Abstract
Both the alarming rate of crime (concerning by its current proportions) and
constant reducing of human and material resources allocated to the police (as a
result of the economic crisis), require a better organization of the overall effort to
defend the fundamental social values of the citizens’ rights. In this context, a vital
necessity in the form of crime prevention is required and should become a
permanent police mission. However, the overall task of crime prevention is the
responsibility of the whole society and all authorities, not only of the police.

Abstract
Opportunities related to globalization pertain rather to the understanding of
the role and functioning of the state. The emergence of new actors in the global
world, which brings new risks and vulnerabilities, design a complex set of
competitions over the attribute of state sovereignty. Understanding globalization,
identifying opportunities, fears, identifying paradoxes of globalization and
integration leads us to the requirement of understanding the dynamics of the
imperialist world. It takes such an approach as long as the new ideology of
globalism is supported by major global players.

Abstract
The globalisation and demographics are the two main forces that shape up
the development of the European societies, creating opportunities and also raising
many issues. The globalisation, the local and regional processes and phenomena
have led to the internationalisation of the organised crime networks that hold a
transborder dimenssion. This reflects over the ethnical and religious extremisms,
especially in the terrorism issues. Undebatably, the regional demographic
differences do contribute to the occurance of many other conflicts between the
more developed countries and the others.

Abstract
If we consider the evolution of the concept of crowds and their typology
according to certain criteria, virtual crowds can quickly morph into real crowds.
These transformations in both directions can transform cyberspace into an
incubator, validator and supplier of a certain special form of violence. In such a
framework creates two situations as dangerous if not properly managed, the excess
of information and lack of information.

Abstract
Starting from the simple idea of coherence in terms of values and
benchmarks, absolutely necessary for the functioning of a political community,
European identity is found now in a position to seek relevant justification for 27
nations, some better, more beautiful, more important, historic ... than others.
The notion of a European identity can mean several things. As the previous
remarks suggest, we can speak of European identity on the level of personal
identities. In this case, it is a matter of individuals identifying with European
culture or politics. People increasingly describe themselves as European. However
sociologically interesting this may be, the proliferation of Europeanised personal
identities does not produce a European collective identity as such. To be sure,
consciousness of being European characterises the identities of many individuals,
and the growing Europeanisation of social relations has increased the extent of
personal European identities. But this does not necessarily amount to the existence
of a European collective identity (although it could result simply in more
cosmopolitan identities among Europeans).

Abstract
The indictment of crimes against the peace and security of mankind
appeared not only in the national legislations, but also inside the international
bodies established as a result of the many atrocities committed in the wars of
aggression. It must be unanimously admitted that peace is the essential condition of
life, and that’s why it must be protected using all the means offered by the criminal
law. The crimes against humanity, category that also includes genocide , are
defined as grave acts of violence committed on a large scale, with a yearlong
evolution. The atrociousness of these serious violations of the right to life, is the
main reason for impleading crimes against the peace and security of mankind.

Abstract
The serial killers’ epicenter is indeed in the United States, not far from the
San Andrea fault, between Santa Cruz and the great plains of the Midwest. From
them to operate, murderers need cities, space and air. Their gesture needs land, of
action. Between one murder and another sometimes passes a short time. Serial
killers move continuously. They fool the police, who, from one city to another,
communicate better than a passenger train. The killer’s psychological derive is
accompanied by a geographical error.

Abstract
The main issue raised in this study is the one regarding the phrase
"sexual intercourses", which is related to the physical element of the act of
prostitution. This concept must be understood in a loosely way rather than in a
narrowly one. To be more specific, we must retrospect to the concept of "sexual
act of any kind" which is explained by the High Court of Cassation and Justice
United Sections in Decision no. III from 23.05.2005.

Abstract:
Increasing crime involved, unfortunately, use of weapons in committing
crimes that, in fact, became more serious. Concluding that a certain inappropriate
regime of weapons and ammunition would facilitate the commission of serious
crimes, it was considered necessary to set up a rigorous and consistent evidence of
weapons and ammunition.

Abstract
Terrorism is one of the most complex and also most complicated
phenomenons of the contemporary world. It is closely related to the phenomena of
power, their darkest areas, the extremes and the excesses of power.
International terrorism has become the most painful wound of the
contemporary world. Encountered in many forms, it causes instability and fear.
Terrorists are people who turn their hate against the innocent, the motivation that
precedes the terrorist act correlated with absolute abstract ideals.

Abstract
Child labour refers to the employment of children in any work that deprives
children of their childhood, interferes with their ability to attend regular school,
and that is mentally, physically, socially or morally dangerous and harmful. This
practice is considered exploitative by many international organizations.
Legislations across the world prohibit child labour.

Abstract
Of all times, violence has marked the existence of mankind under various
forms: starting from the time of Cain & Abel to the intrusion into private life.
Unfortunately, although there should be an element that can alleviate the harmful
effects of the phenomenon, the reality is just the opposite. Numerous studies
conducted by sociologists and psychologists asked by National AudioVisual
Council showed as violence monopolize the content of broadcasts. Moreover, the
same studies showed that TV shows are scheduled in the tv's programms at the
hours easily accessible to the public the most easily influenced.

Abstract
Career management within the Ministry of Internal Affairs became a
constant concern of the General Directorate of Human Resources Management that
has performed a series of activities aimed to theoretically, but also practically,
explore the characteristic elements of its area. In this study, the author presents
some aspects concerning the Romanian police officer’s career planning and
organization in terms of strategic documents developed by the Ministry of Internal
Affairs.

Abstract
Symbols are the most apparent and observable aspects of organizational
life; simultaneously, symbolic behavior is the most subtle and elusive. Most
organizations proclaim their identity in logos on stationery, newsletters, and even
clothing, many create slogans to inspire members, devise rites of passage that
mark promotion or retirement, hold ceremonies to publicly reward employee
service, and make heroes of those who epitomize organizational values. Few
organization members or researchers fail to notice differences in the size of offices,
quality of furnishings, parking assignments, and use of titles.
In this article attempt to show that organizational symbols are much more
than that, and to highlight their importance in organizational culture plan and
their role in influencing organizational practices, criteria used for employment,
current actions of top management.

Abstract
The relationship between police and the public is an old and complicated
problem. In Latvia, the last centuries show that these relations were not idyllic. The
increase of crimes after the Second World War, fear of crime, and moral panic
activated a search for effective methods of social control over crime. But a
partnership between police and the community remains improbable in
contemporary Latvia. Those who did contact police tended to be satisfied with the
response, but detainees were critical of police treatment and there were also
worrying levels of public perceptions of corruption. There was also little evidence
of the systematic application of the community policing philosophy, suggesting the
need for a much more organized strategy to implement community policing.

Abstract
The spokesperson is a very important representative because he establishes
communication with agencies specialized in disseminating information. It is he who
represents the head of the institution when dealing with the media and, in this
respect, the mandate he receives from the leader gives him the right to a certain
degree of autonomy. This autonomy allows him to organize his interventions as
finds them necessary and to maintain a bridge with the media empire. The essence
of this business is communication, a two-way process, which must be properly
controlled and used.

THE INSTITUTION OF THE CHURCH

Abstract
The institution of the church is very important for the current times of
sacred and profane. Organisational trust is an essential integral part of the
institution of the Church. Established by Jesus Christ Our Saviour, the Church has
the role to transmit His teaching, to strengthen ecclesial communities and to ensure
order and balance among people. This state of public order is preached from the
pulpit as a message, and then enhanced by the permanent contact the priest has
with the community and with the factors involved in this culture. This century’s
permanent changes entail a “reconfiguration of the message”, a perpetual
updating and application through specific means, which may come in the form of
national level programmes. The drafting, in-depth analysis and implementing of
these programmes comes as an urgent necessity for priests and for worshippers
alike to become actively involved in the life of the communities, not only through
the elements pertaining to the worship itself (the holy sermons), but also through
the direct and permanent contact in order to analyse the causes and effects and
especially to find solutions to social conflicts and to re-establish a state of well-
being, of order and security within the community.

Abstract
In the business world, obviously, tax advantages that different countries apply
are used to gain advantages, allowing a lower tax for specific business. Tax laws of
some states, generally in small countries, is very favorable for the entrepreneurs,
allowing legal entities to be created, which then, by benefitting of reduced taxation
in the country of registration, are able to conduct their business in other countries
where taxation is overwhelming. Thus, legal entities are generally companies that
take advantage of a law fiction. As legal entities, they cannot exist unless they are
animated by individuals whose interests they reflect.

Abstract
This study deals with the issue of the relationship between international law
and domestic law. It is well-known that there are some categories of rules in
international law which require, for their application, specific internal regulation
by the state to agree with the national legal requirements of the Treaty which
became part of, so that it can create a harmonized legal and institutional
framework. This regulation is detailed and analyzed leading to the conclusion that
this report is characterized by mutual conditioning.

Romanian Gendarmerie demonstrated for 11 years with professionalism that
can participate in international missions under command of UN, EU or NATO.
In this article we present tasks which Romanian Gendarmerie participated in
international arrangements for recruitment, selection and training of the
gendarmes for these kinds of missions and capabilities currently available to the
gendarmerie to participate in international missions.

Abstract
European countries enjoy a privileged position that allows them to consider,
perhaps better than countries from other continents, daily, direct and constant
cooperation modalities. As in all other areas, the founding the EU led to the need to
create specialized institutions on various issues that the entity has come to face.
Currently, in the drugs area, the European Union includes bodies with a role in
policy development at European level, bodies that collect data and conduct studies
to assess the scale of the phenomenon and institutions that deal with drug supply
reduction.

Abstract
Rivers of ink have flowed in the written media and the electronic waves are
heated (often literally) atmosphere in the new EU provisions relating to the right
for driving vehicles. Reasons are multiple. Wrong communication, to not call
malicious information, but especially from ignorance of the law and others
unexplained. That is, we proposed that the following pages to lay considerations
regarding the correct interpretation of these rules.

Abstract
Security Council is a permanent body activity, each member of Congress
with a permanent representative at the organization.
Security Council decisions are taken in the form of resolutions which are
then public. Security Council resolutions are binding if they are made in
accordance with the provisions of Chapter VII (Action with respect to threats to
peace, breaches of peace and acts of aggression) of the Charter.
Resolutions made under Chapter VI (peaceful settlement of disputes),
however, no enforcement mechanisms and are generally considered not to be
binding under international law. And yet these Council resolutions have become a
benchmark for international politics, which basically small omissions, subject to
comply with their provisions.

Abstractul va fi redactat pe maxim 10 rânduri. În abstract autorul trebuie să
menţioneze clar care este scopul concret al cercetării şi obiectivele urmărite
(Times New Roman, italic, 12).
4. CUVINTE CHEIE (Times New Roman, bold, 12), în limba română şi în
limba engleză.
Vor fi inserate 5-8 cuvinte cheie ori expresii care definesc obiectul cercetării
(Times New Roman, italic, 12).
5. CONTINUTUL ARTICOLULUI.
În cadrul acestei secţiuni a studiului propus autorul va prezenta şi va susţine
argumentat rezultatele cercetării întreprinse. Poate fi posibilă orice structură
care, în opinia autorului, poate susţine articolul (Times New Roman, 12).
6. BIBLIOGRAFIA este obligatorie şi se inserează la sfârşitul articolului
(Times New Roman, bold, 12).
7. Notele de subsol (footnotes) se citează în text cu numere de ordine
numerotate automat de opţiunea Footnotes (bottom of page; number format:
1, 2, 3 etc.; numbering: continuous). Textul notelor: Font: Times New
Roman; Size: 10 pt; Justified; First line: none). La explicaţiile de la subsol
se vor specifica: autorul (prenumele, numele), titlul (cu stilul Italic), editura,
localitatea, anul apariţiei, numărul paginii (paginilor).
8. Pagina va fi formatată de la Page Setup cu următoarele caracteristici:
