SO 2.7. Îmbunătățirea protecției și conservării naturii, a biodiversității și a
infrastructurii verzi, inclusiv în zonele urbane, și reducerea tuturor formelor de
poluare
Programul va sprijini acțiuni legate de următoarele domenii:
reducerea tuturor tipurilor de poluare, prin sprijinirea investițiilor în monitorizarea și
colectarea de date privind poluarea aerului, a solului și a apei.
sprijinirea dezvoltării infrastructurilor verzi, inclusiv prin dezvoltarea și protejarea
zonelor verzi din așezările umane și creșterea gradului de conștientizare cu privire la
beneficiile spațiilor verzi.
consolidarea conservării, recuperării și utilizării durabile a biodiversității și protejării
patrimoniului natural, inclusiv siturile Natura 2000 și RAMSAR.
Acțiunile susținute includ atât măsuri soft (cum ar fi studii, strategii, planuri, programe,
instrumente, campanii, traininguri etc.), cât și măsuri dure (de exemplu, dezvoltarea
infrastructurii și zonelor verzi sau crearea de infrastructuri ecologice etc.).
Toate cele trei tipuri de acțiuni vor fi implementate prin apeluri competitive. Perechile de
indicatori trebuie respectate de proiecte.

OP 2. O tranziție mai ecologică, cu emisii scăzute de carbon în

Acest indicator este utilizat pentru monitorizarea intervențiilor
conform OS 2.7. Îmbunătățirea protecției și conservării naturii, a
biodiversității și a infrastructurii verzi, inclusiv în zonele urbane, și
reducerea tuturor formelor de poluare, în ceea ce privește:
• Reducerea tuturor tipurilor de poluare, prin sprijinirea investițiilor
în monitorizarea și colectarea de date privind poluarea aerului, a
solului și a apei.
• Sprijinirea dezvoltării infrastructurilor verzi, inclusiv prin
dezvoltarea și protejarea zonelor verzi din așezările umane și
creșterea gradului de conștientizare cu privire la beneficiile spațiilor
verzi.
• Îmbunătățirea conservării, refacerii și utilizării durabile a
biodiversității și protejării patrimoniului natural, inclusiv siturile
Natura 2000 și RAMSAR.
Indicatorul este, de asemenea, utilizat pentru a monitoriza:
OS 3.2 Dezvoltarea și îmbunătățirea mobilității naționale, regionale
și locale durabile, rezistente la schimbările climatice, inteligente și
intermodale, inclusiv acces îmbunătățit la TEN-T și mobilitatea
transfrontalieră
OS 2.4 Promovarea adaptării la schimbările climatice și a prevenirii
riscurilor de dezastre și a rezistenței, luând în considerare abordările
bazate pe ecosistem
Instructiuni CE:
Indicatorul numără acțiunile pilot dezvoltate în comun și
implementate de proiectele susținute. Scopul unei acțiuni-pilot
dezvoltate în comun ar putea fi testarea procedurilor, noi
instrumente, instrumente, experimentare sau transfer de practici.
Pentru a fi numărat de acest indicator:
- acțiunea pilot trebuie să fie dezvoltată în comun
și implementată în cadrul proiectului și
- implementarea acțiunii pilot ar trebui să fie
finalizată până la sfârșitul proiectului.
Acțiunea pilot dezvoltată în comun implică implicarea organizațiilor

Detalii specifice programului:

Măsurile propuse de solicitant pentru asigurarea sustenabilitatea și

durabilității proiectului trebuie să fie clare și concentrate către:
 creșterea vizibilității acțiunilor-pilot, astfel încât alte
organizații să le poată adopta/scalifica;
 propune măsuri clare pentru facilitarea adoptării/extinderii
acțiunilor pilot de către partenerii proiectului

Acțiunile-pilot dezvoltate de organizații dintr-o

singură țară nu trebuie luate în considerare în
acest indicator.
Dacă organizațiile din ambele țări au fost
implicate în dezvoltarea și implementarea (de
exemplu, într-un proces de co-proiectare sau co-
creare, inclusiv, de exemplu, evaluări inter
pares) a unei acțiuni-pilot concentrată doar pe un
singur teritoriu, fiind astfel implementată într-un
singur teritoriu. numai în țară, o astfel de
acțiune-pilot poate fi considerată în continuare în
cadrul acestui indicator ca îndeplinind cerința
necesară de a fi „dezvoltată și implementată în
comun”.

Indicații de program:
Datele despre acest indicator sunt colectate de la JEMS, pentru
toate proiectele finalizate, și raportate la CE de către structurile
Programului.

 Acțiunile-pilot trebuie să fie clar definite de către Parteneri, încă de
la începutul proiectului, în formularul de cerere, în ceea ce privește
activitățile care cuprind acțiunea-pilot, inclusiv cele menite să
asigure vizibilitatea acțiunii-pilot și să faciliteze
adoptarea/dimensionarea viitoare. -supra acţiunilor pilot.
Indicatorul va fi considerat ca atins odată ce toate activitățile

9 Masura timp de Instructiuni EC:

Realizarea acestui indicator va fi măsurată la finalizarea proiectului.
Indicatii de program:
Valorile obținute pentru acest indicator din toate proiectele
finalizate vor fi însumate pentru a evalua realizările la nivel de
program. Vă rugăm să rețineți că numai proiectele finalizate trebuie
luate în considerare pentru măsurătorile și raportarea la nivel de
program. Pentru fiecare proiect, realizările vor fi măsurate la

10 Probleme de Indicatii de program:

Testarea aceluiași element al soluției în mai multe locații este
considerată ca o acțiune pilot. Pentru a fi considerate ca acțiuni pilot
diferite, soluțiile testate trebuie să fie semnificativ diferite.

Dacă se intenționează mai mult de o acțiune

pilot, partenerii de proiect ar trebui să
definească fiecare acțiune pilot ca un grup
separat de activități, din formularul de cerere.

11 Raportare Instructiuni EC:

Prognoza pentru proiectele selectate și valorile realizate, ambele
cumulate până în prezent (Anexa VII CPR, Tabelul 3).
Indicatii de program:
Valorile realizate pentru acest indicator din toate proiectele
finalizate vor fi însumate și raportate ca realizări la nivel de
program, de către structurile Programului. Vă rugăm să rețineți că
numai proiectele finalizate trebuie luate în considerare pentru
raportarea la nivel de program.
La fiecare transmitere a datelor, datele vor fi furnizate după cum
urmează:
- valorile prognozate
- valori cumulate, de la începutul implementării programului până în
prezent (de exemplu, ianuarie 2022 – iunie 2024)
- realizări doar pentru perioada de raportare (de exemplu ianuarie
2024 – iunie 2024)
Partenerii vor stabili obiective pentru acest indicator în formularul
de cerere.
Țintele ar trebui să fie rezonabile și realiste, în legătură directă cu
Obiectivul Specific al Programului.
Realizările sunt raportate odată ce sunt realizate, în timpul
implementării sau la depunerea raportului final de progres al
proiectului, cel mai târziu, conform calendarului de implementare.
Datele trebuie încărcate în JEMS cel mai târziu la sfârșitul perioadei
de implementare a proiectului.

13 Note Indicatii de program:
Interreg VI-A RO-BG sprijină valorificarea rezultatelor obținute prin
alte proiecte finanțate de UE, în zona programului sau în altă parte,
inclusiv alte programe Interreg, Horizon etc.
În acest scop, partenerii sunt încurajați să caute bune practici și să le
piloteze în zona programului RO-BG. Exemple inspiratoare pot fi
găsite la Interreg Europe și Interreg Central Europe.
Acțiunile-pilot ar trebui să aibă ca rezultat o soluție care va fi

 transferată (preluată sau extinsă), care va fi contabilizată în cadrul

 Indicatii de proiect:

CUM definim o „soluție”?

În contextul Interreg VI-A RO-BG, o soluție generată de o acțiune
pilot este definită ca o metodologie, instrument, tehnologie,
serviciu, proces/practică sau o combinație a acestora, care este:
- dezvoltate în comun: prin implicarea organizaţiilor din ambele
ţări
- testat in conditii de viata reala, pe durata de viata a proiectului
(in actiunile pilot)
- transferabil către alte organizații sau teritorii: soluția ar trebui
să includă acțiunile necesare pentru ca aceasta să fie preluată
sau extinsă.

De asemenea, acest indicator numără strategiile/planurile de acțiune

dezvoltate de proiecte, care sunt ulterior preluate/scalizate de către
partenerii de proiect sau de către organizații din afara proiectului.
Pentru a fi luată în calcul pentru acest indicator, soluția trebuie să fie
preluată sau extinsă de cel puțin o organizație.
Extinderea se referă la modernizarea/îmbunătățirea soluției sau extinderea
domeniului acesteia, de ex. teritorial (în alte locații, sau de la nivel local la

Programului, indicatorul îl va marca ca fiind realizat în JEMS.
Soluțiile trebuie identificate clar de către partenerii de proiect, încă de la
începutul proiectului, în formularul de cerere.
În timpul implementării proiectului sau până la un an după finalizarea
proiectului, partenerii de proiect trebuie să se asigure că este luat un
angajament formal de a prelua soluțiile care au fost dezvoltate și/sau
testate în proiect.

Legătura dintre soluții și acțiuni pilot: o soluție sau elemente ale unei
soluții pot fi dezvoltate și testate prin una sau mai multe acțiuni pilot.

Vă rugăm să rețineți că acest indicator ia în calcul

doar numărul de soluții care au fost
adoptate/exportate de o anumită organizație în
timpul implementării proiectului sau în termen de un
an de la finalizarea proiectului și nu numărul de
acțiuni pilot dezvoltate sau testate sau cel al
strategiile și planurile de acțiuni elaborate.

 Pentru a asigura succesul procesului de extindere a soluțiilor, partenerii vor
propune măsuri clare încă din etapa de aplicare. Ca atare, solicitanții vor
propune măsuri pentru asigurarea sustenabilității și durabilității
proiectului, orientate către:
- creșterea vizibilității acțiunilor pilot, strategiilor, planurilor de acțiune
astfel încât alte organizații să le poată adopta/scalifica.
- propune măsuri clare pentru facilitarea adoptării/extinderii la scară a
acțiunilor pilot, strategiilor, planurilor de acțiune de către partenerii
proiectului înșiși (indicați canalele de distribuție a acțiunilor pilot testate).
Aceste elemente vor fi detaliate în Formularul de Cerere.

7 Definition and EC instructions:

The indicator counts the organisations cooperating formally in supported
projects. The organisations counted in this indicator are the legal entities
including project partners and associated organizations, as mentioned in
the financing agreement of the application. Organisations cooperating
formally in small projects (for instance under a Small Project Fund) are also
counted.
Programme indications:
Partners who leave the project during the implementation are not counted
for this indicator.
Projects will set up targets for this indicator in the application form.
The targets should be reasonable and realistic, in direct connection with
the Specific Objective of the Programme.
Please consider the fact that this indicator shall be reported by the end
project implementation, considering the reporting timeframe.
Data must be uploaded to JEMS.

The number of organisations cooperating across borders is equal to that of
the project partners, including associate partners, which are involved in the
implementation of the project.
For project partners, the supporting document for this indicator is the
financing contract.
For associate partners, the supporting document for this indicator is a
formal cooperation agreement which shall be presented when submitting
the project application.

completion of the supported projects. The organisations are legal entities
involved in project implementation, counted within RCO87.

The cooperation concept should be interpreted as

having a statement that the entities have a formal
agreement to continue cooperation, after the end

cooperation does not have to cover the same topic as addressed by the

In order to contribute to this result indicator, the cooperation should fulfil the
following conditions:
- the cooperation is formalized under other form than the “partnership
agreement” signed between the project partners with the purpose of
implementing the project.
- the purpose of the project is to develop and maintain the cooperation
between structures over a longer period of time than the duration of the
project.
- not all the project partners need to sign the “cooperation agreement”, only
a minimum of 2 partners. However, for this indicator, the cooperation
proving document must be signed by at least two organizations

border distribution of the organisations is mandatory regardless of the
number of cooperating organisations.

Programme indications:
During project implementation or up to one year after project completion, the
project partners, including associate partners, must ensure that a formal
commitment (partnership agreement) is signed for continuing cooperation
within a determined time frame.
The lead partner will mention not only the number of unique organisations that
concluded cooperation agreements, but it will also clearly identify these
organisations.
The indicator is considered achieved once project partners provide proof of
the formal commitment to continue cooperation. The document should include
a description of the intended cooperation and the intended timeframe. The
partners must agree to provide the Programme authorities with details
regarding the cooperation, for evaluation purposes.
Once the formal commitment is validated by the Programme structures, the
indicator is marked as achieved JEMS.
Please consider the fact that this indicator shall be reported by project
partners during the project implementation or up to one year after project
completion, considering the project planning.

Programme indications
Green infrastructure is a concept addressing the connectivity of
ecosystems, their protection and the provision of ecosystem services.
For this indicator, the urban areas include also the “urban fringe” (an
area in between rural and urban with multifunctional spaces and
complex structures. The urban fringe can sometimes be referred to as
the 'outskirts' of a town or city, or as an 'urban hinterland'. An urban
fringe is predominantly open land on the edge of a settlement where a
broad variety of land uses and activities).
Investments in green infrastructure are expected to be developed
both by strategic and regular projects.

Given the fact that the ecosystem-based

approach is essential to carrying out
interventions under this specific objective, it is
expected that some projects would carry out
such investments. This means that nature-based
solutions will be preferred, wherever possible,
above hard or grey infrastructure.

In SO 2.7, investments in green infrastructure are expected to

enhance and to protect green areas in human settlements and
raising awareness of the benefits of green spaces. Measures
addressing green infrastructure (together with those targeting
reduction of all forms of pollution) will be considered a higher priority
