globalization, without
giving advice or solutions.

Abstract
An increasing number of complex attacks demand improved early warning detection
capabilities for CERTs. By having threat intelligence collected without any impact on
production infrastructure, CERTs can better defend their constituencies assets. Honeypots
are powerful tools that can be used to achieve this goal.
Honeypots offer great insight into malicious activity in a CERT’s constituency, providing
early warning of malware infections, new exploits, vulnerabilities and malware behaviour
as well as an excellent opportunity to learn about changes in attacker tactics.

Abstract:
Accession to the European Union led and connect the Romanian Border Police to
European context, so new initiatives have deepened the cooperation with neighboring
countries. At international level there are mechanisms of cooperation between institutions,
having tasks in preventing and combating illegal cross-border of European Union external
borders, this has been mentioned in conventions, protocols and plans for collaboration.
Romanian Border Police has strengthened institutional trust by participating in sevaral
cooperative actions. Collaboration with the Border Police of the Republic of Bulgaria is
carried out at regional level through Giurgiu Joint Contact Center and internationally by
Police Cooperation Centre, both components of the European network Police Cooperation
Centres. This institutional cooperation has proven to be an effective one both fighting illegal
migration and other aspects of cross border crime.

Abstract:
Open source software is becoming the most interesting ‘new’ phenomenon of the entire
information technology landscape,generating a level of interest similar to that of the first
moments of the Internet. However, as we will show inthis document, the open source
software phenomenon is not historically new, although in recent years it has reached
acritical mass, which has allowed it to enter the mainstream software market.
The impact of open source technology is expected to be quite noticeable in the software
industry, and in society asa whole. It allows for novel development models, which have
already been demonstrated to be especially well suited toefficiently take advantage of the
work of developers spread across all corners of the planet. It also enables completely
newbusiness models, which are shaping a network of groups and companies based on open
source software development.

Abstract
Illegal wildlife trafficking is now estimated to generate more than US$10 billion
annually, closely following the drug trade, arms trade, and human trafficking. Today, more
than 70 percent of the world’s illegally trafficked ivory ends up in China. The Environmental
Investigation Agency estimates 90 percent of ivory for sale in China is illegal. Mainstream
conservation organizations, now believe that, to halt the poaching epidemic in Africa,
consumer countries must institute national bans on the ivory trade to prevent illegal ivory
from being laundered into the legal domestic markets. With its connections to organized
crime, terrorism, and corruption, combating elephant poaching and ivory trafficking is no
longer the sole concern of the conservation community. Governments, international law
enforcement agencies, the private sector, revenue agencies, global financial institutions,
and others have joined the fight, and many countries are deploying new legislative and law
enforcement tools to fight wildlife crime. Several countries, including China and the United
States, have also destroyed their stockpiles of confiscated ivory, sending a clear message
that there is no economic future in ivory.

outlaw states threaten regional stability; terrorism, drugs, organized crime and
proliferation of weapons of mass destruction are global concerns that transcend national
borders; and environmental damage and rapid population growth undermine economic
prosperity and political stability in many countries.
Protecting the security of our nation, our people, our territory and our way of life is our
foremost mission and constitutional duty.

Abstract
Human trafficking, besides the serious consequences it produces in human, social and
economic perspective represents a serious attack on fundamental human rights, democracy
and rule of law. Among the causes of trafficking we find the perspective of profits obtained
from this type of criminal activity, the lack of a satisfying standard of living for the victims,
their educational deficiencies, the existence of demand for the services of trafficked persons,
permissive criminal law or lack of diligence in the implementation of legal provisions.

Law no. 302/2004 on international judicial cooperation in criminal matters and G.E.O.
no. 103/2006 on facilitating international police cooperation are representative for
transposition into national law the E.U. Council Decisions of judicial cooperation in criminal
matters and police cooperation. It’s interesting to be analyzed the contact between police
and judicial cooperation in the context in which the first uses mainly methods less delimited
institutionally based on discretion and informal techniques, while the second uses legal

Abstract:The approach of this paper, bring arguments for defining and building a
specific methodology for identifying, measuring and profiling training for officers MAI,
which enable them to fulfill their missions at a higher level, effectively and with minimum
effort and resources. This goal is achieved by developing certain psycho-emotional and
somatic skills, following a special training. This experimental research show how it can be
demonstrated that subjects, which presents low values of individual parameters, shows a
psychosomatic, behavioral and emotional higher dysfunctional level than the subjects who
have value of corresponding parameters, qualitatively and quantitatively superior.

ABSTRACT
With this paper we analyze the concept of resilience in context of protection of critical
infrastructure. Our starting hypothesis is that in this moment there is absence of national
consensus of what resilience means which reflects negatively on actual protection of critical
infrastructure against all types of hazards. In the first part of the paper we identify the
concept of resilience as seen by different branches of science. In the second part we analyze
how the concept of critical infrastructure protection against all types of hazards and what
does it mean to have unified/centralized approach towards this issue. We end the paper with
possible recommendations’ for the future.

goal of FIEP (which started with the corps of France, Italy, Spain, and Portugal) is to broaden
and strengthen the mutual relationships, to promote an innovative and active reflection on
the forms of police co-operation, and to value its model of organisation and structures
abroad. FIEP wants to be recognised by the European authorities as a forum and a structure

development and strengthening of economic and civil rights and freedoms, sovereignty and
territorial integrity of a state. Economic security is designed to ensure social and political

Abstract
Corruption and organised crime represent two important problems that have a
powerful negative impact on societies where these are present and on neigh bouring
countries. In the Eastern Europe countries, especially those that are part of the Eastern
Partner ship Initiative, these phenomena, especially because of the USSR collapse, had a
bigger development, arising from their historical particularities of these states, currently
being possible to speak about an endemic form of corruption. In addition, taking into
consideration the geopolitical, economic and social issues that characterize these countries,
manipulation and mis information of local population have reached an un precedented
dimension, having a powerful impact on corruption phenomenon and essentially
influencing on preventing and combating corruption efforts.

The legal regulations in this field, where carriers, with no difference in which area they
develop their activity, are an important element in the protection of the security and safety
of one country, has to be very clear in order to be able to provide a real order regarding this
aspects.
Organized crime and terrorism are notions that determine a large range of criminal
activities with an important degree of sophistication and methodology. In order to struggle
with this phenomenon the States have to elaborate a proper legislation and also have to
develop a very good collaboration between their authorities.

Abstract
The economic measures implemented by the Romanian Gouvernment in the year 2015
have been contested by many, starting from local economics personalities, like the
Gouvernor of the Romanian National Bank, Mugur Isărescu, to global financial specialists,
like the IMF advisors. The main argument of the oposition was that the financial policy of
the Gouverment which was based on tax cut measures, will drive the economy on a
dangerous road and the effect will be the weakening of the economy, the rise of public
deficit and a low level of consumption. Using empirical data, in this paper I argue that the
effects of the economic measures implemented by Gouvernment contradicts the not only the
contestants assumptions, but also the Ricardian equivalence theory.

Abstract: Romania needs a realistic and pragmatic approach to the international

evolution and to its statute as a NATO and UE country member. On the other hand, there is a
necessity to participate in an active, proactive, preventative and participating manner to
manage new risks, vulnerabilities and threats towards the national security, these two
aspects representing the scientific premises of this paper. Moreover, the perspective from
which we started this research lies in the deterministic relationship between two
fundamental elements: novelty and actuality, integrated management of security and
structural elements/european funds as financial sources/fundamental pillars for increasing

Abstract: The most important problems regarding judicial and police cooperation are
the real identity of the system of judicial and police cooperation, taking into account the
interests of strengthening the law and not those of the accused or the individual and
determining liability taking into account the two types the answer, namely democratic
accountability for legislation outlining cooperation and judicial responsibility for certain

Abstract
Operation autonomous took place during the Second World War and was carried out by
the British secret services in Romania in 1943. In late 1943, a commando of the famous
British spy service, SOE, was parachuted in Romania . The operation consisted in
parachuting three agents : Alfred Gardyne of Chastelain, SOE experienced officer and
commander of the operation; Ivor Porter - now the author of memoirs about Romania and
Romanian royal family; Capt. Silviu Meţianu, Romanian emigrated to Britain.
He had a dual mission of talking with representatives of political parties about the need
to conclude an armistice with the Allies and especially shorten the war. If it were captured,
three Britons, who knew very well the Romanian, were ready to convince Antonescu and his
German allies in the Balkans that a British landing was imminent.
